Johnson Date: Thursday, March 03, 2016 Subject: Revenue Failure Update In an effort to keep you updated regarding the FY16 revenue failure, we have just received a memo this morning from Secretary of Finance, Administration and Information Technology Preston Doerflinger indicating that beginning with March 2016 allocations, FY16 General Revenue allocations to agencies must be further reduced by four percent. This four percent reduction is made in addition to the three percent General Revenue allocation reductions that began in January 2016, resulting in a total General Revenue allocation reduction of seven percent for FY16. It is also in addition to the $26 million reduction due to declines in oil gross production revenue announced on February 12, 2016, bringing the total appropriation reduction for FY16 to 8.6 percent. The additional four percent reduction equates to a $32.1 million reduction to our state system of higher education. We will be sending you the amount your individual institution will be impacted as soon as it has been finalized. Once you receive notification of your reduced allotment, please submit a budget revision incorporating the reduced allotments of state appropriations to Vice Chancellor Amanda Paliotta (apaliotta at osrhe.edu) and enter the reduction on the Office of Management and Enterprise Services Hyperion Budgeting System by the close of business on Friday, March 11, 2016, as requested by Secretary Doerflinger. The Oklahoma Tax Commission has advised us that the revised estimate for the total revenue available for FY16 from the two revolving funds has resulted in an additional $5.6 million reduction ($2.8 million for each fund). Johnson Date: Wednesday, March 16, 2016 Subject: Update on FY?17 Budget Discussions In discussion with our two Budget Chairs, Senator Clark Jolley and Representative Earl Sears, on Monday, March 14, they both indicate that, as it stands right now, the most negative budget reduction scenario for FY?17 could include a budget cut of up to 14 percent from the revised FY?16 base budgets. Clearly, this 14 percent cut could be reduced based on any House/Senate/Governor agreements on additional revenue measures, which would address the budget shortfall. To ensure that the materials used by the State Regents in legislative budget meetings and presentations reflect the negative impacts on higher education institutions and programs due to the current year?s (FY?16) budget reductions and to show the devastating impact of what an additional 14 percent budget cut in FY?17 would mean to your campuses, we will be sending each of your Business Officers a revised Budget Impact Scenario form. The assumptions used for the FY?17 Budget Impact Scenario include: 1) debt service requirements are held harmless from the FY?17 reductions, and 2) the same percentage reduction from the original FY?16 allocations has been applied across-the-board to all institutions, constituent agencies, special programs, financial aid programs, State Regents agency operations, etc. Information requested on the revised Budget Impact Scenario form will include both FY?16 year-to-date reduced appropriation levels and the potential 14 percent budget cut scenario as discussed with Senator Clark Jolley and Representative Earl Sears on Monday, March 14.
