We are very intent on delivering more OTAG awards to Oklahoma's students, even at this late date, since failure to expend additional funds will result in Oklahoma's loss of some of our federal SLEAP allocation. Institutions can now claim spring 2006 OTAG awards for students with 2005-2006 FAFSA receipt dates through June 30, 2005. We will continue to pay award claims as long as funds remain available. As soon as possible we will generate and forward to all institutions a pre-populated Award Claim Form that includes these additional potential awardees. Unfortunately, the web server that houses the OTAG database has a hardware problem, and we cannot begin this process until the server has been repaired -- hopefully before the end of today. Our goal at the beginning of the 2005-2006 award year was to have spring semester Award Claim Forms processing concluded by April 15; however, we did not factor in the possibility that it would be this late in the semester before we would have the information we needed to identify that funds remained available to extend the award cutoff date. We do ask that you submit any additional award claims for your students without delay; however, we will not be adhering to the earlier announced April 15 cutoff for their receipt. Bryce Fair =================================== Tuition assistance increase debated April 3, 2006 By Jennifer Mock Capitol Bureau Nineteen-year-old Raquel Carranco of Oklahoma City is the first in her family to go to college. The oldest of three children, Carranco dreams of becoming a doctor and helping children with disabilities. However, college wasn't an option until she heard about the Oklahoma Higher Learning Access Program, which allows students with good grades and behavior to get free, in-state tuition if their parents' gross annual income is $50,000 or less. Senate Democrats hope to expand the program to more students like Carranco. However, critics say the move could put the state in an economic bind if the economy takes a downturn. The program was set up in the early 1990s to give low income students a chance to go to college. The goal was to increase the number of college graduates and, eventually, personal income in the state. The program pays only for tuition. Room and board, books and student fees are not included. About 55 percent of high school students now financially qualify for the program. A Senate bill passed recently would increase the income limit to $75,000 a year, meaning about 75 percent of students would be eligible for the program. "There are so many pluses to this program," said Rep. Terry Ingmire, R-Stillwater. "Yes, there are some costs involved, but what is the cost of keeping kids in school and out of trouble?" The program is set to cost about $36 million next year, and an estimated $110 million by 2010 [this year should actually be 2015 rather than 2010 - Bryce] . If Senate Bill 1993 - which raises the income level to $75,000 - becomes law, the program would cost an additional $10 million by 2010, and as much as $66 million more by 2015. Although the immediate financial impact will be minimal for the state, many lawmakers do not like the idea of binding future Legislatures with climbing program costs. Rep. Randy Terrill, who calls himself one of program's biggest supporters, says the program needs to be properly funded before an expansion is considered. Terrill said $4.6 million in supplemental funding was needed for the program this fiscal year. Terrill, R-Moore, is offering House Bill 2087, which would dip into excess oil and natural gas tax revenue to supplement what the state appropriates. The bill also would expand the program to home school students who meet certain criteria at a cost of about $100,000 more a year, Terrill estimates. Program is popular Students and parents are more actively involved in education when they know tuition is on the line, supporters say. State Higher Education Chancellor Paul Risser agrees, saying learning access program students tend to have higher grade-point averages and are more likely to go to college than their peers not in the program. About 12,000 students are enrolled in the program, Risser said, up from about 9,100 last school year. "This is not just a financial aid program," he said. "OHLAP helps students get prepared for college, stay there and graduate." Risser is concerned that broadening the program to families with higher incomes will be giving tuition to students who probably would have gone to college anyway. Instead, he said he thinks the program should continue sending students to college who financially would not be able to go without the state assistance. He did say, however, upper middle-class families - such as those who make $75,000 a year - typically cannot qualify for grants and other scholarships designated for lower income students and therefore might need the money for college just as much. Terrill believes a task force should reform the program before the Legislature takes any action. Some changes he would like to consider include an income sliding scale depending on how many children a family has in college, and extending grade and behavior requirements into college. Some lawmakers also would like the program to require recipients to remain in Oklahoma a certain number of years before they leave. "Right now, the state is picking up the tab, and the student is then picking up and hitting the road. That is not prudent," said Rep. John Wright, R-Broken Arrow. "There comes a time we need to quit playing the taxpayer for a fool." The House has until April 20 to hear SB 1993. If it passes the House Appropriations Committee, it will go to the full House for consideration. HB 2087, by Terrill, is awaiting a hearing in the Senate Appropriations Committee. Payment offers security Carranco, now a pre-med sophomore at Oklahoma City Community College, said her family couldn't afford to send her to college. She said the program allows her to focus on making grades instead of working several jobs to pay bills. "I knew this program was my way to go to college," she said. Throughout this process, one thing that we have come to understand is that decentralization has a number of different meanings. While no conclusions have been reached, the attached document compares key issues on how a centralized program might differ from a decentralized program. This document is for discussion purposes, and is not at this time a proposal for change. We welcome your comments, ideas, and suggestions in this regard. We also want to check in with institutions regarding the simplified awarding and reporting processes that were implemented in the 2005-2006 centralized program to seek advisement regarding any improvements that might need to be made. Also below is the text of an editorial in yesterday's Daily Oklahoman about the same issue. ==================================== House speaker reveals blueprint for state budget April 4, 2006 By Tim Talley of The Associated Press House Speaker Todd Hiett opened the debate over the state budget Tuesday by proposing more than $500 million in tax cuts and rejecting Senate plans to accelerate teacher pay raises and expand a state-funded college scholarship program. Hiett said his tax cut plan, including eliminating the inheritance tax and an income tax cut of about 1.3 percent, is possible because of an estimated $1 billion in surplus revenue available next year due largely to economic growth. About $200 million has already been spent. "It's obviously an extraordinary year with a lot of surplus revenue," said Hiett, R-Kellyville. "I think this is the best opportunity Oklahoma has had in many years to grow the economy." While big on tax cuts, Hiett's budget plan includes modest spending increases including $1,200 across-the-board pay raises for teachers, a $56 million allocation that would pay for the second phase of Gov. Brad Henry's plan to bring teacher salaries to the regional average. Hiett said he does not support a proposed $3,000 across-the-board pay raise for state teachers, part of a $339 million education bill passed by the Senate. "We would be building the government as opposed to building the economy," Hiett said. The speaker also expressed opposition to a Senate plan to expand the number of students who qualify for free college tuition through the Oklahoma Higher Learning Access Program. "It would take quite a lot of convincing," said Hiett, a candidate for lieutenant governor this fall. His budget plan includes money to pay existing OHLAP obligations. "We should pay that bill before we consider expanding that," he said. A bill authored by Senate President Pro Tem Mike Morgan, D-Stillwater, would raise the maximum income level under which students are eligible for free college tuition from $50,000 to $75,000. The measure, pending in a House committee, increases the cost of the program by $27.3 million when fully implemented in 2010. [Editing note: Actually the program costs about $27 million this year. 2010 would be the first year of additional cost related to the $75,000 limit. In 2010, the cost would be projected to be $10 million over the current projections at the $50,000 level. The additional costs for the $75,000 level would continue to grow by about $12 million per year in the years after 2010. - Bryce] Hiett said he has not discussed his budget plan with Senate leaders or Gov. Brad Henry. Senate Appropriations Chairman Johnny Crutchfield, D-Ardmore, said Hiett appears to be negotiating the budget with news reporters. "At least that way we can get a glimpse of what he's for," Crutchfield said. Crutchfield said he is disappointed Hiett has not included new money for higher education and CareerTech, "two of the biggest economic engines we have in Oklahoma." "We have a unique opportunity this year to make significant investments that will pay dividends for the future of our state. We must, as we consider the budget, look beyond the next election and focus on the next generation," Crutchfield said. Hiett's budget plan dedicates much of the state's surplus revenue to one-time projects, including proposed cancer and diabetes centers and a new research tower for the Oklahoma Medical Research Foundation. It proposes annual spending increases for state drug courts, child abuse investigators at the Department of Human Services, roads and bridges and a variety of other programs. Hiett has endorsed an income tax bill that would reduce Oklahoma's top income tax rate from 6.25 percent to 4.9 percent. It would reduce state revenue by $191 million in its first year and $480 million when fully implemented. The bill's author is Sen. Scott Pruitt, R-Broken Arrow, also a candidate for lieutenant governor. It was passed by the Senate and is pending on the House floor. The House earlier passed a separate bill by Hiett that would reduce the income tax rate to 5.85 percent, a $130 million cut. The House has also passed legislation to eliminate the inheritance tax at a cost of $87.1 million a year. The cut would benefit 3,200 of 1.6 million families in the state because spouses are already exempt and no tax is due for estates worth less than $1 million. ==================================== OHLAP's stability should be priority Oklahoman Editorial April 4, 2006 THOUSANDS of Oklahoma students are getting a college education thanks to a scholarship program that rewards them with free tuition in exchange for taking tough classes and staying out of trouble. But a proposal to expand that program to include even more students is problematic. The Oklahoma Higher Learning Access Program serves students whose parents' annual family income is $50,000 or less. Senate President Pro Tempore Mike Morgan, D-Stillwater, wants to expand the eligibility cap to $75,000. We're all for helping as many students as possible go to college, regardless of their income levels. But the financial barrier for low- to middle-income students is substantial, and that's where the primary focus should remain. Expanding the program could increase costs significantly and we're concerned the neediest students may suffer. The scholarships already cost $27 million a year. As the program grows more popular and tuition rises, higher education officials predict the annual price tag could reach $110 million by 2015. It's worth every penny, but the state has no dedicated funding stream for the program. Making the promise of a paid-for education that the state can't keep is an unacceptable proposition. There are other ways to expand the program, if lawmakers deem it necessary. Students could be served on a sliding scale, with those most in need receiving more in tuition money than less needy students. We're not sure if that's the right approach either, but it's one alternative. We applaud those who want to help more students with financial aid for college. At the rate tuition is rising, even families with more money face a financial struggle to pay for higher education. She was just going into surgery. They do not know at this point if the tumor is cancerous. They will perform a biopsy once the tumor has been removed. We join him in the belief that it is benign. He did tell me that that the growth was very large. He said it was difficult to determine how long the growth had been there. Matt and his family need our prayers in this very difficult time. Rep. Chris Benge, chairman of the powerful House Appropriations and Budget Committee, said the state can not afford to increase the family income ceiling for the program to $75,000 from $50,000. The change would make about 75 percent of high school students in the state eligible for free tuition. "The out-year costs we're looking at is going to be extremely high," said Benge, R-Tulsa. However, he said there is a chance the measure could be revived during negotiations to write a state budget for the fiscal year that begins July 1. The proposal, which passed the Senate in February with bipartisan support, would increase the cost of the Oklahoma Higher Learning Access Program by about $66 million by 2014 to $176 million a year. Republican House Speaker Todd Hiett has publicly opposed increasing OHLAP eligibility, stating lawmakers should first pay for existing OHLAP obligations. Benge said about $10 million is needed to pay the tuition costs of existing OHLAP scholarships. Hiett is supporting a massive income tax cut that would reduce the maximum rate from 6.25 percent to 4.9 percent and cut state revenue by $480 million when fully implemented. The first fiscal impact of the measure won't be felt until Fiscal Year 2010. The Oklahoma State Regents for Higher Education have projected that expanding the program will increase costs by $10 million in that first year and add $66 million to the cost of the program by FY 2015. "We have a choice here. We can invest in our young people from the middle class who are, in fact, the true future of our state, or we can engage in a tax cut giveaway that favors the wealthiest Oklahomans," Morgan said. In Fiscal Year 2015, the expanded OHLAP program is estimated to provide scholarships for 50,100 students at a total cost of $176 million. "The naysayers seem to be scared by the $176 projected price tag for OHLAP in FY 2015 if we expand the income eligibility. Thanks to all of you who answered -- with your suggestions and opinions. I received a phone call from Dave Elliott, who made a lot of sense. Here is what Dave said: On the first scenario, illegal or not, need to document income on parent. Also said needed to get a formal acknowledgement from Mother that she and Dad were really separated -- not just in different countries. As for the fake ss# - you can enter all zeroes in the ss# question for Mother. Didn't feel like we should penalize the student -- who is trying to get an education. Then there is the question about the amount of money the Mother had earned. She would be required to file taxes, so we are basically stuck! Mom actually earned over $18,000 so she would be required to file -- after Jeff Baker's update, I think we have to be the Income Tax Police. Second scenario was little easier. Documentation is the key and we all know that. We need to document the marriage, first and then a written statement, if the student has not filed for divorce or legal separation, on the separation will work. Is anyone else getting the information out yet? Or are you still waiting for more info from the DOE?
