[Oasfaa] Federal Work-study Issue

Hello colleagues, I need your help.  For those of you participating in the 
Federal Work-study program, more specifically off Campus Community 
Service, how are you  handling issues of safety of the employee?  It is 
our understanding, as the employer, the institution is responsible if the 
student gets hurt while at work. 

These are my questions:
                Is there written guidance from the Department of Education 
relative to this issue or would we find that guidance under the laws 
relative to                     employment?
 
                How do you insure that the agency you are sending the 
student into, is a safe environment?

                Whose responsibility is it on your campus to make sure 
this happens?

                Is there a written contract between the University and the 
offcampus agency that address's the responsibility for safety?

                Are you willing to share a copy of your contract?
