I was part of a conference call last week with SWASFAA regarding possibilities for Decentralized Training next Fall. Nothing has been decided yet --- we are just at the planning stages with NASFAA regarding Fall 2010 training, but one possibility is a half-day training over "Revising Your Cost of Attendance" (with materials provided by NASFAA). We were wondering about adding some training to make it a full day. Mary Sue Rix asked me to check with schools in Oklahoma to see if anyone has a Net Price Calculator already up and running and would be willing to share that information as a part of Fall training (either in-state or, possibly region-wide). For all state financial aid programs except Oklahoma's Promise, undocumented immigrant students can be eligible only if they provide to the institution a copy of a true and correct application or petition filed with the U.S. Citizenship and Immigration Services to legalize the student's immigration status. For Oklahoma's Promise, a higher requirement was set for students enrolling in the program after July 2, 2007. Students enrolled by July 2, 2007 were "grandfathered" and remain fully eligible to receive the program award. Students who have enrolled in Oklahoma's Promise in the 8th, 9th or 10th grade after July 2, 2007 must be a United States citizen or lawfully present in the United States at the time they enter college to receive the Oklahoma's Promise award. Students that later become a United States citizen or lawfully present may become eligible for the award at that time. Undocumented immigrant students in the 8th, 9th or 10th grade may continue to enroll in Oklahoma's Promise. Some students in the 2010 high school graduation class of Oklahoma's Promise students are the first students subject to this new requirement. Of the approximately 10,000 students in the 2010 Oklahoma's Promise graduating class, just over 3,700 enrolled as 10th-graders after July 2, 2007. About two-thirds of the 2011 class, students that enrolled in 9th or 10th grade, will be subject to this requirement. Beginning with the 2012 class, all students in the graduating class will be subject to this requirement. All students that are subject to this requirement will be "flagged" on the Oklahoma's Promise Eligibility Verification list. Any of the flagged students that the institution determines not to be a United States citizen or lawfully present in the United States are not eligible to receive the Oklahoma's Promise award. In the eligibility letter we will send to each 2010 Oklahoma's Promise graduating senior certifying their completion of the high school requirements, we will also remind the student of this additional condition for receiving the award. The eligibility letter will no longer be sufficient evidence in itself that the student is entitled to receive the Oklahoma's Promise award. Maybe I didn't 'report in' when I hit 20 so now my son David Page has listed me at both the 20 and 25 year marks. Oh, yes, didn't you all know David is my son? Yes, I adopted him shortly after meeting him when he first started working at TU. (I find it's much cheaper and easier if you adopt them AFTER college.) I asked him if he was old enough to be sitting in the bar with us----and after I recovered from the dirty look, we figured out that I was just barely old enough to be his mother and I've been "Mom" and he's been "Son" ever since. My husband didn't meet him until several years later, when we were going opposite directions on a long escalator in Washington---the calls of "Mom!", "Son!" and "Meet Your Dad!" caused some amusement. The simple answer is that I hit the 25 year mark in 2009 (I started in Financial Aid at OU in June 1984; I started working at OU in Payroll in Nov 1980). It only FEELS like I've been in financial aid for 45 years. And, Julie forgot to mention that she's on the same list......she has 30 years of FA service. I asked him if he was old enough to be sitting in the bar with us----and after I recovered from the dirty look, we figured out that I was just barely old enough to be his mother and I've been "Mom" and he's been "Son" ever since. My husband didn't meet him until several years later, when we were going opposite directions on a long escalator in Washington---the calls of "Mom!", "Son!" and "Meet Your Dad!" caused some amusement. The simple answer is that I hit the 25 year mark in 2009 (I started in Financial Aid at OU in June 1984; I started working at OU in Payroll in Nov 1980). It only FEELS like I've been in financial aid for 45 years. And, Julie forgot to mention that she's on the same list......she has 30 years of FA service. HEOA added a new requirement to notify students that OTAG is a part of LEAP (Leveraging Educational Assistance Partnership) and is funded by the federal government and the state. 2. The OTAG eligibility criteria and the application for undocumented students can be found at http://www.okhighered.org/student-center/financial-aid/otag.shtml . 3. The 2010-2011 FAFSA filing cut off date may be April 1, 2010. This is much earlier than in the past. In general an increased volume of eligible applicants as well as the possibility of reduced funding has prompted this conservative projection. As soon as possible we will let you know for sure; however at this time you should assume that students that filed their FAFSA after April 1st may not be eligible for OTAG this year. I spoke with Kevin Campbell from the Dept of Ed Tuesday afternoon about this and several other scenarios. First, we talked about students who are not "degree seeking" and he was adamant that a student who is not degree seeking at your school can NOT receive title IV aid at your school. I then used the example of a student who took classes with us while in high school as a concurrently enrolled student and has earned several hours with us ( I used the example of 18 hours) by the time they graduate from high school. They go off to a 4 year institution for the fall/spring semesters and then return to us for summer school. That student could very easily transfer the hours earned from the 4 year back to us and eventually earn an associates degree. He said if that student declares they are degree seeking, that changes the picture and they are eligible. The main factor is whether they are degree seeking at your institution. A student can't just state they're degree seeking when they have no intention of seeking a degree at your institution. I also brought up consortium agreements and referenced the Financial Aid Handbook Vol.2 Chapter 7. on page 2-96 where the handbook states: "Usually, the home school is responsible for disbursing funds, but if the student is enrolled for a full term or academic year at the host school, it may be easier for the host school to monitor the student's eligibility and make payments." I have never done a consortium agreement this way and was concerned about the responsibilities of the host and home institutions. He said as long as you follow the guidelines in the handbook that it is possible for the host school to be the school that disburses the aid. This would all be spelled out in the consortium agreement. The SAP would normally be monitored by the home school but once again, this would all need to be covered in the consortium agreement. Mr. Campbell said where most schools get in trouble on consortium agreements is they don't do what they say they are going to do in the agreement. We talked about a group consortium between several schools and individual consortiums. He said some schools get confused with academic consortium agreements between schools and financial aid consortiums. They are not the same thing. We may try to do some agreements this way for the summer. Basically, I just want to give you a heads up to read any new consortium agreements you may get from WOSC. We may be listing you as the HOME school instead of the way we normally have done in the past. It is up to each school to decide if they want to sign the agreement and proceed this way. I'm interested in hearing what your concerns are. I don't have a new agreement drafted up yet, but I may contact some of you individually if we have a student this applies to who is seeking a degree at your institution. At that time I thought he was doing fine. I wanted to give those of you who know him an update. I just found out this morning that he had another heart attack this past weekend. I called and talked to his wife, Cathy, a few minutes ago and she said he was sleeping when I called but is doing much better. They were in Pigeon Forge, TN when he had the attack and he had to be air lifted from the hospital there to a hospital about an hour away that had a cardiac unit. He was in pretty bad shape but after several hours of surgery and a couple of stints, he's finally back home and recovering. He gave them quite a scare. As part of the discussion with legislative appropriation committees this spring, the State Regents have been asked to determine the impact of a possible 10% cut in state appropriations to most programs due to continuing state revenue shortfalls. Final appropriation levels may not be known until the legislative session concludes at the end of May. The State Regents are scheduled to meet on May 28 to determine final allocations of state appropriations to programs and institutions. In this context, we want to provide you as much information as we can, even though that information is not final. Following are brief summaries of the current funding status of the major financial aid programs administered by the State Regents. Oklahoma's Promise - Fortunately, the 2007 legislation creating a dedicated funding process for Oklahoma's Promise has already set aside full funding of $57 million for the program for 2010-11. Oklahoma Tuition Aid Grant (OTAG) -- During the Regent's Update at the annual OASFAA conference we projected a possible FAFSA filing cutoff for 2010-2011 OTAG awards of April 1st. The April 1st date assumes no reduction in current state funding for the program. The primary reason for the possible April 1st deadline in 2010 compared to an April 30 deadline in 2009 is a significant increase of 17%-19% in potentially eligible OTAG recipients compared to the same time period last year. If OTAG state funding is cut by 10%, it would also result in the loss of federal LEAP and SLEAP matching funds. The total loss in funding for OTAG would be about $2.8 million ($1.9 million state funding + $875,000 LEAP/SLEAP). Under this scenario, we expect we would have to move the FAFSA filing cutoff back to about March 25th. As you are aware, an official OTAG application cutoff cannot be set until the Legislature has made appropriations and those appropriations have been allocated by the State Regents. We plan to announce the official cutoff date shortly after the Regent's May 28 meeting. In the meantime, it is critical that you clearly communicate to potential OTAG awardees that final eligibility will be contingent upon the ultimate level of funding available. Academic Scholars Program - The current appropriation base for the Academic Scholars Program is $8.6 million. In addition, the program has a very modest trust fund that provides a small amount of reserves. A 10% cut would equate to $860,000 and could require further depletion of the trust fund to ensure full funding of awards in 2010-11. Oklahoma Tuition Equalization Grant (OTEG) - The current base appropriation for OTEG is about $3.8 million. However the amount actually allocated to the program in 2009-10 was $4.0 million due to an additional $200,000 in prior year carryover funds. The carryover funds have been used in 2009-10. Consequently, a 10% cut from the $3.8 million level would result in an allocation of about $3.4 million for 2010-11. Concurrent Enrollment Tuition Waiver reimbursements and National Guard Tuition Waivers reimbursements for state system institutions - the reimbursements for these two programs are administered directly by the State Regents Fiscal Division. Questions related to the potential funding situation of these programs are best directed through your institutional business officer to the Regents' Fiscal Division. We sincerely regret the funding uncertainties our programs face this year. We hope this information provides some context as you approach the coming school year. We will try to provide additional updates as we are able.
