Those who accepted the offered amount of Stafford loan will have a loan record created and transmitted at approximately 4 a.m. on 4/11/07. So, it is possible up to 400 Stafford loans could be sent out tomorrow a.m. On Friday 4/13, Jeffrey will load another 800 award responses, and there will be loan records created and sent at 4 a.m. Saturday morning, 4/14. We'll let you catch your breath and send another batch in the early a.m. on Wednesday 4/18 and again on Saturday 4/21 Jeffrey will keep doing that Wednesday/Saturday schedule until we get caught up loading the 2400 award responses that are queued up (and of course, more coming in every day). Once we're caught up, the loans will start transmitting every day as is our normal process. About 07-08 PLUS and Graduate PLUS Loans: we just began loading PLUS certification requests for 07-08 to our system. Don't be concerned that we haven't certified these yet and if your student or parent borrower is told that we don't have a record of a PLUS cert, it's too soon to start freaking out. Let us get caught up first. Of course, now I need to share with you all our standard loan period and disbursement dates for Summer 07 and Fall 07-Spring 08 (see attached). Since we've been sending summer loans for a while, the summer dates are no surprise. Someone in your shop is bound to ask "why do you different disbursement dates for Stafford/Private and PLUS"? Because all of our PLUS Loans are disbursed via paper check by the ELM NDN, we are allowed to request them up to 30 days prior to the start of the loan period. We take that maximum lead time so we have time to prepare all those checks for mailing, confirming enrollment, etc. "Well, you get your private loans via paper check too, why aren't those set 30 days prior to the start of the loan period?" Because, while we have regulatory grounds for holding paper PLUS checks (can't release disbursements more than 10 days prior to the start date), there is no such regulatory requirement for private loans. When we set private loan disbursements to arrive 30 days prior, students began demanding their private loan checks before our regular Title IV disbursement process was set to begin. Yes, the checks are legally theirs, but we haven't done billing before that, so they'd want to have us figure out how much to have them pay out of their private loan checks (might as well be sitting in the corner with a quill pen and an abacus) OR they wouldn't pay anything and then have difficulty later on because they spent the private loan money on non-direct costs and didn't have enough $ for tuition. We resolved this problem by not letting the private loan disbursements get here so early. If the check isn't here, they can't have it, right? LISTEN UP, THIS IS IMPORTANT: If your origination system has OU set for EFT disbursement of PLUS Loans because you transmit the funds to the NDN via EFT, YOUR SYSTEM IS GOING TO HAVE A PROBLEM WITH OUR PLUS DISBURSEMENT DATE, thinking it should be no more than 14 days prior to the first day of the loan period. Your origination folks will probably have to do some kind of override to allow the loans to send to the NDN as early as we want. I wish I had good news to report but unfortunately, things have not changed. Her Saturday was better than her Friday but yesterday was not to hot. They were unable to complete the biopsy procedure on Friday due to her becoming sick during so hopefully that will take place today. They did run some additional tests Friday afternoon and hope to hear something today. She is allowed no visitors and unable to receive flowers or plants so please just send cards or email through the hospital website. Her home address is...15111 E. 112th Ct. The 22 ACT requirement in the bill applies only to students attending non-accredited schools or homeschool students, not to students in public schools or accredited private schools. Several of the changes could have significant implications for students in the program and the administration of the program. We are currently analyzing the impact of these proposed changes and hope these changes will be studied carefully by the Legislature before final decisions are made. Most people know this virus being related to Mono. It also has been related to stuff like chronic fatigue syndrome, Hodgkins disease, and different lymphomas. The virus can mess with any organ(heart,lung,liver, and kidneys). The doctor said this may have contributed to a lot of what Vicki is going through. Fortunately, most of the sharp, bothersome pain has gone away. She still has her moments. Right now, the the 2 things Vicki is having problems with is the nausea/vomiting and her kidney function. The kidney function(urine production) is still not where it needs to be so she is on a diuretic to help this. The nausea/vomiting is what is wearing Vicki out as you would expect. We made $832 with the pie-in-the-face fund raiser this year, and the association donated an additional $168 to bring our full donation up to $1000. Of the $832 we raised, $330 came from personal checks made out directly to Citizens Caring for Children. These checks will not pass through the OASFAA checking account, so the future treasurer?s report will only reflect a $670 donation. In fall 2005, we raised $1,654 at our silent auction. We split these proceeds evenly between the scholarship account and Citizens Caring for Children, with $827 going to each place. We also donated all the board game/puzzle table centerpieces from the spring 2006 conference. During the 2004-2005 fiscal year, we donated a total of $1,500 to Citizens Caring for Children. Part of this donation came from personal checks made our directly to CCC and did not flow through the OASFAA checking account. However, based on the treasurer's report and the minutes from the board/business meetings, I was able to determine that $500 was a cash donation OASFAA made to the Citizens Caring for Children?s Christmas drive after the fall 2004 conference. In spring 2005, our golf tournament raised $1245, with half the proceeds going to the scholarship account and the other $622.50 going to Citizens Caring for Children. OASFAA donated an additional $377.50 to bring our total spring 2005 donation up to $1000. This access suspension includes but is not limited to lenders, servicers, and guarantors. We do not anticipate this action to prohibit OGSLP from submitting our monthly data to NSLDS. We do realize that some of our business operations will be impacted until access can be restored. Today the NCHELP Daily Briefing,contained an overview of the impact of this temporary suspension. Listed below are some highlights from NCHELP's impact compilation: Student Eligibility * Processing delays where borrower eligibility questions would prohibit them from receiving new aid. * Ability to calculate a student's cumulative loan amount borrowed for financial aid administrators is severely hampered. Finally, that wish may come true. Lawmakers are considering a bill that would make the Oklahoma Higher Learning Access Program, also known as OHLAP or Oklahoma's Promise, a top funding priority. The scholarships, which provide free tuition at state schools for qualifying students, would be funded first and then lawmakers would divvy up the rest of the state budget. That proposal could change as it makes its way through the legislative process. Still, there's little doubt that permanent funding is critical to the program's survival. Roughly 15,000 students are receiving OHLAP scholarships this school year, up from about 2,000 only five years ago. More than 17,000 students could be eligible next school year. The tremendous growth comes at a cost. In the next few years, the program's cost could reach beyond $50 million, according to estimates from higher education officials, One concern we have about the bill is its plan to raise the academic requirements by increasing the grade point average needed to receive and keep the scholarship. We're for high standards, but are concerned many deserving students will be left behind or may choose to take less challenging courses in high school and college. Higher education officials are crunching the numbers, but such changes could impact hundreds and possibly thousands of potential recipients. The goal should be to widen access to higher education, not further restrict it. OHLAP students are already outperforming their peers in college so there's no overwhelming concern that too many underachievers are sneaking through. We're also concerned about language that would ban illegal immigrants from the program. A guaranteed funding source is absolutely necessary. Just wanted to give you an update before the weekend on Vicki... The kidney specialist was to come by today and see if they could determine why they are not functioning properly. They did an ultrasound on them yesterday and have not heard any results from that. The liver biopsy was fine. Platelets are still a little low but other blood counts are okay. Her arms and hands are now puffy as well as her legs and feet. Still VERY nauseated and they can't figure out why that is going on. Took her off the morphine as they thought that might be causing it but not the case. You can not even imagine how many cards and emails she has in her room :-) :-) :-) you all really came through and have done a terrific job in trying to keep her spirits lifted. Tonight is my night to stay with her and I am taping the cards to the wall so she can see them and keep her thinking positive!!!! Any input would be greatly appreciated. I have a student who indicated on the FAFSA that he was an orphan/ward of the court. His mother is dead (I have a copy of her death certificate), but apparently he never knew his dad. There is no dad listed on the birth certificate or the mother's death certificate. There is nothing official from the courts to show that he is an orphan. The guardian has sent me a Letter of Guardianship filed with the District Court. She insists that this is enough documentation to determine that he is a ward of the court. Does anyone know if this is correct or is there some other documentation I need to request? This student is now over 18. That leads me to believe that he is neither an orphan or ward of the court. I have already changed the FAFSA to indicate "No" on that question and done an independency override. The guardian is arguing that this is hurting his chances for scholarships/grants that are available through some orphan programs. Just giving an update on what is new with Vicki today... Friday night was not a good night as they explained to us that she was in acute renal failure...this is reversible but the kidneys are just not functioning as they should. She has some output but no where like it should be with all the fluids going in. Doctor came in Saturday morning and we asked about doing dialysis just to jump start the kidneys and he said they would not do that until she met 4 criteria...she only met 2 as of Friday night. Saturday afternoon the kidney specialist came in and said she would prefer to increase the fluids in hopes of making the kidneys function but would have to watch her carefully as she is already so swollen she can't take much more. Still very sick with nausea and this goes on throughout day and night. They give her medicine for this every 4 hours but if they jostle her around for any reason that is all it takes...noise was even making her sick on Sunday evening. This morning they did another scan and took more x-rays on her to check for blood clots as she spiked a fever yesterday. No results on those tests yet. We hung up all her cards Saturday on the wall she faces and had to then move to the wall beside her...you guys have really come through in sending her cards and emails!!!!!!!!!!! THANK YOU SO MUCH!!!!!!!!! I just ask that you please continue this as she is really low right now and those cards and emails are the ONLY thing making her smile!!!!! I was with her last night when the infectious disease specialist came in with the two kidney doctors...asked a lot of questions and examined her. Brought us out into the hall and told us that he does not believe she ever had the Epstein Barr Virus and does not have a urinary track infection as they had also thought yesterday. He said he does not know what is wrong but will be consulting with others. Does want to do the kidney biopsy but she can not go through that right now until they get some of this fluid off of her. Her breathing is very labored and they did another x-ray to check for fluid on lungs...even if that shows none she has so much in her that it is causing a great deal of pressure. They started some protein in her P.I.C. line to try to help with the nausea since she has had nothing with substance for 3 weeks. Stopped the fluids until they get some out of her and started the lasix again last night...if you remember, that did nothing last week when they tried it. Please also pray for Steve to have the strength and courage to do what need to be done. There are many of us BEGGING to get her out of here so please just pray that something happens quickly!!!!! [I've been waiting for an electronic version of the bill as finally passed on the House floor to become available, but it's still not available as of this afternoon. There is an electronic link to the text of most of provisions further below.] On Monday, April 23, the House passed SB 820, but with important changes from the version as passed earlier by the House Education Committee on April 16. There was extensive discussion of the bill on the House floor before the new version was passed on a vote of 82-17. The new version now contains the following provisions: * Provides a dedicated funding source for the program to ensure that it is fully funded each year. [No change from previous committee version. This was the only language that was in the bill as it came over from the Senate.] > * Leaves the high school GPA requirement for the program at 2.5. [The previous committee version proposed increasing the high school GPA to 2.75.] > > * Requiring a minimum college GPA of 2.5 to retain the award. [This is down from 2.75 in the committee version.] Students whose cumulative GPA drops below 2.5 would have one semester to get it back up to the minimum. Our initial review of the impact of the 2.5 college GPA is that 25-30% of recipients would be impacted, compared to about 40% at the previously proposed 2.75 college GPA. > > * [New] Requires a second income "screen" at $100,000 at the time the student goes to college. This provision would prohibit the student from receiving the award in college if the student's parents' income exceeded $100,000 at that time. Data we have indicates this would impact 1-2% of students in college. [This provision was not in the previous committee version.] > > * Providing eligibility for homeschool students. Our estimates are that possibly 26 homeschool students might qualify the first year of eligibility, increasing to possibly 300 by 2013-14. The estimated costs are about $69,000 the first year and possibly $1 million by 2013-14. [No change from the committee version.] > > * Requiring that college students in the program comply with institution codes of conduct and refrain from substance abuse and commission of crimes and delinquent acts. Children who have been home schooled will also be eligible to apply for the scholarships if they have scored a 22 or higher on the ACT. She wanted to have her lunch at in the waiting area, so Steve took her out there and she ate a portion of her lunch tray. She is now back in room resting. Her creatinne is down to 1.7. All doctors have agreed to NOT do the kidney biopsy as the kidney is improving on its own and they do not want to compromise doing the test. Her platelets are still low but they are addressing that. The infectious disease doctor indicated that she may be going home in a few days. However, the kidney doctors still want to make sure her kidneys are functioning well enough and that her levels are all good. But, at least, we did hear the word about going home. That is sweet music to our ears :-) She is getting up more today, but each time she does, she does require rest shortly after. Please continue to pray for her added strength. I am in OKC this weekend and just talked to Vicki's dad and wanted to send out what I know as of today... Today is not as good as yesterday...still having some real difficulty breathing...they have scheduled another chest x-ray for later this evening to check the fluid in and around her lungs. She can only do the breathing treatments 4 times a day and it does help her for a short while The P.I.C. line that they put in the other day came out yesterday when a nurse was trying to use it...they decided not to reinsert but did have to put in a new IV today in her arm to administer some meds. They were able to remove the cathader which is very good news because her output is good. I know I told you yesterday they were not going to do the biopsy by they have ordered a kidney biopsy for Monday. The infectious disease doctor says that all tests are coming back incluclisve and he feels that this will help him determine what is going on. They did the blood transfusion and gave some platelets yesterday to help some of those levels as they must be up in order to do the biopsy. You all have been so terrific in lifting her up each and everyday and I just ask for you to continue to do so...you all have really come through and shown her just how loved she is by so many and it has helped to lift her spirits!!!! She told Bill today that she is just so tired...we CAN NOT let her get down as she needs to continue to fight!!!!! Thank you all again for everything you done and for loving our dear friend!!!! Dad was 85 and had a heart attack which took him suddenly. He had a great life until some health issues arose the last 9 weeks of his life. Even then, all tests indicated that his heart was very strong so we only anticipated some quality of life issues and were helping him deal with those. We miss him, but we had him a long, long time and have many wonderful memories to keep us going. He was a kind and gentle person who never met a stranger. Good News - Our first grandchild was born last Thursday, a boy. My son and daughter-in-law named him Cale Eldridge Webber. He weighed in at 8 lbs, 71/2 oz and was 22 inches long. After a couple of nervous moments the doctor performed a c-section and Cale came into the world yelling very loud and long. He is still yelling very loud, but not long and not often.
