The deadline for submitting the forms is 5:00 p.m. on Wednesday, June 10, 2015. Please complete the appropriate FY16 tuition and mandatory fee request form(s) for your institution's tier and programs. FY15 tuition and fees columns should be presented with the FY15 approved amounts by the State Regents. Please also complete the narrative form documenting the impact on students' ability to pay, impact on enrollment, availability of financial aid, cost-effective measures implemented, communication to students/constituents and a detailed justification for all increases. For each mandatory fee which will be changing, the corresponding request for changes to mandatory fee form must be submitted. Board approval and with the date of the approval is required for all FY16 rates that you are submitting to the State Regents for approval. Since we integrated the differentiated rate tuition and single rate tuition from separate forms into one form, the institutions with differentiated rate would enter nonresident tuition rate (row 8) to generate total nonresident tuition rate (row 9) and the institutions with single rate would enter total nonresident tuition rate at row 9. As for institutions requesting a flat-rate tuition plan in FY16, a flat-rate tuition and mandatory fees form is required in addition to the standard tier-base tuition and mandatory fees form. Therefore, both the flat-rate form and the standard form are required for each flat-rate plan your institution is requesting. Be mindful that not to add formula to the proposed FY16 per credit hour rate on total resident tuition and total nonresident tuition (cell F7 and cell F9) which can cause discrepancy to 30 credit hour rate on total resident tuition and total nonresident tuition (cell G7 and cell G9) due to rounding generated from the formula you added to cell F7 and cell F9. FY16 guaranteed tuition rate shall not exceed 115% of the nonguaranteed tuition rate. As the rounding down rule does not apply to cell M9, any decimals above 115% (i.e., 115.0001%) would require to be reduced to less than 115% (i.e., 114.9999%). As in the past, it is possible that a tuition review hearing will be scheduled at which Presidents will present information to the State Regents concerning their tuition and fee requests. Once that has been determined, additional information will be sent to your Presidents regarding the date and schedules of the hearing. The appropriation reduction numbers in these scenarios are based on the following assumptions: 1. Base appropriation reductions of 2%, 3%, and 5%; 2. Each base appropriation reduction level includes holding harmless all debt service payments from any reduction, thus increasing base appropriation reductions levels to 2.12%, 3.17% and 5.28%, respectively; and 3. Each scenario also assumes that the appropriation request of $8.7 million for the increase in debt service related to the 2005 higher education bond issue is not funded. We hope this information will be helpful in your discussions with your area Representatives and Senators regarding how these proposed cuts will negatively impact your institutions. We would encourage you to begin these discussions with your area legislators this weekend. As we continue to schedule meetings with the Legislative leadership and representatives from the Governor's office in the next 10 days, our system-wide goals for the budget will be to receive: 1. A flat, standstill budget for FY16 with no appropriation reductions; and 2. The full $8.7 million required for the increase in debt service payments for the 2005 higher education bond issue.
