[Oasfaa] Legislative update on HB 3112

HB 3112, the bill that would prohibit the payment of OKPromise awards
for remedial courses (see current version at

), passed the House late Wednesday by a 67-20 vote (the "emergency"
provision on the bill, which requires a two-thirds vote and would allow
the bill to become effective sooner than 90 days following the end of
the session failed on 55-27 vote).  The bill now moves to the Senate.
The bill was passed without questions or debate.  The bill was also
amended of the floor, without questions or debate, to include language
that would require state system institutions to offer students needing
remediation a choice between taking a regular non-credit remedial course
or a credit-earning course that also provides the remedial support (see
the text of the bill for the actual language of the amendment in Section
2 of the bill).  The bill now heads to the Senate for consideration.
