Further declines are expected for the duration of Fiscal Year 2016. As you are aware, a revenue failure has already been declared and monthly general revenue allocations to agencies were reduced by three percent for the remainder of FY 2016 beginning in January. Please be advised that the three percent reduction to monthly general revenue allocations must be deepened beginning in March. The purpose of this communication is to formally make you aware in advance. The precise amount of the deepened general revenue allocation reduction will be determined upon the Board of Equalization updating the FY 2016 revenue forecast on Feb. 16. In addition, the Legislature is in session and may opt to take further actions that could affect the amount of the second midyear reduction. Agencies will be notified as soon as the updated amount of the general revenue allocation reduction is determined. I know many of you are thinking back to 2010, the last time the state had to declare revenue failure. In 2010, the amount by which general revenue allocations were reduced upon the revenue failure declaration changed several times over the course of several months. In some cases, it changed upon collections continuing to miss the estimate, while in other cases it changed due to legislative actions. The situation back then was constantly evolving, and the situation we face now will likely unfold in a similar manner. Please keep that in mind as we move forward. The ability to offset future PFT amounts for cancelled warrants is no longer available. Therefore we created a process to allow for PFT reversals to return the funds related to cancelled warrants from the 789 class-funding to the original funding source. Keep in mind that this is for cancelled warrants, not for warrants being reissued through Transaction Processing. We are making some minor changes to this process. This process will now be used for other purposes including the following: 1. To facilitate the processing of taxes (which were not processed through the normal 500Misc/PFT process) which must be submitted to the IRS through the ACES system. Examples of this would be: * non-cash benefits * 1042 tax payments * items paid outside of the normal payroll system that require W2 reporting and taxes 2. To facilitate the corrections necessary for overpayment refunds. 3. To facilitate the correction of amounts improperly reported or omitted from the original PFT submitted. The PFT reversal process currently being used is being revised to ensure proper cash balances are maintained. These changes will be covered in the webinar scheduled for Feb. 22. The change primarily relates to the account coding on the 78900 class-funding on the PFT reversal. The changes are minor, but we want to ensure that institutions have time to make necessary changes to their systems before putting the changes into production. We are currently targeting March 1 for putting the new coding in the system. When loading a PFT that is flagged as a reversal PFT, edits will be put into place to require that the account number used for lines related to the 78900 class-funding begin with a five (585xxx). Currently, the edits require that accounts on the PFT reversal for lines related to the 78900 class-funding begin with a four (485xxx). An example of a PFT reversal is being posted to the website. This example will include a PFT reversal as it is currently being processed and the same PFT reversal with the account number changes noted. Of these revenue sources, the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund receive revenue solely from oil gross production proceeds. For FY16, the Oklahoma State Regents were appropriated $47,372,299 from both the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund, for a combined total of $94,744,598. The current economic conditions affecting the energy industry in Oklahoma is directly impacting the amount and rate of oil gross production revenue collected and allocated from the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund. Due to the decline in monthly revenue available for allocation from the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund, the Oklahoma Tax Commission is now estimating that there will be a total shortfall of $26.3 million from the original combined appropriation of $94.7 million (Attachment 1). The $26.3 million shortfall from these revolving funds only affects higher education and is in addition to the 3 percent annualized general revenue reductions imposed by the Office of Management and Enterprise Services (OMES) effective January 1, 2016 and any subsequent reductions imposed by OMES for the remaining months of this current fiscal year (FY16). The Oklahoma Tax Commission will continue to monitor revenue collections made into these two revolving funds. Any additional changes made by the Oklahoma Tax Commission in the shortfall estimate to these two revolving funds will be conveyed to you as soon as possible. Attachment 2 provides the adjusted allocation figures for the higher education institutions, per the estimates provided by the Oklahoma Tax Commission. Johnson Date: Tuesday, February 16, 2016 Subject: Oil Gross Production Impact on Higher Education Budget The annual appropriation provided from the Legislature to the Oklahoma State Regents for Higher Education for the support of the entire Oklahoma state system of higher education is comprised of multiple revenue sources. Of these revenue sources, the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund receive revenue solely from oil gross production proceeds. For FY16, the Oklahoma State Regents were appropriated $47,372,299 from both the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund, for a combined total of $94,744,598. The current economic conditions affecting the energy industry in Oklahoma is directly impacting the amount and rate of oil gross production revenue collected and allocated from the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund. Due to the decline in monthly revenue available for allocation from the Higher Education Capital Revolving Fund and the Oklahoma Tuition Scholarship Revolving Fund, the Oklahoma Tax Commission is now estimating that there will be a total shortfall of $26.3 million from the original combined appropriation of $94.7 million (Attachment 1). The $26.3 million shortfall from these revolving funds only affects higher education and is in addition to the 3 percent annualized general revenue reductions imposed by the Office of Management and Enterprise Services (OMES) effective January 1, 2016 and any subsequent reductions imposed by OMES for the remaining months of this current fiscal year (FY16). The Oklahoma Tax Commission will continue to monitor revenue collections made into these two revolving funds. Any additional changes made by the Oklahoma Tax Commission in the shortfall estimate to these two revolving funds will be conveyed to you as soon as possible. Attachment 2 provides the adjusted allocation figures for the higher education institutions, per the estimates provided by the Oklahoma Tax Commission. Although these figures are distressing, I wanted to alert you to this situation as quickly as possible so that you can begin to make the necessary budgetary adjustments.
