We have a couple of students that have transferred to us for this spring semester. Previously, they attended one of the Technology Centers and received Pell for non-standard terms; thus, having multiple disbursements for a period beginning prior to a standard fall semester. For example, Student received disbursements on 7/9/2009 and 10/26/2009 for a total of 90% of one annual award. Same student is now enrolled full time at Redlands beginning 1/19/2010. Under the old method we would only be able to pay him/her the remaining 10% of the annual award. What about under the new Year Around Pell? Can I flag this student as having additional eligibility and begin working on that second annual award even though the first annual award hasn't been completely utilized? Thanks in advance! While many institutions have seen to it that their 2009-2010 membership dues have been paid, I have not yet heard from many others. As the Spring 2010 conference approaches, registration will soon be made available. Conference registration rates will be announced soon, so keep in mind that OASFAA members will be charged a lower rate than non-OASFAA members for conference attendance. Paid membership allows an institution to designate a voting representative for the upcoming election of Board members. Anyone interested in running for an office must be from a member institution. If you are interested in membership and your institution's business office needs an invoice and/or a W9, I can provide either or both of these things. Should you have any questions about membership, please do not hesitate to contact me or Nancy Moats, 2009-2010 OASFAA President, nmoats at usao.edu. All the bills are related to the Oklahoma's Promise program. To date, there has been no action on any of the bills. Deadlines for initial committee action on bills are February 18 in the Senate and February 25 in the House. We will monitor these bills and let you know if there is any action. SB 1341 - (Ford) - Provides state income tax credits of up to $2,000 for Oklahoma's Promise students that complete an associate's degree within two years and tax credits of up to $4,000 for OKPromise students that complete a baccalaureate degree within four years. The credits could only be claimed after completion of the degree. [This is a different approach to Sen. Ford's goal of creating incentives for OKPromise college graduates to remain in Oklahoma after college.] Text: http://webserver1.lsb.state.ok.us/2009-10SB/SB1341_int.rtf SB 1942 - (Gumm) - A narrowly focused amendment to the provisions that provide exceptions to the program's income limits for students adopted from the custody of the Oklahoma Department of Human Services. Text: http://webserver1.lsb.state.ok.us/2009-10SB/SB1942_int.rtf HB 2632 - (Johnson) - Would require OKPromise college graduates to stay in Oklahoma for at least five consecutive years following graduation. Any students not fulfilling this requirement would have to pay 20% of the OKPromise awards they received in college for each year of the five years they did not remain in Oklahoma (plus 4% interest). Text: http://webserver1.lsb.state.ok.us/2009-10HB/HB2632_int.rtf HB 2966 - (Brannon) - Would exclude any military pay for hostile fire, combat, hazardous duty or imminent danger received by the parent when considering the family income limits for student participation. Text: http://webserver1.lsb.state.ok.us/2009-10HB/HB2966_int.rtf HB 3100 - (Cannaday) - Would change the $50,000 family income limit at the time of application to be based on AGI (rather than the current total taxable and nontaxable definition of income) and be adjusted for family size. [This was one of the recommendations in 2009 of the OKPromise Task Force that met in fall 2008.] Text: http://webserver1.lsb.state.ok.us/2009-10HB/HB3100_int.rtf HB 3156 - (Osborn) - Would increase the high school GPA requirement (both the overall GPA and the core curriculum GPA) for OKPromise students from 2.5 to 3.0. [Our data indicates that this would eliminate about 30% of the students currently qualifying for the award. For example, in the 2009 high school graduating class, about 1,900 of the 6,400 students earning eligibility for the OKPromise award would have been eliminated.] Text: http://webserver1.lsb.state.ok.us/2009-10HB/HB3156_int.rtf We'll try to keep you updated. Please do not use a report that is more than a week old. We download ISIR data daily, and using an older report could cause ISIR transaction and EFC exceptions that will need to be resolved before the report can be processed. We appreciate your assistance in delivering OTAG funds to Oklahoma's students, and we appreciate your cooperation in finalizing your spring OTAG award claims and disbursements as expeditiously as possible. Please contact our office if you have questions or need assistance with the OTAG award claim process. Attached for your information is a spreadsheet that compares 2009-2010 award commitments as of today with final 2008-2009 awards and expenditures for each institution. Also, as some of you may know, Section 407 of the Higher Education Opportunity Act requires that states notify students that grants such as OTAG are a part of LEAP (Leveraging Educational Assistance Partnership) and are funded by the federal government and the state. Many of you may remember when the State Regents notified students that they would receive OTAG. We haven't done that in a number of years; we have left that to you as schools to do in your normal financial aid processing. We will now need to rely on you to add this information to your 2010-2011 award notification. If you have any questions about this new requirement, please let me know. Thanks so much! Irala K.
