The deadline for submitting the forms is 5:00 p.m. on Friday, June 10, 2016. Please complete the appropriate FY17 tuition and mandatory fee request form(s) for your institution's tier and programs. FY16 tuition and fees columns should be presented with the FY16 approved amounts by the State Regents. Please also complete the narrative form documenting the impact on students' ability to pay, impact on enrollment, availability of financial aid, cost-effective measures implemented, communication to students/constituents and a detailed justification for all increases. For each mandatory fee which will be changing, the corresponding request for changes to mandatory fee form must be submitted. Board approval and with the date of the approval is required for all FY17 rates that you are submitting to the State Regents for approval. Be mindful that not to add a formula to the proposed FY17 per credit hour rate on total resident tuition and total nonresident tuition (cell F7 and cell F9) which can cause discrepancy to 30 credit hour rate on total resident tuition and total nonresident tuition (cell G7 and cell G9) due to rounding generated from the formula you added to cell F7 and cell F9. FY17 guaranteed tuition rate shall not exceed 115% of the nonguaranteed tuition rate. As the rounding down rule does not apply to cell M9, any decimals above 115% (i.e., 115.0001%) would require to be reduced to less than 115% (i.e., 114.9999%). As in the past, it is possible that a tuition review hearing will be scheduled at which Presidents will present information to the State Regents concerning their tuition and fee requests. Once that has been determined, additional information will be sent to your Presidents regarding the date and schedules of the hearing. Sheri Mauck smauck at osrhe.edu Subject: FY2018-FY2025 Capital Outlay Request Submittals Good afternoon, It is time to submit capital outlay requests for the FY 2018 - 2025 Capital Improvements Plan and FY2018 Capital Budget. The deadline for submittals is July 1, 2016. As in years past, you are required to evaluate and self-score your requests utilizing the Long Range Capital Planning Commission's Project Guidelines, which are located here: https://www.ok.gov/dcs/searchdocs/app/manage_documents.php?id=1056. This document outlines what projects qualify for submittal and what information you should include with your submission. This year, in an effort to make the process easier on users, submittals will be made to OMES - Capital Assets Management (CAM) utilizing the attached Excel spreadsheet. While Hyperion is now up and running, CAM is in the process of making some internal software changes that may impact our use of Hyperion. Those impacts are unclear at this time, so we are using spreadsheets in order to avoid duplicative data entry. Once I am clear on how our new software will integrate with Hyperion, I will have my staff enter the capital outlay requests so the data will be ready to use to develop the next Capital Improvements Plan, as well as be available for system users to build off of in future years. This will safeguard our likelihood of getting a clean set of requests without the corruption issues we encountered last year and will ensure that you have an accurate set of capital outlay request data to work with in future years. For those of you who used a spreadsheet to submit requests last year, you should be able to migrate over data from last year's sheet over to the new sheet. You will only need to adjust the funding columns for years FY18-FY25, in addition to any other updates you need to make.
