I've also copied the full text of the press release below in case you have problems with the link. Administratively, the two biggest changes are the first two listed-- a second income limit requirement for students first receiving the scholarship in college in 2009-10, and a new minimum college GPA requirement that will also apply to students receiving the scholarship for the first time in 2009-10. The second income limit will largely apply beginning with the 2009 high school graduates. Some graduates from earlier years might be impacted if they delay their initial college entry until 2009. Unfortunately, this second income requirement was not part of the program agreement the 2009 graduates (approximately 9,000) signed when they enrolled in the 8th, 9th, or 10th grade. Some 2010 graduates (about 6,000) and 2011 graduates (about 3,000) that applied prior to this year are also in the position of not having known about these requirements at the time they applied. Therefore we will be trying to inform all these students that some of the requirements of the program have changed since they initially applied. The new college GPA requirement as mandated in the law appears to be administratively difficult to calculate. The two GPA's established are not cumulative, but apply only to specified enrollment periods (2.0 GPA for courses taken during the sophomore year; 2.5 GPA for courses taken during the junior year and thereafter). Steven was a young man (42) and was found dead in their home on the couch. This was both a sudden and shocking death for Mimi and her family and friends. Mimi serves Eastern Oklahoma State College in Wilberton and McAlester. As you may remember, Mimi lost her father about two months ago as well. Please remember Mimi, her family and friends in your thoughts and prayers during this very hard time of loss. Funeral arrangements are still being arranged. I had an outside agency explain a different interpretation than what I have understood it to be. The question is regarding the following regulation: 34 CFR (e) For purposes of determining student eligibility for assistance under a Title IV, HEA program, establishes, publishes, and applies reasonable standards for measuring whether an otherwise eligible student is maintaining satisfactory progress in his or her educational program. The Secretary considers an institution's standards to be reasonable if the standards- (ii) A quantitative component that consists of a maximum timeframe in which a student must complete his or her educational program. The timeframe must- A) For an undergraduate program, be no longer than 150 percent of the published length of the educational program measured in academic years, terms, credit hours attempted, clock hours completed, etc. as appropriate. The question surrounds transfer students and how their academic history at other institutions would impact the quantitative component of their SAP. The outside agency is stating that a school is only required to look at this reg through the lens of the particular program the student is enrolled in at that school; therefore, all other attempted coursework at other schools would not be included in calculating whether or not a student would reach 150% of the attempted hours for the school's program This does not seem consistent with the qualitative component which includes a cumulative G.P.A that looks at coursework from other schools. If schools only look at the attempted hours for the program the student is in at that particular school, what is to keep a student from enrolling in multiple schools over multiple years and continue receiving grants? The student may meet the qualitative requirements (ie, they withdrawal before receiving a negative grade), but if schools are not required to look at attempted coursework at other institutions, how would the school ensure that the student is meeting the quantitative component of SAP? If the reg is intended to make sure the student is progressing until completion of the degree, why would it be set up that there is no accountability for a transfer student to meet the quantitative component of SAP? As stated in the OTAG Timelines and Procedures for 2007-2008, the president or chief executive officer at any institution not meeting the October 5 deadline will be notified. While October 5 is NOT the final deadline for submitting fall OTAG award claims, we do request cooperation from all institutions in finalizing their fall award claims as soon as possible. The timeliness of award claims submitted by institutions leads to the timeliness of OSRHE being able to identify funds availability for spring semester awards and to announce any change in the spring awarding cutoffs (currently 4/30/07 FAFSA receipt date and 1500 EFC). Attached for your information is a spreadsheet that compares 2007-2008 award commitments as of today with final 2006-2007 awards and expenditures for each institution. I don't want to take up a lot of time so here's the question - What do you do when there has been a divorce and the FAFSA is filled out correctly with the "supportive" (as defined by FAFSA instructions) parent's info, but the other parent is the one who applies for the PLUS? In other words, the PLUS applicant is a natural or adoptive parent whose information is not on the FAFSA which you received. Do you: 1. Certify the PLUS without any additional info. 2. Refuse to certify a PLUS for a "non-supportive" parent period. 3. Certify the PLUS if ... if what? 4. Other... anything from above options? This is not a trick question nor is it an effort to determine what is right or what is wrong way. All I need to know is a 1, 2, 3 (with brief explanation) or 4 (with brief explanation). So again, thank for taking a moment to respond. If anyone is interested in the responses, I'll be glad to post them without school names.
