However, her relationship improved with her parents so I did not approve the override for this year and will not again for next year. The problem is that she has reached her aggregate limit for a dependent student because of the unsub loans she took when she was Independent. My first thought is that we disregard the unsub portion that she was eligible for by being independent like we do for dependents who take the add'l unsub due to PLUS denials. Agree? Disagree? I've never believed that why someone left their job should affect whether we do a PJ adjustment. Back in the day (i.e., long before most of you were in financial aid but Sherry and I remember), there was a federal "Special Condition Form" that students had to file to get a revised EFC for Pell eligibility. It was like a second FAFSA and had a prescribed set of criteria that would allow a student to have his EFC recalculated based on new income information. That Special Condition Form only asked if students or their parents met certain criteria (been out of work for X number of weeks, income reduced due to natural disaster, etc.). It never asked WHY someone had been out of work. I figure if the old super restrictive federal Special Conditions Form didn't judge why someone wasn't working, I shouldn't either. Maybe they had to move for her to go back to school. Maybe he's going to be "Mr. Mom" and take care of the kids while she's in school. Maybe he's ill and that's why she's going to school, so she can be the primary breadwinner for the family. Whatever the reason is, it's done and we need to help the family deal with the resulting loss of income. A bill signed out of conference committee yesterday contains no action on some of the recommendations of the Task Force on Oklahoma's Promise that met last fall. The bill, SB 982, was passed on the Senate floor this afternoon and is awaiting final action on the House floor. As you may be aware, the Legislature is scheduled to adjourn tomorrow, May 22. A copy of the text of the bill is attached. The bill really contains only two changes: * Delaying the new second income limit until 2012-13 so that the limit does not apply to any student for whom it was not a condition at the time the student enrolled in the program in the 8th, 9th, or 10th grade. This was a recommendation of the OKPromise Task Force. The Task Force still had concerns about possible unintended consequences and the ultimate value of eventually implementing a second income limit, even in 2012-13. However, the most urgent issue was to make sure it was not unfairly applied to students/parents that were not aware of it at the time the student enrolled in the program. Without this change, the requirement would have inappropriately applied to about 6000 students in 2010 and another 3,000 in 2011. While only a small percentage would probably have actually lost the scholarship due to the second income limit at $100,000 (maybe 3-5% of the students), the Task Force was concerned about the credibility of the state being seen as changing the program requirements after the students were already enrolled. [For example, we recently received an e-mail from an OKPromise parent of a junior in high school who had been a single mom for seven years until recently remarrying. She knew that the program did not look at income a second time when she initially enrolled her son. However, she now realized that she would be subject to the second income limit. With her new husband, their joint income is now slightly over $100,000, but her husband also has three children of his own either in college or soon to be. She was very concerned that her son would now be disqualified from receiving the OKPromise award because she had remarried. The delay of the second income limit in the bill will address her particular situation. In 2012-13, the second income limit could still deny the award to students in this situation, but at least the parent would be aware of the possibility from the time of initial application.] * Restricting the OKPromise award amount paid at state-system four-year institutions to only the "nonguaranteed" tuition rate. Because current law was silent on this issue, freshmen OKPromise students entering in fall 2008 could be reimbursed for either the higher-cost guaranteed rate (about 15% more expensive as a freshmen, but doesn't increase if the student meets certain requirements) or the nonguaranteed rate. While only a small percentage of OKPromise freshmen chose the guaranteed rate, it cost the program about an extra $100,000 in 2008-09 and would have cost about $200,000 in 2009-10. The guaranteed tuition option was really intended for students having to pay their own tuition so they could choose some cost certainty during their college career. Paying the guaranteed rate with OKPromise was an unnecessary cost since the program already guarantees to pay the student's actual tuition rates as long as the student remains eligible. This change would become effective for all enrollment periods beginning on or after July 1, 2009. Following are items that are not addressed by the bill: * There is no change in the current family income limit applied at the time of application in the 8th, 9th, or 10th grade. It will remain at $50,000 (regardless of family size) and be based on total taxable and nontaxable income. The OKPromise Task Force had recommended that the income limit be adjusted for family size and be based only on Adjusted Gross Income (AGI). * There is no change or delay in the college GPA requirements. Beginning with students entering college in 2010-11, the students must attain a 2.0 cumulative GPA for courses taken through the sophomore year and a 2.5 GPA for courses taken during the junior year and thereafter. The OKPromise Task Force was especially concerned about the odd GPA calculation for the junior year and higher. The Task Force had unanimously recommended that this requirement be changed to require the student to meet the academic standards of the institution in which they were enrolled. We anticipate that monitoring this GPA requirement may add more administrative burden to the institutions. The Task Force had also found research from other states that indicated that college GPA requirements in excess of academic retention requirements can cause students to take fewer math and science courses or avoid majors in science, technology, engineering and math due to fear of jeopardizing their scholarship eligibility. * The bill also does not include a post-college residency requirement for OKPromise recipients. The Task Force acknowledged that some legislators had interest in such a requirement, but cautioned the Legislature to examine the issue carefully to avoid adding complexity and administrative expense. I am looking for your processes or opinions. I need to put something together pretty quickly, so your quick response would be appreciated. Do you have a dedicated person that images your paperwork? If so, are they work studies, temporary-part-time staff or part of your fulltime staff? How do you feel about work studies being responsible for your scanning? If you have work studies in charge of your scanning, how often does the position turn over? How important do you think consistency is in scanning your documents? The State Regents approved this schedule at their meeting held on May 22. Eligible students meeting the awarding criteria listed below can be claimed for payment of their OTAG awards in 2009-10 upon the institution's submission of a successful and timely award claim: * EFC 1700 or lower * FAFSA receipt date 4/30/09 or earlier The Award Payment Schedule reflects 4,617 as the maximum eligible EFC, which is consistent with Pell in 2009-10. The maximum EFC primarily serves as a means to identify the total number of eligible students who could be awarded if sufficient funds were provided. With no increase in OTAG funding provided for the 2009-10 award year, the EFC cutoff for awards is expected to remain 1700 for the entire 2009-10 award year. Also attached is a list of institutions that participate in the OTAG program and their flat-rate award amounts for 2009-10 (one amount for full-time undergraduates and one amount for part-time undergraduates). The amounts shown are for the full award year, and one-half can be paid to eligible students in each the fall and spring disbursement cycles. Important dates/deadlines that institutions and the State Regents' office must meet are listed in the attached Timelines and Procedures for 2009-10. These have been established in an effort to maximize the efficiency of the administration of the OTAG program to best benefit students statewide. All institutions are expected to adhere to the schedule, and everyone's cooperation is appreciated. These documents are being added to the OTAG information section of the Financial Aid Resources for Institutions website http://www.okhighered.org/admin-fac/FinAidResources/. If you do not already have this site bookmarked, we encourage you to do so, since it is a quick reference regarding information about all of the financial aid programs administered by OSRHE. We are currently awaiting 2009-10 OTAG database and reporting system start up. Based on the latest information provided by our IT staff, we anticipate that pre-populated OTAG Award Claim Forms for use by campus financial aid staff as "work copies only" will be available in mid-June. We will make an announcement when institutions can submit requests for these work copy reports. The actual Award Claim Form process for fall semester disbursements will begin closer to the beginning of the fall semester, and more information in this regard will be forthcoming. Important Reminders: * OTAG does not send award notices to students. We are relying on institutions to include OTAG award information in their student award notices. Please realize that if institutions do not include OTAG awards in their student award notification process, the students will receive no confirmation that they are receiving an OTAG award. We're counting on institutions to be the messengers. * Other than OTAG's Oklahoma residency requirement and the statutory limitations on the types of institutions that are eligible to participate, student eligibility requirements for OTAG are the same as student eligibility requirements for Pell.
