(HSC)) Date: Wed, 2 Nov 2011 15:39:15 -0500 Subject: [Oasfaa] Negotiated Rulemaking Message-ID: NASFAA has put out a call for nominations for negotiators for the upcoming TEACH Grant and Student Loans negotiated rulemaking committees. The Department of Education has requested nominations for individual negotiators who represent key stakeholder constituencies for the issues to be negotiated. It's critical that the financial aid community have several voices in these proceedings. NASFAA will be putting forward a slate of candidates from among its membership. * Timeline: The Department must receive nominations for negotiators from the community on or before Nov. 25, 2011-therefore NASFAA is asking for all nominations from its members to be submitted to NASFAA by no later than November 15, 2011, so that they can have time to vet and verify all potential candidates. Feel free to nominate yourself as well! * Qualifications: A good negotiator knows the programs and regulations intimately, understands the potential implications of regulation for schools and students, believes in the value of the cooperative endeavor that is negreg, and is willing to act in good faith to come to consensus on these important issues. It is also important that negotiators understand the time commitments required of negreg. * The TEACH Grant negreg will be held over the following dates: o Session 1: January 18-20, 2012 o Session 2: February 27-29, 2012 o Session 3: April 3-5, 2012 The first and second day of each session will begin at 9 a.m. and end around 5 p.m. The final day of each session will begin at 9 a.m. and end at 12 p.m. * The Student Loan negreg will be held over the following dates: o Session 1: January 9-13, 2012 o Session 2: February 13-17, 2012 o Session 3: March 26-30, 2012 All sessions will begin at 12 p.m. on Monday and end at 12 p.m. on Friday. * Submitting a Nominee: Nominations should include: o The name of the nominee, the organization or group the nominee represents, and a description of the interests that the nominee represents. o Evidence of the nominee's expertise or experience in the subject, or subjects, to be negotiated. o Evidence of support from individuals or groups of the constituency that the nominee will represent. o The nominee's commitment that he or she will actively participate in good faith in the development of the proposed regulations. o The nominee's contact information, including address, phone number, fax number, and e-mail address. For a better understanding of the negotiated rulemaking process, nominees should review the Negotiated Rulemaking Process for Title IV Regulations, Frequently Asked Questions. Please indicate when submitting nominations which negreg the nominee is most interested in serving, the TEACH Grant or Student Loans. All nominations should be sent to policy at nasfaa.org. (HSC)) Date: Mon, 7 Nov 2011 12:15:51 -0600 Subject: [Oasfaa] Award Letter Best Practices In-Reply-To: References: Message-ID: All, ED recently held a meeting regarding award letters and their various designs and ultimately, their intended purpose to communicate effectively to current and prospective students and their families. Please see below regarding the initiative that NASFAA is leading to gather sample award letters. NASFAA is launching an initiative to lead the financial aid community in establishing good practices to improve award letters and we need your help. Please send us sample award letters (either templates or actual letters with any student identifiers removed) and any materials that accompany your award letter. Then take this brief, three-question survey. Please send us your materials by Tuesday, Nov. 15 by e-mailing them to policy at nasfaa.org, with "Award Letter Project" in the subject line. Also, let us know if it is OK share your material with members through the NASFAA website. Note: the materials you send us will remain anonymous and the identity of your institution will be removed from all posted material. Background The Department of Education is currently preparing a report for Congress that will offer recommendations to improve award letters. Congress has also required the Department to construct a model financial aid offer form, and the law specifies material to be included in that model. The Department held a public meeting in September during which various groups, including NASFAA, gave opinions regarding the ideal award letter and debated the concept of required standards vs. voluntary models. These discussions brought to light the different uses and purposes that diverse groups want an award letter to serve. Since that meeting, ED has collaborated with the Consumer Financial Protection Bureau to propose a "Know Before You Owe" Financial Aid Shopping Sheet. We believe financial aid professionals are in the best position to design effective financial aid notifications and related consumer information. Help us lead the discussion of models vs. standards and requirements vs. best practices by sharing your award letter materials and taking the short, three-question survey. Thank you for your assistance. Thanks! Mendy Schmerer Assistant Director Office of Student Financial Aid University of Oklahoma Health Sciences Center 1106 N.
