<p class="MsoNormal"><span style="mso-bookmark:_Hlk35340514">We have recently received instructions from legislative leadership that going forward, the Joint Committee on Pandemic Relief Funding prefers institutions submit their requests for ARPA funding individually
rather than through a system-wide proposal. I know that this is a significant change in direction from previous discussions we have had with members of the Joint Committee, but the Joint Committee’s process for evaluating requests for ARPA funding has evolved
as they try to also juggle the current legislative session. They believe that receiving funding proposals directly from individual institutions will expedite the proposal evaluation process. We are working to determine what this means for the system-wide nursing
proposal that was submitted in early January, although several institutions had already submitted nursing proposals in addition to the system-wide proposal.

With regard to the system-wide teacher education, online education, workforce development, campus infrastructure, and broadband proposals currently under development, we now encourage you to submit proposals directly through the
</span><a href="https://okgov.force.com/ARPAIntake/s/?language=en_US"><span style="mso-bookmark:_Hlk35340514">online ARPA portal</span><span style="mso-bookmark:_Hlk35340514"></span></a><span style="mso-bookmark:_Hlk35340514"> for needs in these areas. Our
senior team is regrouping to consider any system-wide proposals that may still be submitted for ARPA funding.

<p class="MsoNormal"><span style="mso-bookmark:_Hlk35340514">Please note that the Joint Committee on Pandemic Relief Funding has set
<b>March 31, 2022</b>, as the last day to submit ARPA funding proposals through the online portal for consideration. I know that next week is Spring Break for our institutions, which shortens the amount of time to work on your institution’s individual ARPA
proposals. As you work on institutional proposals for ARPA funding, I want to convey that we have received feedback from legislative leaders indicating that details regarding projected outcomes, especially in terms of additional student enrollment and graduates,
are important to include. <o:p></o:p></span></p>
