Our group (so known as the Friday the Thirteenth Group because our first conference call was held on March 13, 2009) has developed a communique' that will be forwarded to all members of Congress. We are inviting all college and university faculty, staff, and students to consider endorsing this position by signing the communique' which is available on-line at http://test.financialaid.umd.edu/letter.cfm. Please forward this to all of your school colleagues in your state and region for their consideration and participation if they are so inclined. It looks like we are now down to only three remaining bills related to Oklahoma's Promise out of 13 originally introduced. In addition, it appears that none of the bills creating new tuition waivers or transferring tuition authority back to the Legislature are still alive at this point. However, it's always important to remember that an issue can often be resurrected by amendment to another bill. Following are the three remaining OKPromise bills. HB 2249 and SB 982 contain provisions related to recommendations that came out of the OKPromise Task Force last fall. I've noted where there are differences from the Task Force recommendations. SB 982 - by Sen. John Ford, R-Bartlesville and Rep. Todd Thomsen, R-Ada * In its current form, the bill would modify the income limit at the time of application so that the parents' Adjusted Gross Income (AGI) less the amount claimed for personal exemptions must $43,000 or less. This would remove consideration of untaxed income and would adjust for family size. The original version of the bill set the dollar amount at $40,000 in a effort to keep the change cost-neutral. On the Senate floor, however, Sen. Ford amended the amount to $43,000, which would ensure that all persons currently eligible to participate in the program would remain eligible under the new proposed income limit calculation (a single parent with one child could have $50,000 AGI less two exemptions at $3,500 each and meet the $43,000 limit). At the $43,000 level, this change is still an expansion of eligibility for the program just not as much as the $50,000 level recommended by the Task Force. * Would base OKPromise college retention requirements on institutional academic standards. Would delete the statutory college GPA requirements scheduled to go into effect in 2010-11. (This is a recommendation of the Task Force. This provision got the most questions and comments of concern in the House committee discussions.) * Would delay the implementation of a second income limit at the time the student enters college until 2012-13. (Task Force recommendation.) * Would require recipients of the OKPromise award to reside in Oklahoma after college one year for every year they received the award. The requirement would have to be fulfilled within the first ten years after college. Students not completing the residency requirement would have to repay the award. (This provision was not recommended by the Task Force. After rejecting this specific proposal during the Task Force deliberations, the Task Force recommended that the Legislature further examine this issue to avoid potential excessive administrative expense and complexity.) * Would limit the OKPromise award to only the nonguaranteed tuition rate at state system institutions. * Requires the Legislature to review the income limit every three years with the goal of providing eligibility for 50% of Oklahoma families. The purpose of the chart is to help you and your applicants accurately answer Questions 34 and 88 on the FAFSA. 3/17/06: I've prepared the chart for use with 2008 tax returns. A couple of reminders: a) THIS CHART DOES NOT DETERMINE WHO IS ELIGIBLE FOR THE SIMPLIFIED NEEDS TEST. It simply helps you determine ONE eligibility factor, whether the person was eligible to file a 1040A or EZ. The requirements to be eligible for the Simple Needs Test or Automatic Zero EFC are shown at the bottom of the page. b) The AGI limit for filing a 1040A or EZ went up to $100,000 a couple of years ago. That did NOT change the ED requirement that the AGI be less than $50,000 to qualify for the Simplified Needs Test. A few new things for the 2008 chart: a) Line 13 Capital Gain or Loss---I noted that if the taxpayer indicated he was not required to file Schedule D, you can ignore the income on this line when determining if he was eligible to file a 1040A/EZ. This is to be consistent with the FAFSA instructions for questions 34/84. b) Eligibility for the Simplified Needs Test was expanded to students and parents who received benefits from a "means-tested Federal benefit program" (examples include programs such as SSI, Food Stamps, School Lunch, TANF, special nutrition program for women, infants and children, or other programs identified by the Secretary). In 2008-2009, it was for those who received those benefits in the prior calendar year (the base income year being reported on the FAFSA). Several of us were able to deliver the bags and money on Friday afternoon and the lobby of the Resource Center was overflowing. And since I neglected to actually mention how the teams performed and I've had some requests, I thought I'd throw the results out here. Officially Team Electric Boogaloo won, barely edging out Team Robot for top spot. Team Bump had a late surge that put them ahead of Team Hustle. Thank you to our team captains, Bruce Webber, Ron Hancock, Diane Hogue, and Melissa Thornton. You guys were all such good sports about the competition and your efforts are much appreciated-not to mention the fact that you all looked incredibly cool on the dance floor. Until next year . . . The EFC cutoff remains 1700. Pre-populated Award Claim Forms, based on this new awarding criteria, have been created for all institutions and placed on O-SAFE for downloading. Reports will remain on O-SAFE for 5 days before being automatically deleted. Attention ECU, NSU, SEOSU & OSU: Text files have been placed on the FTP server. While participation in this additional awarding process is at each institution's discretion, pre-populated reports have been provided for all institutions. As of today approximately $400,000 is available for these additional awards. OTAG will process Award Claim Forms on a first come, first served basis. At this time we believe we have received more award claims than we may have funding to accommodate. Please recall that our announcement earlier this week stated that we would process and pay these additional award claims on a first come, first served basis until funds were exhausted. Institutions submitting award claims that we are able to pay will be notified by their receipt of a Disbursement Report. If your institution submitted an Award Claim Form this afternoon that we cannot pay, we will notify you by e-mail as soon as possible. We appreciate the quick responses by institutions in assisting the OTAG office to award the remaining 2008-09 funds to eligible Oklahoma students. I was just notified that after people have voted, they are receiving an email that says, "The results of the election will be announced at the business meeting at the spring OASFAA conference." That message was set up as an automatic response last year when we developed the website. Obviously, that message needs to be updated! And, the "thank you for voting' email went there too. I've 'told' my Outlook that these messages are not junk mail, but it remains to be seen if it will pay attention to that. I have 'rules' that route email from certain sources into special folders (like all the email from Finaid-L goes into a folder that I can look at when I have time). My Outlook has lately decided to suddenly stop obeying those rules for no discernable reason. It gets cranky and just decides to stop doing something I told it to do, or start doing something I told it not to. Messages wind up in wrong folders and I find them days later in the wrong place. Hmmm, sounds a lot like my brain, my joints and other parts of my body (especially my hair, even more so in wet weather)!
