The deadline is now February 1 preceding the beginning of the fiscal year in which the change is to be effective (instead of November 1). Attached are the updated forms for use in submitting your requests for FY06. You and your staff may already be working toward finalizing requests and receiving board approval prior to the end of the fall semester, the holidays, and the beginning of spring semester activities in January. If so, I will be glad to accept your institution's requests at any time between now and February 1. If you have any questions, please let me know. During the process it was determined that the converted data required 100% validation and resources to accomplish. The system has been in operation since July and all payrolls have been produced and distributed on time. Group 3 Agencies were scheduled for conversion in October, but due to the changes made to the validation process, technical issues that require research and resolution, year end processing and W-2 processing, the decision has been made to defer the conversion of this group for the above mentioned reasons. This delay will permit each agency, including Group 4 and 5, time to accomplish their validation process and correct the exceptions to the current Human Resource and Payroll systems. This will allow the technical team time to perform maintenance on the PeopleSoft System. Obviously, the delay will also defer the conversion and go-live of the remaining groups. During this delay the CORE Project Team will upgrade the PeopleSoft System to the current software level, install tax updates and resolve outstanding issues before further conversions. The State Regents office has been asked to coordinate the responses for the institutions so we are asking that you verify the compliance of your institution by using the attached form (page 3) stating either that (1.) you are in compliance or (2.) that you cannot currently verify compliance but that you will be in compliance by December 15, 2004. Payroll officers are required to certify that these oaths are on file each time they authorize the monthly payrolls. The required loyalty oaths can be found at the Secretary of State's website. Http://www.sos.state.ok.us There are two separate oaths for public officers. All other state employees are required to sign the "Loyalty Oath" only and maintained in their personnel file. It appears to us that only Regents are officers, required to file the Constitutional oath with the Secretary of State, based on the definition quoted by OSF from the Attorney General Opinion." If your response is that you cannot currently verify compliance you will be required to re-submit this audit form once the verification process has been completed.
