Yesterday, Feb. 28, was the deadline for bills to be passed out of committee in their house of origin. Of the OKPromise bills, four are still alive. HB 1721, which would lower the second family income check, has passed out of committee and is pending action on the House floor. This is one the we are following very closely and which could possibly have a significant impact. The current version of the bill would lower the second income check from $100,000 to $75,000 (a 3% reduction in each incoming college freshmen class of OKPromise students). A proposed amendment has been filed for possible consideration on the House floor to lower the second income check limit to $60,000 (a 10% reduction). As originally passed in the first subcommittee action on the bill, the second income check limit was set at $50,000 (an 18% reduction). We'll let you know when there is further action on the bill. OKPromise Impact by Legislative District: Our agency has created information sheets for each individual House and Senate member showing some OKPromise data specific to their district - number of 2012 high school seniors that earned the scholarship, number of 8th-12th grade students enrolled in the program from the schools in their district, number of award recipients at colleges or universities in or near their district. The information sheets are available on the State Regents website (list by the legislator's name) at http://www.okhighered.org/leg-info/okpromise/ . Representative Murphey offered a committee substitute that directs the State CIO to place certain financial information on data.ok.gov. The State CIO should make public a month-to-month accounting of each fund and account in which state monies are kept. This data should include the name of the fund, state agency which utilizes the fund and the amount of expenditures from the fund occurring in each month. The site should also include a listing of exception requests from mandatory statewide purchasing contracts, disposition of each exception request, the state agency requesting the exception and identification of the contract and specific item for which the exception was requested. Finally, the site should place a list of total monthly expenditures by each state agency. As finally passed by the House after being amended on the floor, the bill would lower the second family income check level in the Oklahoma's Promise program from $100,000 to $60,000. Our data indicates that if the second income check limit were set at $60,000, about 10% of each entering freshmen class of OKPromise students in college would be disqualified (roughly 500 out of each entering class of about 5,000 freshmen). By Michael McNutt Published: March 5, 2013 Daily Oklahoman House Democrats came up short Monday in their attempt to kill a bill that would lower the income cap on the Oklahoma's Promise scholarship program for low-income students. Over a period that lasted more than two hours, Democrats accused Republicans of penalizing the college scholarship program by cutting its funding while at the same time seeking personal income tax cuts that would result in the state losing nearly 10 times that amount in revenue. Rep. Leslie Osborn, R-Mustang, the author of House Bill 1721, countered that her intent is to ensure the program does indeed serve low-income families. HB 1721 would change the income requirements on the scholarship program, lowering the income cap for the families of students entering college on the scholarship from $100,000 to $60,000. Democrats on the House of Representatives floor got agitated when Rep. Paul Wesselhoft, R-Moore, successfully made a motion to limit the time of debate. The first month of this year's session, which began Feb. 4, went by calmly. About 20,000 students are enrolled in the Oklahoma Promise scholarship program, said Ben Hardcastle, spokesman for the state Regents for Higher Education. The program was created 21 years ago; to qualify then, a family could make no more than $24,000 a year. That later rose to $32,000 and then to $50,000. Contentious enough on its own merit, House Bill 1721 by Rep. Leslie Osborn, R-Mustang, became a battleground over power and priorities when the Republican majority moved to limit debate on the measure. The Democratic minority kept the House tied up for more than an hour with a succession of motions and parliamentary maneuvers requiring 13 roll call votes until the Republicans relented. The actual vote on the bill - 56-37 in favor with eight absent - was something of an anti-climax. Osborn said Oklahoma's Promise, started in the 1990s strictly for low-income families, had outgrown its original intent and needed to be trimmed back. Osborn said the cost of the program has gone from $4.5 million in 2002 to $63 million. Democrats - and a few Republicans - argued against anything that discourages Oklahomans from going to college. Democrats badgered Denney, during questions on her amendment, about why Republicans believed the state couldn't afford $1.7 million for college scholarships while advocating a $160 million reduction in income and franchise taxes. When Rep. Paul Wesselhoft, R-Moore, moved to advance the question - a parliamentary move that limits debate to a total of 15 minutes - Inman declared war on the majority. All agreements to limit delaying tactics, he said, were off. "Reverse this decision and we'll go away from here singing 'Kumbaya'," Inman said. "If you don't, my caucus will fight and scratch for everything we can get." Finally, Wesselhoft apologized for his motion, saying it was made out of frustration that some of his bills weren't on the floor calendar. We can have Justin Draeger use the suite on Tuesday night, they will then clean the suite and Lisa Hopper will have the suite for the remainder of the conference. 3. We checked out the Chuy's Mexican restaurant, which is close to the hotel, and they can reserve space for us for Tuesday night dinner. We are going to push the dinner back to 6:30, then the board meeting at 8:00 back at the hotel. Please encourage people to register for the conference. The training will be on Friday, April 5th at the Northeast Campus of Tulsa Community College. We have two sessions planned for the day. The morning session will be a in depth look at various income based repayment options available to student borrowers. While income based repayment has been available for many years there have been significant changes and additions to the programs in recent years. The afternoon session will focus on bridging the communication gap between generations. We all communicate on a daily basis with individuals that have various ways of communicating. Frequently, these differences are amplified when there is an age difference between the two parties. We will work to identify and overcome some of those differences. We will begin at 10:00 AM and finish by 3:00 PM. Lunch is provided. There is no charge for OASFAA members. There is a $10.00 per person fee for non-members. The morning session will be a in depth look at various income based repayment options available to student borrowers. While income based repayment has been available for many years there have been significant changes and additions to the programs in recent years. The afternoon session will focus on bridging the communication gap between generations. We all communicate on a daily basis with individuals that have various ways of communicating. Frequently, these differences are amplified when there is an age difference between the two parties. We will work to identify and overcome some of those differences. We will begin at 10:00 AM and finish by 3:00 PM. Lunch is provided. There is no charge for OASFAA members. There is a $10.00 per person fee for non-members. Conduct evaluations, interviews, selection, contract negotiation, and fee negotiation processes; and 4. Provide contract management services after award of a construction management or consultant contract. The educational institution may recover damages in the amount of the sanctions, penalties or economic losses incurred as a result of the conduct of the third party. Textbooks HB 1434// Representative Mike Turner and Senator Ralph Shortey// The legislation creates legislative intent to give students more information about the textbook, instructional material and other costs associated with each course. Specifically, higher education faculty and staff members when developing a syllabus for a course to must include in the syllabus the cost of: a. all instructional materials required for the course, b. any license which the student may be required to acquire in order to access on-line or supplemental course-specific material and c. any laboratory fees required for the course. Tuition Waivers SB 423// Senator John Sparks and Representative Emily Virgin// The legislation allows for students who have received a diploma from a public Oklahoma High School to receive resident tuition. SB 486// Senator Frank Simpson and Representative Pat Ownbey// The legislation allows for a one hundred percent (100%) disabled veteran of any branch of the United States Armed Forces, their spouse and dependents, to attend any state support institution without payment of tuition or fees. The legislation was amended to say the member must have been discharged or released under conditions other than dishonorably from the military while at a military installation located in Oklahoma. The training will be on Friday, April 5th at the Northeast Campus of Tulsa Community College. We have two sessions planned for the day. The morning session will be a in depth look at various income based repayment options available to student borrowers. While income based repayment has been available for many years there have been significant changes and additions to the programs in recent years. The afternoon session will focus on bridging the communication gap between generations. We all communicate on a daily basis with individuals that have various ways of communicating. Frequently, these differences are amplified when there is an age difference between the two parties. We will work to identify and overcome some of those differences. We will begin at 10:00 AM and finish by 3:00 PM. Lunch is provided. There is no charge for OASFAA members. There is a $10.00 per person fee for non-members.
