If this happens, when you click on the ballot link (the one that ends in .cfm) in the email, it takes you to a page that has a red banner "SECURE OU" and a login/password screen for OU Exchange WebMail. No, you don't have to login to OU's email system to vote. Go back to the ballot email, copy the URL for the ballot (the one that ends in .cfm) and paste that URL into the address line of your web browser and press enter. That will take you to the correct ballot site. We think this has to do with the recipient's email program not being set to accept html formatted messages. That's a lesson for me to not format the ballot email in html, to use plain text instead. Note: There is nothing wrong with your email program. You don't need to change your settings or holler at the IT guy. Just do the copy & paste, it should work. If you do the copy & paste of the URL and it still doesn't take you to the OASFA ballot, let me know. Message-ID: <3B3640988539EC47A50B689936AF65C1F72E@postman2.osrhe.edu> We have proposed some policy changes for the Oklahoma Tuition Aid Grant (OTAG), Oklahoma's Promise-OHLAP, and the Regional University Baccalaureate Scholarship (RUBS) program. The proposed changes are relatively minor from the financial aid perspective. Here's a very brief summary of some of the proposed changes: * OTAG - deletes language prohibiting summer awards. * OK Promise-OHLAP - clarifies that awards for students attending independent/private colleges or career technology centers are based on the average tuition of comparable state system institutions (which is current practice). Most of the other changes relate to the high school aspects of the program. * RUBS - clarifies that the award may not exceed costs of tuition, fees, room & board, books & supplies. The changes were "posted" (no action taken) at the State Regents' Dec. 5, 2006 meeting and are now open to public comment through March 5. My question is, are you going to package using the 0607 pell charts or are you going to wait for the pell increase decision to be made? I really don't want to send out award letters and then go back and send out revised ones if the increase is approved. However, I don't know how long it will be before the decision will be made. Can someone shed some light on when you believe we will know? Of course, if it is increased, we'll have to wait for the DOE to give us the pell charts, so that will be more waiting. ??? I think I've talked myself into packaging with the 0607 pell charts and then revising the pell awards if necessary, but I'm interested to know what other schools are doing. There are no "unusual circumstances" mentioned (i.e. student & bride are hiding out from his dad, the Mafia boss) as to why the status should be changed. Doing a dependency override in this case simply because the student has married could be construed as using PJ to deliberately circumvent the law, which is a big no-no. The reason students aren't allowed to update their marital status after the time of application is because ED does NOT want them to become independent by virtue of marrying after applying. I'm pretty liberal about a lot of things but this one I just don't do. And, yes, even when an uninformed high school counselor or personnel at 1-800-FEDAID tells them that "the school will update your status after you get married" in error. Pam McConahay Assoc. Thanks! -Cheryl Ethics?The Debate Rages On Cheryl Warmann MASFAA Professional Development Chair Oakton Community College Des Plaines, Illinois As I reflect on my years working in the financial aid profession, I wonder if anyone could have foreseen the issues that challenge us now. The collapse of Enron precipitated greater scrutiny of all accounting controls and business ethics. The College?s accounting firm now is required to ask questions to our publicly elected Board members, administrators, and personnel involved in handling revenue about fraud and the propensity of fraud to be committed by someone at the institution. There are many more questions, from auditors, about how funds are managed and how individuals and offices maintain appropriate checks and balances. This trend failed to prepare me for the current questions related to ethics and choice of lenders for institutions participating in the Federal Family Educational Loan (FFEL) program or certifying alternative/private loans. However, as the institution has adjusted to the additional attention our auditors pay to fraud prevention, we also will make changes to help the public feel confident in our business relationships. Recently our office conducted a self assessment that included reviewing the National Association of Student Financial Aid Administrator?s Statement of Ethical Principals. Our office had an animated conversation about point #11??Commit to the highest level of ethical behavior and refrain from conflict of interest or the perception thereof.? Some office staff were shocked and outraged that anyone might think we perform our duties without rising to high standards. Yet, each day, we all develop perceptions of public officials, pro-athletes, and Hollywood stars? whether or not we know the complete situation. Our profession?s ?15 minutes of fame? is hardly glamorous and has unfortunately only brought additional scrutiny to institutional and lender business relationships. At the moment this oversight is uncomfortable?it challenges us to think a little more carefully about why particular relationships benefit students at our institution. Once I passed my surprise, anger, and a little sadness at the additional examination, I realized that this is an opportunity for our office ? and our profession ? to help our students and parents better understand why particular business practices exist and that we want to provide options that will help them with financial planning and securing the education they seek. Sound daunting? Perhaps, a little. As I look at the proposed language regarding prohibited inducements, preferred lenders, and the Sunshine Act, clearly there are parts I would like to change. Colleagues question the unfairness of so many ?shalls and shoulds? for FFEL participants versus Direct Loan participants. I encourage my colleagues to ask the tough questions and to make the legislation stronger and more effective. In the end, though, I want to use this as an opportunity to tell students and parents that we have spent time researching lender practices, borrower benefits, and lender services, and explain what we have learned. We will spend more time trying to determine which lenders will help our institution manage our default rate. I expect that our front line staff will use this as an opportunity to talk more about financial planning and provide financial consumer information. Will it be easy? Of course not.
