[Counselors] Fine Arts/Speech Credit

Kingfisher incorporates the list of competencies into the English III and English IV classes.  Then on our transcripts, English III (FA) and English
IV (FA) is denoted.
Oklahoma's Promise will take that as a fine arts as well;  however, per Lynn Dennis, for OK Promise the grade is not counted twice.  To calculate the core GPA, you would divide by 32 grades instead of 34.
