Johnson Date: Monday, February 05, 2018 Subject: Governor Fallin's State-of-the-State Address This afternoon, Monday, February 5, 2018, I attended Governor Mary Fallin's State-of-the-State address at the Capitol. I have attached a transcript of Governor Fallin's State-of-the-State address, a copy of the Executive Budget Summary, and a copy of the press release for your review. In Governor Fallin's Executive Budget for Fiscal Year 2019, she recommended $773,597,660 million in total state appropriations for higher education. This is a flat budget from the FY18 appropriation for our state system of higher education. Her budget recommendations did include an increase of $312,073,935 for common education for $5,000 teacher pay raises ($298.5 million) and to pay for annual flexible health benefit allowance increases ($22.6 million). The recommended budget for CareerTech for FY19 ($112,515,558) is a flat budget from the FY18 appropriation. Additional FY19 recommended budget increases included: 1) $55.5 million for the Department of Transportation 2) $25 million for the Department of Mental Health and Substance Abuse Services 3) $10.5 million for the Department of Corrections 4) $17 million for the Department of Human Services 5) $5 million for the Department of Commerce 6) $3 million for the Department of Emergency Management 7) $2 million for the Legislative Services Bureau 8) $1.2 million for the Pardon and Parole Board 9) $307,000 for the Court of Criminal Appeals 10) $500,000 for the Pay for Success Contract (managed through the Office of Management and Enterprise Services) Several Regents and college and university Presidents attended the Governor's State-of-the-State address, and we certainly appreciated their attendance.
