Subject: Capital Bond Information Request--due August 5th We are preparing to meet with the newly selected financial team approved last week by the OCIA to structure the FY2006 Capital Bond Issuance. In order to properly structure the issuance we need updated information on each of your projects. It is important that you give careful consideration to when you will actually need to draw bond funds. The attached schedules need to be updated for each project and include the best estimated information available at this time. Please complete (1) Schedule A to include project information and (2) Schedule B to include the estimate monthly cash draws based on your construction schedule with bond proceeds estimated to be available beginning in October 2005. This is still a "best case" scenario, yet we are proceeding as if no litigation will be filed. Thanks for your prompt attention to this important request. This information is imperative as we finally see the bond issuance become a reality. Please let me know if you have any questions. Also, thank you for completing the survey so promptly and helpfully. Second, the information below describes the status of the program. Pilot program. The State Regents will immediately begin a pilot program to make tuition waivers available for all qualified high school seniors for fall 2005 and spring 2006. All State System institutions will participate in the pilot program. Courses offered. Tuition waivers will apply to regularly scheduled courses on campus or by electronic delivery. Institutions are not expected to create additional classes specifically to accommodate high school seniors. Reimbursement. For the pilot program year, reimbursement to institutions at the May 2006 meeting will mirror the State Regents' National Guard reimbursement methodology: institutions must absorb a minimum number of credit hours with full reimbursement for all hours above the minimum. The minimum number is proportional to the total enrollment of the institution, with a range of 300 to 750 credit hours. Funds for reimbursement for FY06 activity will come from FY07 appropriations (consistent with State Regents' National Guard and Teacher Residency existing reimbursement methodology). High School Senior Admission Criteria. Student eligibility will continue to be governed by State Regents' current admissions policy. Budget limitation. For the pilot program year, the limitation on resident tuition waivers of 3.5% of the E&G I budget would exclude concurrent enrollment waivers. Policy modifications and development. Using data from the pilot program and other sources, State Regents' staff will continue a comprehensive study of concurrent enrollment and make recommendations to the State Regents during the spring semester.
