The interagency report is currently available only by the Receiving agency. There is a Misc Warrant report under AP/Reports/Payments that can be ran on a daily or other basis and will show who was paid for that day or period and whether it was a warrant or a wire. We have worked with a couple of agencies and it appears that the latest Internet Explorer (IE) patch is causing the problem. When the agencies backed out the upgrades, the problem disappeared. We have been testing with users using Windows XP and Windows 2000. Internet Explorer has released additional patches to fix the error caused by the first patch. There are a couple of agencies applying these patches in order to test the fix. Obviously, installing patches can sometimes cause unpredictable results so please continue to contact the help desk when you encounter these issues. Thank you to all of the agencies who have worked through these issues and provided information and resources. I am including the information from the Information Week website: Internet Explorer Patch Gets Patched Fixes come in the wake of an earlier "critical" browser update By TechWeb News,? InformationWeek Feb. 9, 2004 URL: http://www.informationweek.com/story/showArticle.jhtml?articleID=17602665 Microsoft has released a series of follow-on fixes to its Internet Explorer patch of last week that allow Web sites and companies to continue to use the XMLHTTP control for authentication. Last Monday, Microsoft rolled out a patch for IE to plug a hole that could allow an attacker to "spoof" a URL by disguising a malicious site as a legitimate address showing in the Web browser's address bar. After the patch debuted, reports quickly began surfacing of users who were unable to access corporate sites or some of those on the Web. The trouble, which didn't affect all users, stemmed from an inability to access URLs in the format of "username:password at host.com," which some sites and intranets rely on to provide one-step authentication. The updates, posted without fanfare on Thursday, restore Microsoft Extensible Markup Language functionality to machines that have been patched with the IE correction. The update, which Microsoft characterized as "critical" on its Web site, is composed of three separate downloads: Microsoft XML 3.0 Service Pack 2, Service Pack 3, and Service Pack 4. The affected operating systems include Windows 2000 (SR2, SR3, and SR4) Windows NT, Windows Server 2003, and Windows XP. Due to security issues, the staff of the Office of State Finance has had to run the report and distribute it to the requesting agencies. In order for agencies to be able to run the report themselves, we have established a generic userid for agencies to use. This userid only has access to the one report option within PeopleSoft. If you are interested in running this report, you may login using: Userid: INTAGYRPT (must be uppercase) Password: REPORT72 (must be uppercase) Follow the path: Accounts Payable > Reports > Payments > Misc Inter/Intra Agency Since multiple users will be running reports using the same userid, it is important that each user create a unique run control to process their report request. We suggest using BUXXX_username where XXX = your agency number. Enter the from/to vendor (enter your agency vendor number in both places) Enter the from/to report date It is important that you note the process instance number assigned when you submit your job so you will know which job is yours when viewing the results in the process monitor. This is a temporary measure. We anticipate having the security issue resolved within the next couple of months. PROGRAM DESCRIPTION: The topic for this audio conference, GASB No. 39, is a very interesting and timely topic. This standard, titled Determining Whether Certain Organizations Are Component Units, amends GASB No. 14 to provide additional guidance to determine whether certain organizations for which the primary government is not financially accountable should be reported as component units based on the nature and significance of their relationship with the primary government. This statement is effective in FY 2004 for most entities and has a significant impact on the financial reporting of many public colleges and universities and their component units such as fund-raising foundations, athletic associations, alumni associations, and research foundations. The new standard has also created some interesting financial reporting issues for states as they prepare their comprehensive annual financial reports. To address these issues, our group of speakers will provide a review of the technical aspects of GASB No. 39 as well as the practical aspects of its implementation both from the college and university perspective as well as the state government perspective. Please join us for two hours of lively discussion about this timely topic. In addition to presentations from our speakers, there will be approximately 30 minutes for Q&A so that participants may ask questions and share their own experiences. WHAT YOU WILL GAIN: * An appreciation for the challenges state governments are facing concerning affiliated organizations * An understanding of state reporting expectations * Tools to help you walk through decision points in the GASB 39 standard PROGRAM SPEAKERS: * David Bean, GASB Director of Research * Ken Schermann, GASB Senior Project Manager * Kathleen McNeely, Managing Director of the Finance Division of Financial Management Services at Indiana University * Jan Correll, Supervisor for University and College Audits, Indiana State Board of Accounts * Stacey Halvorsen (invited), Indiana State Board of Accounts LOGISTICS: Date: Wednesday, March 3, 2004 Time: 2:00 - 3:50 p.m. EST CPE: Two credits Cost: $249.00 per site (unlimited attendance) if you register on or before Friday, February 27, 2004, and $299.00 thereafter REGISTRATION: Go to http://nasact.org/conferences/events.cfm for registration information. We hope to distribute and review this information at the next COBO meeting. I will send a draft copy later this week for your review. Another important component that clarifies the benefits offered, is the definition of a "Full-time Employee". Being a "FTE" is the benefit eligibility requirement for most Institutions. A few do offer benefits to part-time employees. I have attached the information from the 2001 survey related to each Institution's definition of a Full-time Employee for benefit purposes. Please review the information for your Institution and let me know if it is still accurate or needs to be changed. Thanks again for your help. I have verified most of the information either from web-site information, information you sent with the retirement survey, or by calling you or someone in your HR department. I have left a few cells highlighted in the spreadsheet for the information I have not been able verified. I am also attaching the "Definition of a Full-Time Employee for Benefit Eligibility" spreadsheet. I have not heard back from several to verify this information. I have left the Institution Name highlighted for those I have not verified. Please review both of the attachments (especially the highlighted portions) and let me know if corrections need to be made. We will distribute and discuss this information at Thursday's COBO meeting. Thanks for all your help and the help of those contacts you gave me from your HR Department. I have called several Institutions, or referenced web-sites to verify the amounts paid for health insurance and other benefits (i.e. dental, vision, life insurance, etc), but still have a few that I will be contacting. > Debbie > > > <> > > > > -------------- next part -------------- A non-text attachment was scrubbed...
