I have attached a copy of the Executive Budget Summary containing the recommended FY2022 appropriation for the state system of higher education as well as a copy of the specific section on the Oklahoma State Regents for Higher Education for your review. The full Executive Budget Book may be viewed online at: https://oklahoma.gov/content/dam/ok/en/omes/documents/bud22.pdf In Governor Stitt’s Executive Budget for Fiscal Year 2022, he recommended $770,414,742 in total state appropriations for the higher education system. His budget recommendations also included an increase of $17,041,764 for common education for a total appropriation of $3,009,771,578 in FY22 and a flat budget of $137,471,871 for CareerTech in FY22. SB 1031 (copy attached) extends the provisions of SB 661, which passed during the 2020 legislative session and expired on November 15, 2020. SB 1031 amends the Open Meeting Act to allow public bodies to meet and conduct business virtually (videoconference/teleconference) in light of the COVID-19 pandemic. Under SB 1031, the ability to hold public meetings virtually under the Open Meeting Act will be extended: “…upon effective date of this act and until February 15, 2022, or until thirty (30) days after the expiration or termination of the state of emergency declared by the Governor to respond to the threat of COVID-19 to the people of this state and the public’s peace, health and safety, whichever date first occurs…” (pages 4 and 10). The total certified monies and cash available for FY2022 is $9.64 billion, which represents $1.807 billion (23.1%) more than what was appropriated by the Legislature for the current fiscal year (FY2021). This total certified amount includes $1.69 billion in one-time cash carryover and non-recurring revenue from the FY2021 fiscal year that could be appropriated for one-time expenditures in FY2022 given that these funds will unlikely be available in FY2023. Recurring revenue for FY2022 is projected to be $7.9 billion, which represents an increase of $552.4 million from the amount projected by the Board of Equalization in December 2020. The Board of Equalization unanimously voted to approve the certification of funds for FY2022. Voting in favor of the motion were Governor Kevin Stitt, Lieutenant Governor Matt Pinnell, Attorney General Mike Hunter, State Treasurer Randy McDaniel, State Superintendent Joy Hofmeister. Two members were not present at today's meeting. Additionally, during today's meeting, the Board of Equalization reported that actual FY2021 revenue is estimated to be $414.4 million (4.6%) more than what was projected at the December 2020 Board of Equalization meeting. The revised FY2021 revenue estimate exceeds the 5% constitutional cushion reserved in case of a revenue shortfall, indicating that an FY2021 revenue failure is not expected at this time.
