From Mendy-Schmerer at ouhsc.edu Fri Jul 1 15:52:13 2011 From: Mendy-Schmerer at ouhsc.edu (Schmerer, Mendy M. (HSC)) Date: Fri, 1 Jul 2011 15:52:13 -0500 Subject: [Oasfaa] OASFAA Update Message-ID: Happy holiday weekend! Hopefully the majority of you are getting to read this on Tuesday morning after enjoying an extended July 4th weekend. I wanted to give you some updates on what OASFAA has been and hopes to be up to. On June 23rd, we had our transitional board meeting at Tulsa Community College's Southeast campus. David Barron, the 2010-2011 President, held his final meeting. David, thanks for a great year! Once 2010-2011 business was concluded, the 2011-2012 Board and Chairs met to commence the new year. The new officers and chairs are listed below. President Mendy Schmerer University of Oklahoma Health Sciences Center President Elect Becky Garrett University of Central Oklahoma Past President David Barron Rogers State University Secretary Lori Perry Rose State College Treasurer Carol Stanfield Tulsa Community College Treasurer Elect Dustin Davidson Moore Norman Technological Center Delegate at Large Mary Lou Bledsoe Oklahoma State University Institute of Technology Delegate at Large Scott DeBoard University of Central Oklahoma Advisory (President-Elect) Becky Garrett University of Central Oklahoma Conference Lori Boyd Oklahoma State University Corporate Relations Kelli Kelnar Oklahoma College Assistance Program Electronic Initiatives Andrew Hammontree Francis Tuttle Technology Center Entertainment Kim Cook Southwestern Oklahoma State University Finance Nancy Moats University of Science and Arts of Oklahoma Historian Penny Gandy Oklahoma College Assistance Program Legislative Marilyn Schwarz Murray State College Local Arrangements Alicia Smith Metro Technology Center Long-Range Planning (Past-President) David Barron Rogers State University Membership (Treasurer-Elect) Dustin Davidson Moore Norman Technological Center Nominations/Elections (Past-President) David Barron Rogers State University Program Chair Rich Thornton Seminole State College Site Selection Kelly Hicks Rogers State University Training Audra Main University of Oklahoma Health Sciences Center I look forward to working with everyone this year. Also, for those of you who turned in volunteer forms at the Spring conference, rest assured we will be in touch through the course of the year! Dustin Davidson, our Membership Chair, will be in touch soon about the renewal of your 2011-2012 OASFAA membership. I'm pleased to say that the Board voted to keep the membership fee unchanged at $100. We have a lot to accomplish this year. One of my goals is to stay in constant contact with you via the listserv. For those of you who are unfamiliar with the inner workings of OASFAA, I would love to familiarize you with the things that it takes to keep the Association running like a well-oiled machine. Lastly, with the drastic changes to our industry over the last several years, while OASFAA's mission and purpose remains unchanged, the Board felt it was time for a wholesale review of the Policies and Procedures. Nancy Moats worked tirelessly in heading up this task, so a big thank you goes to Nancy. I have attached the newest version of OASFAA's Policies and Procedures. Your comments, questions and feedback are welcome. Please take the next 2 weeks to read, review, and think about the changes. Any suggestions we receive will be discussed by the Board and upon the conclusion of the 2 weeks, the Board will vote on the changes on July 18th. I look forward to hearing from you all during my term. Please know your Board and the Chairs work tirelessly to keep the Association strong and to provide training and networking opportunities that are relevant and timely to members. If you have comments, concerns, or suggestions, please feel free to contact me at any time. As Mendy Mentioned on Friday (today for some of us) this is first Membership request/renewal for the 2011/2012 year. If you have not yet become involved in the activities sponsored by the Oklahoma Association of Student Financial Aid Administrators, now is a perfect time to learn about OASFAA and all that we do as an association. If you are new to the idea of OASFAA, you can check out our website at http://www.oasfaaok.com/index.php. If you are not signed up for the OASFAA electronic mailing list, you can find subscription instructions at http://www.oasfaaok.com/mailingList.php. As OASFAA's Treasurer-elect for the 2011-2012 year, I am now in the process of requesting membership information. Once you have read through the letter and, if necessary, checked out the website, if you still have questions, please feel free to contact me at dustin.davidson at mntc.edu or (405)364-5763 ext 7209. Please note that the SECOND page of the Application is REQUIRED this year to make sure we have an updated membership directory. Also Note that Purchase Orders will NOT be accepted this year, we had a trial year last year and discovered the process to be too cumbersome. Once again here is a list of your OASFAA Board for the 2011/2012 year if you should want to contact any of us. It now appears that we will be generating 2011-2012 spreadsheet claims and disbursement reports in Excel 2003 format. Several other modifications have required complex changes to our system software. So in the interest of time we will not be able to offer the reports in the various formats as we had planned. Hopefully, we will be able to implement this plan a little later. Sorry for the confusion and any inconvenience this causes. The OTAG program is setting up the claims and disbursement processes for the 2011-2012 academic year. We can provide your spreadsheet claims and disbursement reports in Excel 2003 format, Excel 2007 format or Excel 2010 format. OASFAA is a professional organization comprised of financial aid administrators from across the state, representing a wide variety of higher education institutions and vocational training centers across the state. I speak for the students, not only at my institution, but across the state and nation. Our mission, as financial aid administrators, is to administer the institutional, state, and federal aid programs that provide access to students seeking and pursuing post-secondary education. The National Center for Education Statistics (NCES) shows that enrollment in post-secondary education is at an all-time high. A 2009 longitudinal study by the NCES also reflects that bachelor's degree recipients borrow an average of $24,700. In the 2010-2011 year, 8,233,802 students were awarded Federal Pell Grants, totaling $29,360,615,964. For the same year, in Oklahoma alone, 90,496 students received $322,414,050 in Federal Pell Grant funds. On April 15, the U.S. House of Representatives approved a fiscal year (FY) 2012 budget resolution that would roll back the maximum Pell Grant to FY2008 levels. Additionally, the GOP budget resolution calls for the repealing and defunding of the Healthcare and Education Reconciliation Act (HCERA), which includes mandatory funding for the Pell Grant program. This could further lower the maximum grant by $690. Currently at $5,550, the maximum Pell Grant award only covers an average of 40% of college costs at a four-year public institution. Reducing the maximum Pell Grant by more than half its current level would devastate millions of low- and middle-income students who rely on the program to further their educations and ensure the United States remains economically competitive for decades to come. Currently proposed is the elimination of graduate students' loan subsidies. While I do not advocate for this, I do realize the possible necessity of such a move. If this were to occur, I would urge you however to support legislation that only invests these costs savings into the Federal Pell Grant program, not into deficit reduction. A Pew Research survey and 2010 Census Bureau data both show that college degree recipients earn $19,550 per year more than those with just a high school diploma. Pew Research analysis also concludes that a typical college graduate earns an estimated $550,000 more than the typical high school graduate. The same cited survey notes that 74% of the respondents felt their college educations helped them grow intellectually, 69% said that their educations facilitated them to mature as individuals, and 69% responded that it prepared them for a job or a career. Without a doubt, the key to a successful society is education. I do not want to minimize the fiscal predicament in which this country finds itself. However, to disinvest in the future of this country and its citizens by cutting federal financial aid dollars and increasing individuals' debt burdens could serve to financially cripple those who wish to pursue their post-secondary education goals and for many others, could conceivably serve as an obstacle to never pursue those goals at all. Thank you for your continued support of the Pell Grant program and all federal student funding and all you do for students and families in Oklahoma. ***** Mendy Schmerer 2011-2012 OASFAA President Assistant Director Office of Student Financial Aid University of Oklahoma Health Sciences Center 1106 N.
