The recipients will be announced at the Spring conference. * Philo Brasher Emerging Leadership Award: This award was established by SWASFAA in honor of Philo Brasher who served many years in the association. The OASFAA Board of Directors selects a member, which is announced at the spring conference. The recipient should be an individual that has served OASFAA and made a contribution to the Association. OASFAA will pay the registration fee to the SWASFAA annual conference on behalf of the Oklahoma award winner. My office has the luxury of processing aid through PeopleSoft and with that comes a fantastic network and listserv where we air our complaints, suggestions, etc. As great as this is, I know that not every has access to something similar. On the PeopleSoft listserv, folks started chatting about the problems with processing 2012-2013 Direct Loans. Some conversation has occurred on FINAID-L as well, but I wanted to follow up with OASFAA folks to try and spread the word in case you haven't heard it from another sources. I followed up with Pat Kennedy at ED on the questions that had come up. Here is the skinny at the moment: * 2012-2013 Subsidized Direct Loans, Unsubsidized Direct Loans, and Plus (both Parent and Grad) Direct Loans with a first disbursement after June 30th will not have a rebate. Likely, that isn't news to anyone. * COD will not be able to process these loans until sometime in early July. However, until COD's March update, the exact date for accepting these changes will not be known. If you were to send a loan that includes a 0% rebate amount prior to COD being able to process this loan, it will be rejected. * ED is aware of how this affects our processing and the impact on our students in these situations. An Electronic Announcement should be forthcoming in late February or early March that explain the details of the situation. Until that time, that is as much information as Pat can share, simply because that is all he has. While we wait with bated breath for that Electronic Announcement, my suggestion would be to look at your 12-13 set up to see how you can NOT process 0% rebate loans until COD is ready. There were no changes to the proposed rule changes from those initially posted in September 2011 (as distributed to the OASFAA listserve on September 12, 2011). The rule changes are now under consideration by the Governor and the Oklahoma Legislature. The attached agenda item includes some analysis of the policy revisions as well as the actual policy amendments. The policy revisions implement several changes mandated in law by the Oklahoma Legislature. * Implementation of a statutory second family income check when the Oklahoma's Promise student begins college. The second family income limit is set in law at $100,000 federal adjusted gross income. This process will start with the 2012 high school graduates and apply to each high school graduating class thereafter. The second family income check will be done only once when the student starts college. The student/parents will be required to file a FAFSA which will be used to verify adjusted gross income. (amendments on pages 10-11; Section 610:25-23-5) * Implementation of the statutory college GPA requirement that will apply to Oklahoma's Promise college freshmen that start college in fall 2012 and each entering freshmen class thereafter. This change does not apply to any Oklahoma's Promise students that graduated high school prior to 2012. The policy changes describe how the new GPA should be calculated. Our Fall and Spring semesters are 16 weeks each and we use formula one. Summer terms can be 4 weeks or 8 weeks. For Summer, we consider 3 hours to be half-time and 6 hours to be full-time.
