The State Regents approved this schedule at their meeting held on May 28. Eligible students meeting the awarding criteria listed below can be claimed for payment of their OTAG awards upon the institution?s submission of a successful and timely award claim: ? EFC 1700 or lower ? FAFSA receipt date April 1, 2010 or earlier The Award Payment Schedule reflects 5273 as the maximum eligible EFC, which is consistent with Pell in 2010-2011. The maximum EFC primarily serves as a means to identify the total number of eligible students who could be awarded if sufficient funds were provided. Also attached is a list of institutions that participate in the OTAG program and their flat-rate award amounts for 2010-2011 (one amount for full-time undergraduates and one amount for part-time undergraduates). The amounts shown are for the full award year, and one-half can be paid to eligible students in each of the fall and spring disbursements cycles. Important dates/deadlines that institutions and the State Regents? office must meet are listed in the attached Timelines and Procedures for 2010-2011. These have been established in an effort to maximize the efficiency of the administration of the OTAG program to best benefit students statewide. All institutions are expected to adhere to the schedule, and everyone?s cooperation is appreciated. These documents are being added to the OTAG information section of the Financial Aid Resources for Institutions website http://www.okhighered.org/admin-fac/FinAidResources/ . We are currently awaiting 2010-2011 OTAG database and reporting system start up. Based on the latest information provided by our IT department, we anticipate that pre-populated OTAG Award Claim Forms for use by campus financial aid staff as ?work copies only? will be available in mid-June. We will make an announcement when institutions can submit requests for these work copy reports. The actual Award Claim Form process for fall semester disbursements will begin closer to the beginning of the fall semester, and more information in this regard will be forthcoming. Important Reminders: ? OTAG does not send award notices to students. We are relying on institutions to include OTAG award information in their student award notices. Please realize that if institutions do not include OTAG awards in their student award notification process, the students will receive no confirmation that they are receiving an OTAG award. We?re counting on institutions to be the messengers. Also, remember that we need you to notify students in some way that OTAG is a part of the Leveraging Educational Assistance Partnership and is funded by the federal government and the state, and where applicable, other contributing partners. ? Other than OTAG?s Oklahoma residency requirement and the statutory limitations on the types of institutions that are eligible to participate, student eligibility requirements for OTAG are the same as student eligibility requirements for Pell. If you cannot award Pell funds to a student, you cannot award OTAG funds to the student. As always we appreciate your assistance in delivering OTAG funds to Oklahoma?s students. If you have questions regarding the OTAG program or the attached documents, please contact our office. Irala K. Following is a summary of the funding levels for our state financial aid programs. Oklahoma's Promise - The 2007 legislation creating a dedicated funding process for Oklahoma's Promise has already set aside full funding of $57 million for the program for 2010-11. This is an increase of $3 million or 5.6% from the FY2010 level of $54 million. Outside of Oklahoma's Promise, the overall funding for all of our other state financial aid programs was required to be cut by 1.8% or $655,000. Within this context, we had two priorities-to minimize or eliminate any cut in OTAG and to ensure as best as possible that all student award obligations in 2010-11 in the other programs were met. Oklahoma Tuition Aid Grant (OTAG) - State funding for OTAG remained uncut at $18,927,327. Every effort was made to avoid a reduction in funding for OTAG. Any cut in state funding would have been exacerbated by the loss of all or part of the federal LEAP/SLEAP matching funds that provide about $875,000 to the program. The loss of the federal funds would have required an even earlier FAFSA filing cutoff for 2010-2011 OTAG awards than April 1st. The April 1st date was required due to a significant increase of OTAG-eligible applicants compared to the same time period last year. Academic Scholars Program - The Academic Scholars Program appropriation was cut by $555,351 or 6.5%. The program has a modest trust fund balance that will be used to offset this cut and should allow all award obligations to be funded in 2010-11. The reduction was used to help eliminate a cut for OTAG and to fund a shortfall in the Regional University Baccalaureate Scholarship program that has experienced an increase in eligible participants. Unfortunately, the Academic Scholars trust fund will largely be depleted in 2010-11 and thus the program will likely face a funding deficit in 2011-12 that must be addressed in the coming year. Oklahoma Tuition Equalization Grant (OTEG) - The appropriated amount for OTEG was reduced by $250,000 or 6.5% from $3,828,751 to $3,578,751. However, the OTEG trust fund has approximately $250,000 in available carryover funds which will be utilized so that the actual allocation in 2010-11 will be approximately $3,828,000. The $250,000 reduction in the current year appropriation level was used to help prevent a cut in OTAG. Regional University Baccalaureate Scholarship (state system regional universities only) - Funding was increased from about $800,000 to $1,035,000 to ensure that all students award obligations are met in 2010-11. The cost of the program has increased in recent years as more students meet the eligibility criteria. The reduction in funding for the Academic Scholars Program was used to address this program's deficit. The Concurrent Enrollment Tuition Waiver reimbursement and National Guard Tuition Waiver reimbursement for state system institutions were reduced by 1.8%. However, some one-time carryover funds were available for these two programs. Since these programs are administered directly by the State Regents Fiscal Division, questions related to the reimbursement levels of these programs are best directed through your institutional business officer to the Regents' Fiscal Division. The remaining smaller scholarship programs that receive state funding, including the Future Teachers Scholarship and the Nigh Scholarship, also were cut by 1.8%. Award levels for these programs are not expected to be affected by the cuts. If you have questions, please let me know. Her mother passed away when she was a child and her father never remarried. In September of 2008 he suffered a massive stroke and has been on long term disability for a year now. The students older sister has power of attorney. There were income taxes filed for the father but all of his income is from using up sick leave and life insurance. He is in a nursing home and will be there indefinitely so any money he has coming will be put toward his long term care. I was going to have the student fill out the dependency override forms but someone told me that those are only for students who have been abandoned. It still seems to me that she should be considered independent. Basically she has been abandoned even though it was not any fault of her parents. I would like to do the dependency override because it seems so much quicker and cleaner. Can it be done that way or do I need to pursue the Special Circumstances, PJ route? -------------- next part -------------- An HTML attachment was scrubbed... And though I had a great time with your foreign colleagues in Australia and New Zealand, there is no place like home (the questions, concerns, issues, problems, etc.). Since I have been away there are a few pieces of information I would like to share. 1. 6/18/2010 NPRM Federal Register This is the one we have been waiting for. Though not final, it contains a lot of information that will most likely be implemented in some way, shape, or form. Some of the main topics include: high school diploma determinations, ATB testing, misrepresentation concerns, removing the safe harbors from incentive compensation, credit hour definition, clock-to-credit hour conversion standards, verification changes, SAP modifications, R2T4 and withdrawal dates (including mini-terms), and R2T4 and schools required to take attendance. I encourage all of you to read through the NPRM (or at least those areas of interest) and if compelled, to send in comments by August 2, 2010. We want your comments and insight to ensure the best possible regulations to maintain the integrity of our programs. You can find the register on IFAP under Federal Registers in the lower right-hand side. 2. Dear Colleague Letter - Gen-08-10 (Institutional requirements to combat unauthorized distribution of copyrighted materials) A lot of schools have been asking for more assistance in this area. The guidance in the DCL includes plans, legal alternatives, consumer information and possible penalties. This is a great resource to ensure that your plan contains all the required elements. 3. Mini-terms (especially summer) Just a reminder that when dealing with mini-terms within a semester or quarter that the school has two choices: either consider the mini-terms as part of the larger term and treat all mini-terms as one term (continues to allow the school to use Pell formula 1) OR look at each mini-term as an independent stand-alone term by themselves (terms become non-standard and school required to use Pell formula 3). I mention this because some schools have been trying to mix both approaches by continuing to use formula 1 while treating each mini-term as a stand-alone term. Please be careful. 4. Direct Loan Entrance Counseling Please note that if a student completes the Department's Direct Loan entrance counseling on studentloans.gov, all the entrance counseling requirements have been met and the school is not required to provide additional counseling (unless by choice). 5. TEACH There is no limit on the number of years ago that a student was above the 75th percentile (during the period when the student took the test) with regards to taking an acceptable nationally-normed standardized admissions test for eligibility purposes. A school cannot establish a year requirement with regards to how long ago a student took the standardized test. 6. 2010-2011 FSA Handbook For those that might not have noticed, the Application and Verification section for 10/11 has been posted to IFAP. The Introduction Chapter helps highlight various changes throughout this section. REMINDER: I encourage all State association leaders to ensure that this information is passed on to your State association listserves. That's it for now but I am sure there are many items to come. Have a happy, safe 4th of July, David Bartnicki Federal Training Officer ED/FSA/Atlanta ----------------------------------------- ------------------------------------------------------------ The information contained in this message is confidential proprietary property of Nelnet, Inc. and its affiliated companies (Nelnet) and is intended for the recipient only.
