My guess is that we will have to inform the student that their lender is not participating any longer and have them choose another lender and complete another mpn. Is that correct? If so, are you going to try to include that info on the award letter or wait until they accept the loan and then notify them? Then that leads to a the question about consolidation for these students because they have now been forced into a multiple lender situation, but their choices for consolidation are dwindling daily as well. What, if anything are you going to tell them about the predicament that their helpful law makers has created for them? I'm so glad the legislators in Washington helped the students! It seems to be that the students are only getting hurt with all the changes.... Some schools are sending a letter to all students w/ those lenders explaining they are no longer participating and giving them instructions to choose a new lender and complete a new mpn. Some are contacting the students at the time of awarding their 0809 aid w/ basically the same info. Finally, a third option is to contact the student once they return the signed 0809 award letter. I think we are going w/ the third option. We will email them the info when we have the signed award letter in hand. We will also enter a missing doc tracking code for those students and then some time this summer (prob mid-July) we will send a hard copy letter to those w/ the code. I think your processing manner will play a part in what works for you. We are totally borrower initiated, so we never cert a loan (except for return borrowers whose lender is still participating) until the student has completed an mpn on-line and we get the certification request. If you are school initiated, my process probably won't work for you because they will have to choose their lender before you can certify them to get the mpn sent to the student. The EFC cutoff remains 1700. Award Claim Forms based on this new awarding criteria have been created for all institutions and placed on O-SAFE for downloading. Reports will remain on O-SAFE for 5 days before being automatically deleted. Attention ECU, NSU, SEOSU & OSU: Your text files have been placed on the FTP server. While participation in this additional awarding process is at each institution's discretion, pre-populated reports have been provided for all institutions. As of today approximately $300,000 is available for additional awards. OTAG will process Award Claim Forms on a first come, first served basis. O-SAFE and the FTP server both enter a time and date stamp when a report is successfully uploaded, and we will process Award Claim Forms in the order in which they are received until the funds have been expended. The University of Oklahoma and the University of Oklahoma Health Sciences Center want to notify lenders, servicers, guarantee agencies, and other interested parties that OUHSC will be changing its Title IV school code for loans from 005889 to 003184-01. We hope to have this change completed with the Department of Education by the first week of May. There will be no operational changes in the offices or with personnel, etc. It is strictly a code change. We are currently talking to ELM and NSLDS, but they have told us that the Department of Education must make the change on their system before anyone else can do anything. However, a couple of bills are still alive and moving through the process. Following is a brief update. HB 2446 (Rep. Braddock/Sen. Paddack) - This has now become a very important bill for the Oklahoma's Promise program. The bill initially dealt only with special income eligibility provisions for adopted children. However the Senate author of the bill agreed to include some important amendments that we requested. These were added to the bill on the Senate floor yesterday. The amendments would do the following: -Delay for one year the new second income limit requirement and the new college GPA requirement that were passed by the Legislature in 2007. These two new requirements would be delayed until the 2010 high school graduating class (rather than the 2009 class as currently in the law). -Create a Task Force on Oklahoma's Promise to meet later this year to conduct a comprehensive review of the program's income eligibility requirements and college retention requirements and make recommendations for the 2009 Legislature (we asked for the one-year delay in the two new requirements so that this Task Force would have time to conduct the review and make recommendations before the new provisions go into effect). -Change the language on the new college GPA requirement to a cumulative GPA calculation rather than the unique calculation currently in the statute. In addition, on the Senate floor, Sen. Kenneth Corn further amended HB 2446 to include the provisions of his Second Century Promise Act, which he has amended to several bills previously. In addition to creating the Second Century Promise program, his amendments would expand the OKPromise income eligibility by changing the $50,000 limit from "taxable and nontaxable" to "taxable" only. The bill will now return to the House and we expect it to end up in a conference committee. There the bill can be further re-written before possibly coming out for a final vote in both the House and Senate. David Horn wasn't at OASFAA this spring so I can't get any news from him. Caryn told me what she could remember but, believe it or not, she only wrote down actual WORK stuff and not the important gossip! I've heard that Marcia Carter is retiring, Yvonne Maxwell and Sheila McGill will be following later this year. Anybody else? And, who won the OASFAA elections? As for me, I'm fine, Eugene is fine. He has a new co-worker (IT guy) that he really likes ,he doesn't have to carry the load alone, they monkey with stuff and have a similar sense of humor, which could be a dangerous thing. The Banner project is going well, I'm learning a LOT. Our full-time consultant from SunGard is Mollie Delgado, who also worked with UCO when they moved to Banner. We share an office in an old dorm where we're headquartered---we're quite a pair together, Mollie is only 4'7". Brad's still got most of his hair (he is the Functional Project Manager for the whole thing) and he's got more chickens than any human ought to. A small egg business 'to teach the kids about working and earning/managing a little money' has blossomed into close to 1000 chickens. I've learned a lot about chickens as well as Banner. Sadly, I lost my stepmother, Helene, suddenly on Feb 28. She went in for a surgery tne dr. thought would be pretty cut & dried, but they found she had ovarian cancer that had spread throughout her abdomen. She only lived a few hours after the surgery. Her greatest fear was to be incapacitated through a long illness and I'm glad she was spared that. If any of you are stepparents and struggle with how to be a good one, I wish you had known her. She married my dad 3 years after my mom passed away and she really and truly saved our family. But, we gave her some good things too....we turned her into a Sooner football fan. And, I inherited my red hair from her too (well, her bottle of dye was a slightly lighter red than mine), and I could reach things for her (she was 4'11"). All the pets are still around. Tounces, our cat, will be 17 in June. He's decided that hanging out inside the house, usually on our bed, is a better life than defending his turf outside. Bismarck, our eldest dog, turned 16 on October 31, 2007....yep, he's one old Halloweenie. He's pretty blind from cataracts and he doesn't get around real well, but he still enjoys his food and his cookies and snuggling with his mama. Spanky, the Chihuahua who hates thunderstorms and wakes me up in the middle of the night doing the Chihuahua cha-cha on my head, is now eleven. Lily, our little (or not so little, she's a tad 'round') female dachshund will be 10 in June. And, then there's Big Dog. Yes, there is ANOTHER dog. On October 27, a Saturday that shall live in infamy, a large (100 lb) German Shepherd mix neutered male (black with tan mask) wandered into our yard and met Eugene. And, he looks exactly like our old dog Leroy (who lived to be 17 and died about 10 years ago). So, Eugene took him in. We ran ads in the lost & found, put up posters, walked him all over the neighborhood. We refuse to give him a name because if we do, that means we're keeping him. Several people have informed me that I do HAVE another dog and his name is BigDog. And, now he has a nametag with BigDog on it and our phone #, so maybe they're right. He's well mannered, well trained, sweet, good with kids and smart as a whip....all the things that dogs we raise never are. BigDog has only barked once in the approx 6 months he's been with us (he does like to howl with sirens, though). Last week, the neighbor's parents came to visit with their large birddog that barks and barks and barks at us. He ran up to BigDog at the fence and barked/barked/barked and BigDog just looked at him.....finally BigDog gave him big "WOOF", kind of a "shut-UP!" and turned around and ignored him. We really do need to find him a good home though...he's just too big for our house and our yard isn't fenced, and he likes to eat my socks and I'm starting to run low on them. So, if you're interested, and you have plenty of socks, let me know. So, let's hear from some folks, we need to liven up this list!!!!! I had intended to get some of the latest news out to those who were unable to attend the OASFAA Spring Conference and Pam's email reminded me. Also, thanks, Laura for sending out the pix and info to everyone. One other bit of news (and it's a biggie!) is that we have cancelled our OASFAA Fall 2008 conference in Tulsa. The USED scheduled a second FSA conference in Dallas the exact same week as our Fall conference. The board looked at the possibility of rescheduling the fall conference, but the only week that would have been available was the week after the FSA conference in Dallas. We decided that, with tightened school budgets, schools might not be able to send people to both the FSA conference and the OASFAA conference, so we cancelled. It cost the association $5737.43 to get out of our contract. If we had decided to try to have the conference and then had to cancel it later, it would have cost $28,687.16 (if we cancelled from 179 to 45 days out) and $64,358.46 if we had to cancel at the last minute (44 days prior to the conference). I realize that this decision takes away your excuse to go to the FSA conference in Las Vegas (instead of Dallas), but we really didn't feel like we had much of a choice. Since the membership had already voted to go to one conference a year anyway, we just did that a little earlier than expected. We will continue to have Decentralized Training in the Fall (don't know the date, yet) and probably some kind of Support Staff Training next year. Our next full conference will be April 15-17, 2009 at the Reed Center in Midwest City. We are negotiating with the Tulsa Renaissance to try to get them to give us credit for some of the $5737.43 if we schedule our Spring 2010 conference with them. The Banner project is going well, I'm learning a LOT. Our full-time consultant from SunGard is Mollie Delgado, who also worked with UCO when they moved to Banner. We share an office in an old dorm where we're headquartered---we're quite a pair together, Mollie is only 4'7". Brad's still got most of his hair (he is the Functional Project Manager for the whole thing) and he's got more chickens than any human ought to. A small egg business 'to teach the kids about working and earning/managing a little money' has blossomed into close to 1000 chickens. I've learned a lot about chickens as well as Banner. Sadly, I lost my stepmother, Helene, suddenly on Feb 28. She went in for a surgery tne dr. thought would be pretty cut & dried, but they found she had ovarian cancer that had spread throughout her abdomen. She only lived a few hours after the surgery. Her greatest fear was to be incapacitated through a long illness and I'm glad she was spared that. If any of you are stepparents and struggle with how to be a good one, I wish you had known her. She married my dad 3 years after my mom passed away and she really and truly saved our family. But, we gave her some good things too....we turned her into a Sooner football fan. And, I inherited my red hair from her too (well, her bottle of dye was a slightly lighter red than mine), and I could reach things for her (she was 4'11"). All the pets are still around. Tounces, our cat, will be 17 in June. He's decided that hanging out inside the house, usually on our bed, is a better life than defending his turf outside. Bismarck, our eldest dog, turned 16 on October 31, 2007....yep, he's one old Halloweenie. He's pretty blind from cataracts and he doesn't get around real well, but he still enjoys his food and his cookies and snuggling with his mama. Spanky, the Chihuahua who hates thunderstorms and wakes me up in the middle of the night doing the Chihuahua cha-cha on my head, is now eleven. Lily, our little (or not so little, she's a tad 'round') female dachshund will be 10 in June. And, then there's Big Dog. Yes, there is ANOTHER dog. On October 27, a Saturday that shall live in infamy, a large (100 lb) German Shepherd mix neutered male (black with tan mask) wandered into our yard and met Eugene. And, he looks exactly like our old dog Leroy (who lived to be 17 and died about 10 years ago). So, Eugene took him in. We ran ads in the lost & found, put up posters, walked him all over the neighborhood. We refuse to give him a name because if we do, that means we're keeping him. Yes, I have a teenager now that is driving. So, the next time you see me, if my hair is completely gray, and I have many more wrinkles.......you now have an explanation! Oh......the issues that come with children as they grow up! The "manual" never warned me about all these things..... I will give you her dorm room number and I expect weekly reports. lol Some how she managed to find a degree we don't offer here, I don't know why she would not want to go to school where her mom and dad both work and everyone on the campus know us and her, go figure.
