I wanted to let you know that SB 1031 (Senate President Pro Tempore Greg Treat and House Majority Floor Leader Jon Echols), which passed on the Senate Floor on Wednesday, February 3 by vote of 45-0, also passed on the House Floor this afternoon by a vote of 88-5.

SB 1031 (copy attached) extends the provisions of SB 661, which passed during the 2020 legislative session and expired on November 15, 2020. SB 1031 amends the Open Meeting Act to allow public bodies to meet and conduct business virtually (videoconference/teleconference) in light of the COVID-19 pandemic.

Under SB 1031, the ability to hold public meetings virtually under the Open Meeting Act will be extended:

“…upon effective date of this act and until February 15, 2022, or until thirty (30) days after the expiration or termination of the state of emergency declared by the Governor to respond to the threat of COVID-19 to the people of this state and the public’s peace, health and safety, whichever date first occurs…” (pages 4 and 10).

SB 1031 will now be sent to Governor Stitt for his consideration.
