<p class="MsoNormal">I sit on the Residency Committee at the University of Oklahoma, and we recently received an updated version of section 3.18 of the OSRHE Policy and Procedures manual, last updated on 9/7/2023. It now includes the following:

<p class="MsoNormal"><b>3.18.5 Students Impacted by War <o:p></o:p></b></p>
<p class="MsoNormal">Students are eligible for in-state tuition who meet the criteria for Special Student Relief (SSR) established by the US Department of Homeland Security -
<o:p></o:p></p>
<p class="MsoNormal"><a href="https://studyinthestates.dhs.gov/students/special-student-relief">https://studyinthestates.dhs.gov/students/special-student-relief</a>; or have been given Temporary Protected Status (TPS) by the US Citizenship and Immigration

<p class="MsoNormal">Historically, we’ve coded students with asylum or refugee status as international but may consider them as “in-state” for tuition purposes, if they met domiciliary requirements. We would require a petition for in-state tuition and if approved,
we would award <b>a non-resident tuition waiver</b>. State Regent policy has specifically stated that only citizens and permanent residents are eligible for in-state status but unless I’m mistaken, there may be revisions currently being made to 3.18 with regard
to refugees from conflict zones.<o:p></o:p></p>
<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">Asylees and refugees are considered a protected class similar to permanent residents. However, that is only after approval by an immigration judge and it can take years after an asylum application has been filed. The USCIS allows applicants
to obtain an employment authorization card to work but does not mean they have been approved for asylee status. The majority we see always seem to be in the process and not yet approved.
