Part of the workshop dealt with the HERA issue of only using scheduled clock hours when calculating a Return of Title IV Calculation. This provision was part of HERA and replaced the prior process which was to determine if scheduled clock hours would be used or actual clock hours would be used. HERA mandates that only scheduled hours are to be used when calculating a RT4. This question was raised: If scheduled hours are used when calculating what percentage of the payment period or period of enrollment has been completed, may a school count the scheduled clock hours after the last date of attendance by the student but prior to the determination that the student has withdrawn? We consulted with ED's policymakers and have determined that scheduled clock hours after the student's last date of attendance do not count as hours in the RT4 calculation at a school required to take attendance by an outside entity. For example, Student begins program on Sept 1 Student's last date of attendance is Sept 30 Student completed 100 hours during this time. Student was scheduled to complete 120 hours during this time. Student withdraws, or school determines that the student has withdrawn on Oct 4. The 120 scheduled hours, between the first and last dates of attendance, would be used in calculating a RT4 calculation. If it is a 450 clock hour payment period, the fraction would be 120/450. The 100 completed clock hours would not be used in the RT4 calculation because HERA mandates the use of scheduled clock hours. The scheduled clock hours between the last date of attendance and the student's withdrawal or the school's determination of the student's withdrawal do not count and are not included in the RT4 calculation. About 3 AM, one very cold morning, Trooper Allan Nixon #658 responded to a call there was a car off the shoulder of the road outside Shattuck . He located the car, stuck in deep snow, and with the engine still running. Pulling in behind the car with his emergency lights on, the Trooper walked to the driver's door to find an older man passed out behind the wheel with a nearly empty vodka bottle on the seat beside him. The driver came awake when the Trooper tapped on the window. Seeing the rotating lights in his rearview mirror, and the State Trooper standing next to his car, the man panicked. He jerked the gearshift into 'drive' and hit the gas. The car's speedometer was showing 20-30-40 and then 50 mph, but it was still stuck in the snow, wheels spinning. Trooper Nixon, having a sense of humor, began running in place next to the speeding, but still stationary car. The driver was totally freaked, thinking the Trooper was actually keeping up with him. This goes on for about 30 seconds, then the Trooper yelled at the man to 'Pull over!' The man obeyed, turned his wheel and stopped the engine. You will be able to enter from one to 10 students' SSNs. Once you submit the request, the system will search a list of eligible students and respond with one of three replies: (1) eligible along with the eligibility expiration date (2) not eligible - indicating this is not an OHLAP student or (3) not a valid SSN. If you cannot find the student on the list and the student produces an award letter or insists that he/she is eligible for the scholarship, have him/her contact our office. We may have an incorrect SSN on record that needs to be corrected. We are aware that many of you have hundreds if not thousands of OK Promise-OHLAP students on your campuses and entering each student is not efficient. Please bear with us until fall to resolve that issue completely. Our plan is to have a more comprehensive search system in place before then that can handle batch data in addition to single inquiries. In the meantime, I would recommend using your fall 2006 claim as a starting point and building your spring 2007 claim from it. I would caution you to consider any students who may be around the age of having their eligibility expire - you should probably check these individually through the verification process. Those that completed a baccalaureate degree at the end of the fall semester will also no longer be eligible. We will do our best to process the claims as quickly as possible this spring and notify you of any problems we may find. File Transfer for Claims The file transfer system was implemented in the fall 2006 with OTAG, so some of you may be familiar with it already. If you are already using it for OTAG, the good news is that your user ids and passwords will be the same for all of the scholarship/grant programs administered by OSRHE. The file transfer system is a secure method of sending documents with sensitive information back and forth from our office to yours and vice versa. One of the unique features that was recently added is an e-mail that is automatically generated when a file is uploaded informing the recipient that it is available to download. Our office will be notified when you upload a file and your institution will be notified when our office uploads a file. The instructions are attached to this e-mail. In addition, we will not send any sensitive data (including SSNs) over e-mail, and we would ask that you refrain from doing this as well so that we do not jeopardize any student's personal information. We are researching another method of communicating this information in a more secure way and will update you as soon as it is available. Just a reminder, please give me a few days to get everyone notified of the user ID and password. If you have any questions regarding either of these procedures, please let me know. Spring 2007 deadlines are: ? March 2, 2007 Each participating institution shall submit initial spring semester award claims for all eligible OTAG students no later than Friday, March 2, 2007. The president or chief executive officer of any institution not submitting an initial claim by this date will be notified in writing within 5 business days. ? April 10, 2007 No further requests for awards, or for increases of individual awards already disbursed, for the spring 2007 semester will be accepted after April 10, 2007. Requests for exceptions due to extraordinary circumstances may be granted only upon approval of the Chancellor for Higher Education and must be submitted in writing to the Chancellor. Note: In planning the timing of your award claims, be aware that waiting until the April 10 final deadline to submit an award claim, does not relieve your responsibility to adhere to the April 17 deadline described next. ? If so would you share the policy? I hope these questions make sense. We have just implemented email for all students and questions have come up as to who can send what.
