Herb graduated with a Bachelor?s degree in history from the University of Mary Hardin-Baylor in Belton, TX and received his Master?s in Public Administration from Southwest Texas State University in San Marcos, TX. Herb lived in Texas and Little Rock, AR before moving to Jonesboro in 1999. A strong supporter of education, Herb worked over 35 years in student financial aid and with student loan programs. For 30 years, he served as association leadership officer for TASFAA, AASFAA, SWASFAA and NASFAA. He also received numerous awards in recognition of his outstanding leadership in the field of student loans and financial aid. Before he passed, he served as the Campus Director of ITT Technical Institute in Little Rock, AR. Herb was a devoted member of First United Methodist Church of Jonesboro where he taught Bible and Discipleship classes. He organized and coordinated an annual fundraiser for Wayland Springs Church Camp. Survivors include his wife, Jackie Farley Brubaker of the home; 4 children: Jacquelyn Brubaker of New Orleans, Aaron (Sona) Luster of Burke, Virginia, Lauren (Matt) Barger of Dallas, Texas and Zach Luster of Jonesboro; 3 sisters: Jeannette (Fritz) Maschmann of Des Plaines, Illinois, and Lenora Donnelly and Janice Hunter both of Belton, Texas; and 2 grandchildren: Oskar and Max Luster. The NOLO website lists all the states which allow Common Law Marriage and Oklahoma is listed. There are 16 of them, but some have restrictions like "Only if before 1/1/97 ". Oklahoma does not have any restrictions on theirs. The USCIS website (Homeland Security) also lists Oklahoma as a state that does recognize Common Law Marriage and defines what is required. The Department of Labor also lists Oklahoma as a Common Law Marriage state in their Common Law Marriage Handbook. If someone from the Department of Education requests information it should come through the SAIG or official letter from the Department. Look, you have to identify a parent in the same way even when a student allows them access. There are so many ways to spoof a Fax that I won't accept requests made through a FAX either. FERPA is pretty stringent and the penalties are severe. Positive identification is necessary.
