font-family:Arial'>OSF is requiring a self-audit of compliance with statute
regarding certification of employee loyalty oaths. The State Regents
office has been asked to coordinate the responses for the institutions so we
are asking that you verify the compliance of your institution by using the
attached form (page 3) stating either that (1.) you are in compliance or (2.)
that you cannot currently verify compliance but that you will be in compliance
by December 15, 2004. Payroll officers are required to certify that these
oaths are on file each time they authorize the monthly payrolls.<o:p></o:p></span></font></p>

There are two separate oaths for public officers. All other state employees are
required to sign the “Loyalty Oath” only and maintained in their
personnel file. It appears to us that only Regents are officers, required
to file the Constitutional oath with the Secretary of State, based on the
definition quoted by OSF from the Attorney General Opinion." <o:p></o:p></span></font></p>
