Johnson Date: Wednesday, May 13, 2020 Subject: FY21 Budget Legislation Veto Overrides I wanted to let you know that this evening the Oklahoma House of Representatives and the Oklahoma State Senate overrode the following FY21 budget legislation vetoed by Governor Stitt earlier this afternoon: * House Bill 2741 - modifies the percentage of revenue appropriated in FY21 to the Teachers' Retirement System and reallocates this revenue to the Education Reform Revolving ("HB 1017") Fund. * House Vote (94-4) * Senate Vote (34-12) * House Bill 2742 - modifies the percentage of revenue appropriated in FY21 to the Oklahoma Firefighters' Pension and Retirement Fund, the Police Pension and Retirement System, and the Law Enforcement Retirement Fund and reallocates this revenue to the Education Reform Revolving ("HB 1017") Fund. * House Vote (95-5) * Senate Vote (34-12) * House Bill 2743 - redirects $180 million from the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund to the Education Reform Revolving ("HB 1017") Fund. * House Vote (97-3) * Senate Vote (44-2) * Senate Bill 1922 - appropriates a total of $7,589,496,474 to state agencies receiving FY21 appropriations and supplemental appropriations. * House Vote (79-20) * Senate Vote (35-11) The veto overrides of HB 2741, HB 2742, HB 2743 and SB 1922 result in these pieces of legislation becoming law. As a result of these actions, our state system of higher education will receive a total appropriation of $770,414,742 in FY21. This represents a 3.95% percent decrease from the FY20 budget. Johnson Date: Tuesday, May 19, 2020 Subject: Update on Endowed Chairs Legislation I wanted to provide you with an update regarding legislation for the Endowed Chairs program. As a reminder, HB 2749 and HB 2750 passed the House and Senate last week and were sent to Governor Stitt for his consideration. HB 2750 increased the total bonding cap for the Endowed Chairs program to $314.4 million, which would address the current unmatched balance for the Endowed Chairs program of $161 million. While HB 2750 increased the bonding capacity for the Endowed Chairs program, the legislation did not contain funding for a new bond issuance. HB 2749 provided that no more than $671.2 million in state matching funds shall be used for the Endowed Chairs Program. This would sunset the state match for the Endowed Chairs program. Late yesterday afternoon, Governor Stitt vetoed HB 2749 and HB 2750. Copies of the veto message for HB 2749 (Attachment 1) and the veto message for HB 2750 (Attachment 2) have been attached for your review. Thanks. Glen Glen D.
