You will see that there have been eight bills introduced to make changes to Oklahoma's Promise (see the OKPromise section). One of the bills would repeal the Oklahoma's Promise program in its entirety (see HB 1281 by Rep. Lewis Moore, R - Arcadia). Several of the other OKPromise bills are "shell" bills at this point without meaningful language in them. I've added links to the bill text for a few of the bills. We haven't found any other bills that would affect our other state grant and scholarship programs. There are bills related to the statutory authority for setting tuition and fees as well as some tuition waiver bills (see the sections on "Tuition and Fees" and "Tuition Waivers"). To find the text and more information on any of the bills, go to http://www.oklegislature.gov/BasicSearchForm.aspx and type in the bill number. The first legislative action deadline is at the end of February when bills must have passed out of committee in their House of origin. Please let me know if you have any questions. High School and College GPA requirements have been clarified. The amendments extend the numerical value of the program's minimum GPA requirements from one decimal point to two decimal points (e.g. from 2.5 to 2.50). This change clarifies that rounding is not allowed. High school students must have at least a 2.50 in the required 17-unit core curriculum AND at least a 2.50 for all courses taken in high school. 2. The statutes creating the program state that, to begin using the program award after high school, an Oklahoma's Promise student must "have graduated within the previous three (3) years." The change clarifies that the period is three calendar years. In other words, a 2012 graduate must begin college no later than the end of 2015. The permanent rule changes were approved by the Oklahoma State Regents for Higher Education at their meeting on January 31, 2013. They have been forwarded to the legislature and the governor for final review. The agenda item is attached to this e-mail. Financial Aid Administrators: Please carefully read the administrative rules that are included with the agenda item with regard to the new college GPA requirements. You may have students that are getting near the first required check. Students that appear on the eligibility list with a high school graduation year of 2012 and thereafter are subject to the new requirements. The first check requires at least a 2.00 cumulative GPA (1.99 is unacceptable) at the end of the semester in which the student earns their 60th credit hour. Please notify the Oklahoma's Promise office if you have students that fail to meet this requirement. Additional GPA requirements are also clarified in the attachment. Irala K. Please review the award criteria and submit nominations for each award to me by February 18, 2013. The recipients will be announced at the Spring 2013 conference. * Philo Brasher Emerging Leadership Award: This award was established by SWASFAA in honor of Philo Brasher who served many years in the association. The OASFAA Board of Directors selects a member, which is announced at the spring conference. The recipient should be an individual that has served OASFAA and made a contribution to the Association. OASFAA will pay the registration fee to the SWASFAA annual conference on behalf of the Oklahoma award winner. OASFAA will also match the $250 that SWASFAA donates to the general scholarship fund of the recipients' school. * Honorary Membership Award: Honorary Membership in OASFAA is the highest honor that the Association can bestow on a person who is neither a member nor affiliated with a member organization. Since this is the highest award that OASFAA can give, the individual receiving it must have made truly outstanding contributions to the Association and to the profession over a sustained period of time. It is not expected that honorary membership will be granted in recognition of a single accomplishment, but for continued efforts over a period of time. Honorary membership will be conferred only with the approval of the majority of the Board of Directors. Honorary members are extended the same membership privileges as Associate members. * Distinguished Service Award: This award is intended to recognize a practicing student financial aid professional at an institution. He/she should have contributed unique and long lasting efforts to the association, the profession, or the cause of financial aid in Oklahoma. In general, presentation of the awards will occur at the spring conference of the association. * Partner Award The Partner Award may be made by the Association to another individual, not a practicing aid administrator, whose efforts are important to advancing the profession or the needs of students in Oklahoma. The following guidelines should be observed in selecting recipients of the award: 1. A solicitation for nominees for the award should be made to all members through a posting on the OASFAA website and through the listserv. 2. Nominations must be made by active members and must be supported by two other members of the association. 3. Only active members of the association are eligible for nomination. 4. The Advisory Committee shall evaluate nominations for the award and make a recommendation to the Board of Directors. The Board of Directors has the final decision regarding the selection of recipients. 5. No current member of the Advisory Committee or voting member of the Board of Directors is eligible for the award. Please e-mail your nominees for the Philo Brasher, Honorary Membership, Distinguished Service, and Partner Awards, to me with the reasons you believe the person should be chosen to receive the award by Wednesday, February 18, 2013. The bill was then heard in the full House Appropriations and Budget Committee on Wednesday, Feb. 13, where, after much discussion, was amended to set the second income check limit at $75,000 rather than $50,000. Based on our most recent data, we estimate that about 5% (roughly 250 students) of each entering OKPromise college freshmen class have family incomes between $75,000 - $100,000. These students would be eliminated from the program under the bill as amended. The bill's next stop will be the House floor. We will continue to monitor this bill very closely. Another OKPromise bill is expected to be added to the tracking list in future weeks. HB 1770 relates to the high school course curriculum required for OKPromise students. You can see the most recent text of the bill at http://webserver1.lsb.state.ok.us/cf_pdf/2013-14%20COMMITTEE%20SUBS/HCS/HB1770%20CS.PDF The bill passed the House Higher Education and Career Technology Education Committee this week. You will also notice action on a couple of bills in the Tuition Waiver section toward the end of the document. Let me know if you have questions. If you would like to make a nomination for one of the awards listed below, please e-mail your nominees to me with the reasons you believe the person should be chosen to receive the award. She mentioned that we had to have signed the MOU with the DOD in order to participate and although I didn't know it, we apparently had signed the MOU (different story for a different day.) So, all that to say, does anyone know anything about this program? Who is this Dominique person that continues to call everyone on campus until she gets the answer she wants (yes)? Thanks in advance for any light you can shed on this issue for me. Jonna -------------- next part -------------- An HTML attachment was scrubbed...
