Subject: [Lender] ED Releases Initial Document Submission Procedures and
Offers August 8 Webinar

The Department of Education (ED) has released initial document
submission requirements for lenders and holders needing to execute a
Master Participation agreement along with other documents related to the
Loan Participation Purchase Programs. This information is available in
Announcements 10 & 12 of the
Ensuring Continued Access to Student Loans (ECASLA) site.
ED also announced (see Announcement #11) a Webinar offering on Friday,
August 8 from 1:00 PM - 3:00 PM Central. The new Webinar is an extension
of the August 1 Webinar and will focus on operational details of the
Loan Participation Purchase Program. Lenders who have registered for
prior ECASLA Webinars will automatically be registered for this event.

Offers 8/15 Webinar Opportunity

The Department of Education (ED) has released a variety of announcements
regarding their liquidity programs. For your reference, listed below are
links to this new information:
* Announcement #14
provides
document submission instructions for banks wishing to perform as
Custodians under the Loan Participation Purchase Program.
* Announcement #15
discusses
preparation and submission of the Monthly Rolling Forecast.
* Announcement #16
replaces
Announcement #12 and includes revised copies of 1) the Form of Security
Release Certification; 2) the Loan Schedule and Custodial Certification
Data File Fields; 3) the Loan Schedule Custodial Certification file
layout; and 4) revised Funding Request Submission Instructions.
* Announcement #17
provides the
Monthly Aggregate Settlement Date Report file layout and the Monthly
Aggregate Settlement Report Data Fields.
* Announcement #18
discloses the
participant yield rate (3.25%) for the quarter ending September 30,
2008.
* Announcement #19
provides a list of entities approved to serve as Custodians with
regard to the Master Participation Agreement. The list will be amended
by ED as they approve new Custodians.
* Announcement #20
replaces
Announcement #13 and includes edits for the Loan Schedule and Custodial
Certification data files.
Next ED Webinar Scheduled- According to Jeff Baker, ED plans to hold an
additional Webinar on Friday, August 15 from 1:00 PM - 3:00 PM CST that
will focus on questions and answers received from the FFEL community. If
you have registered for prior ED Webinars in the series, there is no
need to register for this particular event. However, lenders that need
to register for the August 15 event may do so here
.

Don't forget that OGSLP has replenished the supply of our OLAC and OKMM
co-branded personal finance guides, Your Money Matters. Just in time for
back-to-school activities and college fair season, there's plenty for
everyone!
The 16-page booklets cover topics every college and high school student
needs to know to become a better money manager, including budgeting,
consumer credit, saving, banking, student loan management and identity
theft. The Your Money Matters college guide can be used in a variety of
settings, like freshman orientation or campus workshops, and the high
school version can be a great resource to distribute to counselors and
families at college fairs and community events.
We're making copies of the high school and college-level guides
available to OLAC members on a first-come, first-served basis. To
