The effort to accomplish this was designed to be implemented in a phased deployment approach. Group 1, which was three agencies, Office of the Governor, Office of State Finance and the Office of Personnel Management, went live in July and has processed all of the payroll cycles. Group 2, which was over 40 agencies serviced by OPM and the Department of Central Services went live in August and will have processed all payroll cycles by September 12th. During the conversion of these two groups, parallel processing and one hundred percent (100%) validation of the data was performed between the current system and the populated PeopleSoft system to insure accuracy of converted data and application processing. Many issues surfaced during this process including payroll handling that was accommodations to the employees, payroll periods that were not standard and inequities between the current Human Resource and Payroll systems. Because of the issues discovered, it became apparent that one hundred percent (100%) validation must be accomplished with the remaining Groups to provide accuracy of the payroll processing and adherence to State statutes and policies in providing a common system for Oklahoma State Government. Therefore, we will be delaying the conversion and validation of the agencies designated in Group 3 to refine the validation process and provide notification to the agencies of their requirements. It will also provide time for all agencies to review their unique or accommodating payroll processes and make any internal adjustments to insure that they are in compliance with state statutes and policies, and Federal Laws. By delaying, the agencies will be able to complete the annual benefit enrollment with minimal interference. Group 3 file conversions will be started in late September and their first payroll process will be run in October. This schedule change will impact the phased deployment schedule for the subsequent groups. The revised schedule will be communicated after the conversion and installation of Group 3. No agencies will be converted in 2004 after Group 3. A meeting will be held on September 9 for all the Group 3 agencies to discuss the schedule, validation process and agency responsibilities. Time and location will be communicated to Group 3 later this week. Change of Any Sort, Requires Courage. Please coordinate the completion of the survey with the appropriate person(s) on your campus. As you will see, we are requesting that the survey be completed and returned to Noel-Levitz by Friday, September 24. The contact person at Noel-Levitz to whom the survey should be returned is identified in the survey form. Other dates to remember: Focus Groups -- on October 5th & 6th, Noel-Levitz will host focus group meetings for staff from your institutions that have enrollment management/financial aid responsibilities. The focus group sessions will utilize information gathered from the institutional survey. Separate focus groups will be held for each tier of institutions. We will provide more specific details about the location and times of day for the focus groups very soon. Workshop -- On December 7th & 8th, Noel-Levitz will conduct a two-day workshop encompassing the results of their review of our state financial programs, information collected from institutions through the survey and focus groups, and "best practice" enrollment management activities. We will also be sending you more information very soon about the workshop and how you and your staff can register. The allocated dollar amounts to your institutions are unchanged. We are asking that the following three issues be addressed: 1. Each institution should carefully review the projects that have been submitted and reaffirm that these projects remain as your top priorities. 2. If your project listing is unchanged, but you would like to update or revise the project descriptions, please submit those updates at this time. Please ensure that the project titles and descriptions convey that the proposed projects are essential for the future well-being of your campuses and that they do not appear as merely desirable or less-than-essential. 3. Please designate ONE project that may be highlighted in special system-wide marketing efforts as the bond proposal continues to develop throughout the coming months. Attached for easy reference are the following documents: A. The complete project listing compiled in February 2004--listed by institution. B. The summary allocation sheet as adopted by the Presidents' Council--listed by institution. Please send your responses on these three issues to Maryanne Maletz, Vice Chancellor for Budget and Finance, by September 17, 2004.
