Title 62, Section 7.10 of Oklahoma Statutes authorizes the voluntary payroll deduction program for State of Oklahoma employees and allows for collection of a 2% administration fee for supplemental insurance premiums paid and a 1% fee for supplemental retirement plan payments to vendors with a minimum participation of 500 employees. Currently the Office of State Finance provides the information necessary for the Office of Personnel Management to collect the administrative fees and insure compliance with the minimum participation level. However, upon implementation of the new PeopleSoft system on October 1, the Office of State Finance will no longer gather this information. For the period October 1 through December 31, 2003, it will be necessary for all agencies to provide the Office of Personnel Management with the required information in a monthly report. This report, in the format shown on the attachment, is to be provided to the Office of Personnel Management electronically in an Excel spreadsheet and e-mailed to vpd at opm.state.ok.us. If your agency does not have e-mail you may submit the information via fax to the attention of Steven Snyder at 405-524-6942. The reports will be due at the Office of Personnel Management on the 10th day of the month following the applicable payroll period. January 1, 2004, the information will be available for the Office of Personnel Management to gather from the PeopleSoft system for all non-higher education agencies.
