If so, I give the regular assessment (because that's the only choice we have) with any and all accommodations that is in the IEP that I can use for the assessment also. Likely the student will fail the EOI. When they do, I give it to them again during every testing session available until they make at least one point higher than their original score. I then give them a modified proficient score, add it to their IEP at the next meeting and it counts as a "pass" for that EOI. They can also complete a project. These are not required to be completed at school so the student is allowed to take them to get any help they need to get it completed. Your school will have a grading committee who grades the projects on site. We allow our students to ask questions of the grading committee if they need to. You have to do either a OAAP portfolio or an EOI regular test with modifications. The portfolio has to be videotaped and objectives documented to the best capabilities of the students with multiple tries for the same objective. That is why a portfolio is done. You would not want to do a project or a regular EOI with modifications if the student cannot handle a regular test. It is unfortunate but these are the rules that the state sets. I'm from Guymon and this is normal here. Currently we have 20 languages in high school and have had nearly 30 "newbies" since Christmas. What size of school do you have? What resources do you have? What age group are we talking about? At Guymon High School, a non-English speaking, first-time-on-USA-soils student typically gets a schedule similar to the following: sheltered English I, Algebra I or pre-Algebra, sheltered Oklahoma History and/or sheltered Government, sheltered Language Acquisition science that counts as an elective, 2 ELL classes, and an elective of their choice. We used to try and get them to graduate in 4 years until we realized the damage it was doing to them. Many are interested in college and if they are, we work on a 5-year-plan and help them compete for success at the college and work-ready level. Statistic show that college is a reality for the third generation to USA. We are working to change the stats in the first gen! ...And sometimes, we are successful. ;-) If the students are new and will not receive credit, the best thing to do is to find classes where they can interact socially so they can pick up "daily/common" language and some classes where presentation of content is primarily oral or visual helps. There are many very good computer courses that teach English as well to aid and add to the reading and writing of it. If there is no credit to be given, immerse the students in as many ways as possible. Give them office aide and have them work side-by-side with the current office aid of that hour...both students will benefit. Give them an hour to watch an educational kids show to learn. There are really good programs that are rated and reviewed online. Convince your district to purchase or subscribe to such online programs and let the student learn. Be patient, don't panic. The student will learn and will survive if they are immersed. Encourage them to read, write, hear, and speak English to learn. Buy a word-to-word dictionary for them in their language that can be used on state tests and let them use these during their classes. Ask teachers to speak more slowly and enunciate their words, but not to speak louder...the student most likely isn't deaf and the raised volume creates confusion about anger. Videos tend to speak too quickly for an ELL student to understand. If videos are used, try to provide a written handout of the important points or make it so the student can ask periodic questions or rewind when needed. Instructions written and orally presented also helps. Encourage the student to use the new language they are learning but help them to feel safe. I feel like I'm shooting in the dark... A lot of my students are in the program because they are already 18 and due to circumstances beyond their control, they would otherwise probably be drop outs. I use the exact curriculum of our teachers, I just do a subject at a time for each individual student and if they finish it, they can move on. They still have to do the same work, so yes, I believe that it is fine depending on the circumstance. If they are rushing through and can't pass the EOI's then they need to slow down. I have been successful in making sure my students are passing EOI's when they finish their course. As a study tool, we use Study Island in each of our core subjects and then we implemented a curriculum on each additional subject. I also found out that we have to provide monitors for these field test. We have a difficult time finding people to monitor the real test!! Scheduling around daytime athletics events, band, and end of the year events-not to mention sharing computer labs for EOI and Middle School testing with other buildings, (which displaces the teachers and students who use that lab as their daily classroom) is a nightmare!!! My favorite is that they threaten me with taking my certificate if something goes wrong on my end, yet they send weekly emails of mistakes they have made. I'm sure a team of more than one!!!!! There should be a full time DTC at every school. By end of the year, counselors are working on graduation related duties as well as other priority jobs. I also teach class, am DTC as well as BTC for HS, administer tests when the TAs do not show up, and still helping seniors with applications and scholarships, etc. Additionally, this is my youngest child's last year and of course I would rather enjoy being her mom rather than administering additional tests that may or may not be used next year. I feel they should have administered field tests in the Fall and NOT along with operational testing. However, I am trying to stay positive. It is the only way to sanely make it through the testing season. I said that I would increase the amount of lower classman taking it. I only had to increase by 1 or 2 students which I knew wasn't an issue because of our sophomores that were applying to Biomed and needed an ACT anyway.
