Dear OASFAA Colleagues,
As you know on September 18th the House passed the Student Aid and
Responsibility Act of 2009 (H.R. 3221) and the Health, Education and Labor
Committee (HELP) is beginning the process to mark up their bill in the
Senate. Now would be the time to act if you feel strongly about the
provisions in H.R. 3221. Two of the major changes within H.R. 3221 center on
the delivery of federal student loans to our students. First, of course, is
the elimination of the FFELP programs and the migration of the federal loans
program to the Direct Loan Program. The second major change is the
elimination of the current Perkins loan program as we know it and the
introduction of a new loan type, the Federal Direct Perkins Loan, under the
existing Direct Loan program.
Right now under the House bill the effective date for these two significant
changes is July 1, 2010. The highest concern is the lack of lead time needed
by over 4500 institutions nationwide to convert to the Direct Loan Program.
The Student Loan Community Proposal (www.studentloanfacts.org
) endorses all of the core principles of
the Administration's reform effort while maintaining choice, competition and
superior service for students, without requiring the transition of systems.
This proposal was submitted to Congress and scored by the Congressional
Budget Office (CBO). The CBO concluded that mandatory savings of $87
billion can be achieved by either the community proposal or H.R. 3221, the
Student Aid and Fiscal Responsibility Act of 2009.
If a July 2010 implementation of elimination of the FFELP Program concerns
you, I would urge you to communicate your concerns to our senators now. If
you are so inclined to make some calls, I am attaching a list of the
senators that are members of the HELP Committee as well.

representing us in the U.S. Congress. It is suggested that any letters be
faxed to the D.C. office since timing is such a factor.

Does anyone know offhand what the regulations say about accepting this as a signature on a IVW?

Mary,
The regs only state a signature is needed, it does not specify what type of signature. If all other seems legitimate, the digital signature should not be a problem.

Miss Abagail Marie Schmerer, daughter of Mendy & George Schmerer, made her
appearance on September 11, 2009. She weighed 7 pounds 14 ounces and was 17

Subject: [Oasfaa] OASFAA Board Activity Update

Greetings!
With the absence of the Fall Conference, there is less business for the
board agenda, but I would like to bring you up to date on what we are doing.
We met on July 22 at the Moore-Norman Technology Center. Committee Chairs
reported their progress in organizing their membership and beginning the
planning process for their duties. The search for conference locations in
the Tulsa area for the 2010-2011 year are underway.
A proposal for the Membership dues process was discussed and adopted.
A budget for the 2009-10 year was established and approved. Acknowledging
the fact that our income resources will most likely be much less than
previous years, the expenses were also lowered to cut the frills and we
managed a bottom line in the black.
The board will begin work on a brochure to promote our organization to
Legislators, High School Counselors, College Presidents, etc. This idea
came from discussion and examples at the NASFAA Leadership Conference as
ways to let our state leaders and educators know that we are willing to
answer their questions; share our knowledge; educate students and contribute
to the community through service. David Barron took on the job of brochure
design.
A second meeting was held September 25th at the Northeastern State
University Broken Arrow Campus. Our treasurer, Mendy Schmerer, was absent
due to the birth of Abagail, but reports that the membership invoicing
process is half-way completed and several payments already received. A big
thanks to those schools and the rest of you can expect invoices at a later
date.
The website is now updated with the currently revised Board members,
constitution and by-laws.
David Barron had overheads of the draft brochure for suggestions and
changes. It is coming along well.
It was decided that our conference theme for the Spring 09 Conference will
be a Circus. We want to look on the bright side of this year's challenges,
have fun, enjoy some humor and escape from the stress. On the other hand,
the confusing, convoluted legislation, rules and regulations brings to mind
the statement, "It's a circus!" J
Lee Kanakis is pursuing several possible sites for the 2009-10 conference in
the Tulsa area. Suggestions are also welcome.
NASFAA Fall training was extremely expensive this year. Even if we met as
groups, each school would be charged $95, plus their travel, meals, and we
would also have to print the materials. The cost to attend individually was
$380 - $700+ depending on membership status. Fortunately, FSA also offered
free webinars covering the same subjects, for free, about that same time.
That information was forwarded to you and we hope you were able to take
advantage of that opportunity. Hopefully, several schools will be able to
attend FSA in December.
A statewide OGSLP Conference Call with Mary Mowdy and Rick Edington, held
just days before, was discussed with those who did not participate. In the
call, we were assured that OGSLP is supportive of HR3221 regarding community
colleges. Mary also described the 10 areas in which they plan to continue
providing services for the financial aid community. Their printed
educational materials are very appealing and comprehensive and available
free for our use, so check them out.
Mary reports that cohort default rates just inched up in Oklahoma, but many
states saw a big increase.
Congratulations to Rick Edington for being appointed Interim Director in
Mary Mowdy's position at OGSLP. A big "Thank you" to Mary for her years of
dedication and knowledge and best wishes for her retirement.
The announcement was also made by SWASFAA recently that the newly elected
officers for 2011 include Laura Coponiti as President and Andrew Hammontree
as Oklahoma Delegate. We should be well represented on the regional level.
The attached letter was approved by the board and faxed to the Oklahoma
Senators and leading members of the Senate Education Committee. Please
consider writing the Senate with your own thoughts.
The next meeting will be held in mid-November. If you have any concerns or
ideas, please contact your delegates, Carol Stanfield and Dustin Davidson.
Without the fall conference and opportunities to gather as an organization
and financial aid family, we could easily lose our networking and personal
connections. Please keep the listserv, board or me informed of events,
joys, concerns, etc. Together we can be strong - even if it is a circus
out there.

Subject: [Oasfaa] The Further Adventures of BigDog

OK, Laura, you shamed me into it.
It's Oct 8, 2009 and we've had BigDog for almost 2 years. He's gotten fatter ("hey, these French fry things are GOOD!") and is still eating my socks ....seriously, last night he gulped one down while I was taking clothes to the utility room. Don't tell the vet, he's supposed to be on a diet. To this day, he's still only barked that one time, but he does tend to "talk" a little bit more....especially when you scratch him just right. We thought we had him placed with a vet-med student in Stillwater, we were supposed to take him to her over Labor Day but suddenly she stopped emailing.....maybe I shared too much (moi?!) about his sock eating habits.
Sadly, we lost our two eldest last fall, Bismarck the racing dachshund was 17 and Tounces the Driving Cat (well, he liked to lay on the car) was 18. They had good long lives and certainly enriched ours. Spanky the Chihuahua is now 12 and Lily our little dachshund is now 11 and she's still in command of the household. Shoot, we're all old at our house....Eugene turned 56 last month and I'll hit the double nickel in January. Yes, we're both eligible to retire....but what would we have to gripe about if we didn't work? We'll both have hit 30 years with OU in Fall of 2010, maybe then it will be time.
In August, Anika Cole-Carr (she handled all our non-traditional students) left OU for ATI in Oklahoma City. So, I'm covering that area until her replacement is selected & trained....I had time on my hands because old people don't sleep much. Brad is still shepherding the Banner project (we're 75% finished, the Bursar converts in December). The egg business has changed a little....he's phasing out his chicken operation & has a group of farmers who keep the chickens and supply the eggs. He operates the 'clearinghouse' that packages & delivers to the end customers. Yep, he's the middleman scraping the cream, er, yolk, off the top. Caryn is still commuting every day from Lawton (how DOES she DO that?!) and keeping us entertained with stories of her kids (both in college now) & her Pomeranian. Of course, I like the dog stories best.
And, yes, I have a joke, I'll send it separately. I think the rain has died down, time to go home.

Remember this? April 23, 2008:
Yes, there is ANOTHER dog. On October 27, a Saturday that shall live in infamy, a large (100 lb) German Shepherd mix neutered male (black with tan mask) wandered into our yard and met Eugene. And, he looks exactly like our old dog Leroy (who lived to be 17 and died about 10 years ago). So, Eugene took him in. We ran ads in the lost & found, put up posters, walked him all over the neighborhood. We refuse to give him a name because if we do, that means we're keeping him. Several people have informed me that I do HAVE another dog and his name is BigDog. And, now he has a nametag with BigDog on it and our phone #, so maybe they're right.
He's well mannered, well trained, sweet, good with kids and smart as a whip....all the things that dogs we raise never are. BigDog has only barked once in the approx 6 months he's been with us (he does like to howl with sirens, though). Last week, the neighbor's parents came to visit with their large birddog that barks and barks and barks at us. He ran up to BigDog at the fence and barked/barked/barked and BigDog just looked at him.....finally BigDog gave him big "WOOF", kind of a "shut-UP!" and turned around and ignored him. We really do need to find him a good home though...he's just too big for our house and our yard isn't fenced, and he likes to eat my socks and I'm starting to run low on them. So, if you're interested, and you have plenty of socks, let me know.

A woman was at her hairdresser's getting her hair styled for a trip to
Rome with her husband. She mentioned the trip to the hairdresser, who responded:
"Rome? Why would anyone want to go there? It's crowded and dirty.
You're crazy to go to Rome. So, how are you getting there?"
We're taking Continental," was the reply. "We got a great rate!"
"Continental?" exclaimed the hairdresser. "That's a terrible airline.
Their planes are old, their flight attendants are ugly, and they're
always late. So, where are you staying in Rome?"
"We'll be at this exclusive little place over on Rome's Tiber River
called Teste."
"Don't go any further. I know that place. Everybody thinks it's
gonna be something special and exclusive, but it's really a dump."
"We're going to go to see the Vatican and maybe get to see the
Pope."
"That's rich," laughed the hairdresser. You and a million other
people trying to see him. He'll look the size of an ant. Boy,
good luck on this trip of yours. You're going to need it."
A month later, the woman again came in for a hairdo. The
hairdresser asked her about her trip to Rome.
"It was wonderful," explained the woman, "not only were we on time
in one of Continental's brand new planes, but it was overbooked, and they
bumped us up to first class. The food and wine were wonderful, and
I had a 28-year-old steward who waited on me hand and foot.
And the hotel was great! They'd just finished a $5 million remodeling
job, and now it's a jewel, the finest hotel in the city. They too were overbooked,
so they apologized and gave us their owner's suite at no extra charge!"

Just in case your financial aid office was not informed yet:
If you are a state institution the ARRA reporting is being coordinated
through the State Regents.
DO NOT report for your individual state institution as this will cause
duplicate reporting.
Here is part of an e-mail sent by Steve Funk, Deputy State Comptroller,
Office of State Finance.
"Sheri Mauck at Regents has notified all institutions' finance officers
of the reporting process and has explained that individual institutions
do not need to register with FederalReporting.gov as they have submitted
the information to OSF for the centralized upload to the federal
government.
It could be that this communication has not reached out to other
divisions of these institutions (financial aid, etc.). I will ask Sheri
to communicate this information again.

As a reminder, the fall 2009 deadline for submitting OTAG award claims
is Friday, November 13. While this final deadline for fall is still two
weeks away, we will appreciate your cooperation in submitting any
remaining fall award claims as soon as possible. The sooner we are able
to wrap up fall disbursement activities, the sooner we will be able to
make an informed decision regarding any changes in the spring 2010
cutoffs.
We do want to share with you that, at this time, we are approximately $1
million over-committed. Ideally, we want to move into the spring
semester with a safe over-commitment since it allows for better service
to more students by allowing them to be funded for both fall and spring.
We do anticipate that there will be funding available to offer some new
spring-only awards; however, you should expect fewer than in past years.
If you need a "refreshed" pre-populated Award Claim Form, please send an
e-mail request to reports at otag.org.
We appreciate your assistance in delivering state financial aid funds to
Oklahoma's college students. Please contact our office if we can be of
assistance to you.
