Scholarship expenditures for the program are on target with budgeted projections. However, funding for the program has fallen short of initial projections. We sincerely regret this situation and the inconvenience it causes you and your students. We currently have pending claims from about 22 institutions that are impacted by this suspension of payments. Any additional claims received after today will also be held until sufficient funding is received. Upon learning of the potential shortfall in funding for Oklahoma's Promise/OHLAP, the State Regents for Higher Education approved a request for supplemental funding from the Legislature at their February 8th meeting. The request has been formally delivered to legislative and executive leaders at the State Capitol. In addition, the State Regents have already accessed $4.5 million in reserve funds for the program. However, this amount is insufficient to cover the shortfall in funding. Again, we regret that this situation has occurred and are hopeful that it will be resolved in a timely manner by our state leaders at the Capitol. Additional awards must be disbursed in order for us to meet our federal LEAP/SLEAP matching funds requirements; otherwise, we risk the loss of our federal funding. You may recall that we are pursuing a change in OTAG policy that will authorize the disbursement of OTAG funds for summer enrollments. This is an action item on the agenda for the March 15 meeting of the State Regents, and we will provide more information regarding the outcome at a later time. Institutions can continue to claim spring 2007 OTAG awards for students with 2006-2007 FAFSA receipt dates through June 7, 2006, and we ask that you proceed with this process without delay. The purpose of the chart is to help you and your applicants accurately answer Questions 34 and 72 on the FAFSA. I've prepared the chart for use with 2006 tax returns and it is available on the Oklahoma Association (OASFAA) website at http://www.finaidapps.ou.edu/OASFAA/forms_bank.cfm A couple of reminders: 1) THIS CHART DOES NOT DETERMINE WHO IS ELIGIBLE FOR THE SIMPLIFIED NEEDS TEST. It simply helps you determine ONE eligibility factor, whether the person was eligible to file a 1040A or EZ. 2) I did include the complete criteria for the Simplified Needs Test at the bottom of the page. 3) The AGI limit for filing a 1040A or EZ went up to $100,000 in 2005. Games are shown in their entirety only in specific areas (like the OU vs. SE Missouri game was shown in its entirety only in Oklahoma and certain parts of Missouri), the rest of the time you get snippets of games from around the country. SEVERAL people panicked & called me on Saturday when they tuned into ESPN2 on Saturday 3/17 at 11:00 a.m. and saw Iowa State playing Washington instead of OU playing SE Missouri. This was because the OU-SEMO game didn't tip off until about 11:10. (We did the same thing, Eugene was hollering and I was trying to call Cox and then, voila, OU appeared.) THE GAME TONIGHT WON'T BEGIN SHOWING ON ESPN2 UNTIL RIGHT BEFORE TIPOFF AT 6:12 P.M. Don't panic that you don't see Sherri and the girls right at 6 p.m. And, if you're a fan, check out the OU women's basketball site at www.soonersports.com (select Sports from left menu, then Women's basketball, then They have something called "NCAA Tourney All Access", where they are posting the videos from the press conferences, video from inside the locker room, etc. and it's free for everyone to watch. We don't have details on exactly when the actual bills will be passed so we don't know yet when the funding will be made available to the State Regents for payment of the remaining spring semester claims. Also below are links to two press releases from the Senate President Pro Tempore (Democrat) and Senate Co-President Pro Tempore (Republican). ================================== Tax cuts, budget plan unveiled March 19, 2007 By John Greiner and Jennifer Mock Capitol Bureau Legislative leaders announced a budget package today that includes four tax cuts for Oklahomans and has enough money to cover some of this year's shortages and finance government for the next fiscal year. Budget increases for the coming fiscal year will range from less than 1 percent to more than 2 percent to The agreement will accelerate the income tax rate cuts adopted last year, give Oklahomans a sales-tax-holiday in August, a tax credit for stay-at-home parents and a franchise tax exemption for businesses owing $250 or less a year. The plan will cut $15.3 million in taxes in the first year of the tax cuts and $75.1 million in the plan's second year. The income tax plan, which passed the House of Representatives last week, reduces the tax rate from 5.65 percent to 5.5 percent in fiscal year 2008, which begins July 1, and 5.25 percent in 2009. The state Department of Education will get a supplemental appropriation for this year of nearly $60 million, which includes money for schools to pay Social Security and retirement contributions for teachers. This money is connected to the $3,000 pay raises granted by the Legislature last year. Public schools were making plans for teacher layoffs if this money wasn't provided. State Regents for Higher Education will get $5.5 million to fully finance the obligations of its Oklahoma Higher Learning Access Program for high school students whose families earn less than $50,000 annually. The state Corrections Department got only $9.6 million of the $41 million it sought to pay bills through this fiscal year. Legislative leaders said they will continue to monitor the Corrections Department in case more money is needed. In the fiscal year that begins July 1, the agreement will give education $81.4 million, a 2.3 percent increase over last year. Public safety operations will receive $740.2 million, an increase of 2.7 percent over the previous year. House Speaker Lance Cargill said more than half the state agencies will get less than 1-percent increases. Some other agencies will get between 1- and 2-percent increases. Gov. Brad Henry said he was encouraged by the progress on supplemental funding for education and other emergency needs. But he said he's disappointed that legislative leaders rolled emergency and regular spending items in what amounts to the largest spending bill in state history. "By lumping $7 billion in spending into a single bill, legislative leaders have stifled debate about individual budget items and forced lawmakers to make an all-or-nothing decision without any real input," Henry said. The bill, HB 1234, passed the Senate on Tuesday by a final vote of 48-0. The final vote in the House yesterday was 84-16. The Governor now has 5 days (excluding Sunday) to act on the bill. Press reports indicate that it will be next week before the Governor acts on the bill. The reports state that the Governor is supportive of the supplemental funding appropriations in the bill. If the bill is signed next week, it may take another couple of days for the Office of State Finance to allocate the actual funds to the State Regents. We will begin processing the claims we have as soon as possible. However, it still may be a couple of weeks from today before the funds actually arrive at the institutions. Reaching Out to Foster Youth Young adults who make it to postsecondary programs after leaving foster care are frequently challenged by many personal, academic, and financial barriers that impede their progress and college success, according to John Emerson, senior manager of education for Casey Family Programs . In the recent article, From Foster Care to College http://www.nasfaa.org/PDFs/2007/FosterSpread.pdf in the National Association of Student Personnel Administrators' (NASPA) Leadership Exchange, Emerson underscores the vital impact that postsecondary personnel can have on the lives of foster care youth and is encouraged by the progress being made by the growing number of programs spearheaded by senior student affairs officers (SSAOs). "Each year some 20,000 youth age 16 and older transition from foster care to legal emancipation and find themselves on their own. Without adequate independent living skills, resources, or safety nets, many experience homelessness and unemployment," writes Emerson, explaining the unique issues that foster care youth face when transitioning from foster care to adulthood. It is estimated that only 7 to 13 percent of youth living in foster care go on to enroll in postsecondary schooling compared to 27 percent of the general population. "There are too many foster care youth falling through the cracks," said Tim Christensen, NASFAA vice president for planning & development. "It is incumbent on all of us involved in postsecondary access to reach out to these students and understand the unique and specific challenges they face. Trying to reach all underserved students by painting each subgroup within that population with the same broad brush is simply unacceptable." Not only do students from foster care lack the support structure that other students take for granted, many also have reservations about identifying their pasts. This makes it difficult to reach out to them to provide information, funding and other resources to help them achieve their postsecondary educational goals. "We have a population that feels like they should hide their status," said Marcia Weston, NASFAA Director of College Goal Sunday Operations and who - like Christensen - has worked personally on NASFAA's foster youth initiatives with organizations like Casey Family Programs. "Many foster care youth that we have talked to have said that they weren't even aware college was an option for them, let alone that there are specific provisions and programs that may provide them more financial aid than the average student." In recent months NASFAA has made it a priority to help aid administrators, high school guidance counselors, and other school personnel understand their role in reaching out to this underrepresented population. Some of NASFAA's most recent work in this area includes: * College Access, Financial Aid, and College Success for Undergraduates from Foster Care , a publication that contains a comprehensive list of recommendations for government and institutional leaders to improve foster care success rates in higher education * Foster Youth: Tips for Completing the FAFSA , a publication for aid administrators and high school guidance counselors to help foster care youth understand parts of the FAFSA that pertain specifically to their situation * Arranging a presentation with sponsorship by NASFAA's Student Access and Diversity Committee at NASFAA's 2006 National Conference, Reaching out to Foster Youth: The Unique Role of the Financial Aid Administrator * Reaching out specifically to students in foster care in nationwide College Goal Sunday initiatives that help students fill out the FAFSA. * Participating in training financial aid administrators to serve as foster youth liaisons in financial aid offices throughout the California Community College System (CCCS). * Planning a presentation, again with sponsorship from the Student Access and Diversity Committee, at NASFAA's 2007 National Conference, Foster Youth Success Initiative: The Financial Aid Office Outreach and Retention Project, based on the CCCS experience. * Building a coalition of states that have or are initiating postsecondary services for youth in foster care. Emerson points out that if foster youth attended postsecondary education at the same rate as their peers, there would be an additional 100,000 additional foster youth attending college. "We have seen success in our outreach activities in the past several years," says Christensen. "But there is much more to be done and NASFAA will continue to work with Casey Family Programs and other similar organizations to broaden access to these students, who first need to be identified and then given information, resources, and positive influencers to help them along the way to reaching their educational goals." Many other sections of this bill (HB 1234 - http://www.sos.state.ok.us/documents/Legislation/51st/2007/1R/HB/1234-LIV.pdf ) were vetoed by the Governor. The supplemental appropriation for Oklahoma's Promise is also impacted by another bill (HB 1233 - http://www.sos.state.ok.us/documents/Legislation/51st/2007/1R/HB/1233.pdf ) that transfers monies between two state accounts to make the monies available for the supplemental appropriations. The Governor also signed this bill yesterday. In short, an official with the State Office of Finance has indicated that it may take until Monday or Tuesday (April 3) of next week before their office can make the funds available to the State Regents. At that time, our office will process the claims back through the Office of State Finance as quickly as we can. They provide support for children of all ages, from infant through high school and appreciate our help very much. We will have boxes to collect new or gently used clothing in all sizes, toys, and school supplies. Since monetary contributions are also appreciated we are sponsoring a great fund raiser. We will be putting out jars with the names of several of our very brave OASFAA members on them and you will be able to vote with your money for your favorite, or in this case, most deserving.
