The average of the bond equivalent rates of the 91-day Treasury bills auctioned during this quarter ending is 5.00 percent. The average of the bond equivalent rates of the quotes of the 3-month commercial paper (financial) rates in effect for each of the days in this quarter ending is 5.32 percent. As discussed previously at OLAC, ED plans on mirroring and enhancing the approach it took when they re-vamped the guarantor payment process (known as the Form 2000 project). The result of that redesign was the ability for guarantors to bill ED for reinsurance via File Transfer Protocol (FTP) or directly on an ED hosted website all utilizing a much improved and simpler invoice type format.
