Hi All,

I was sorry to see that one of OASFAA's funniest entertainers recently passed away. You old timers may remember Don White who was a hypnotist. The first time I saw Don was at an OASFAA conference almost 30 years ago. It was the fall of 1986 at the Hilton Inn in OKC. Heck, some of you young whippersnappers were just a gleam in your parents eyes back then.

Anyway, I had been in OASFAA for about six years and was just getting to know some of the OASFAA personalities  - Ed Queeny, Warren Wilson, Rhonda Freeman, Mary Coffey, David Horn, Chuck Pappan, Richard Dean, Dave Barrett, Elton Davis, Archie Gwartney, Don Matthews, Carole Pence and even Pam McConahay just to name a few.

Well, Don was the banquet entertainment, and it was one of the funniest things I have ever seen! If you have ever seen a hypnotist perform, when you know the people involved it makes the show a gazillion times more funny. He had people doing things completely out of their character. But he was a gentleman, nothing morally inappropriate of course. We were laughing ourselves to tears; it was hilarious! Too bad we didn't have cell phones back then!

We had Don come back once in subsequent years, however that story is for another day.

I'm sure you have some interesting personalities in the association today, but back in the 80's there were some real corkers! "Hall of Famers" is what we called them.  Someday when I have more time, I'll have to tell you the story of a presentation by Henry Pace whose topic was "Meeting Unmet Need". Yes, as they say, those were the days...

I wasn't at the meeting in 1986 but I think I was at the next show Don did
and if I'm not mistaken, *you* were part of the entertainment!!!  I do
remember Cheryl Lyons crying because she thought Floy Parkhill was lying to
the hypnotist!!  It was a very good show!!

Okay, even though I was a baby in financial aid at that time, I too remember that conference and Larry I do remember you being very entertaining.  It really was a good show, very funny.  Wow, those were the days, I remember everyone you listed, seems ages ago.  I guess it was.

OK, if Larry is going to name names, you have to know about HIS performance.

He danced (not well)  & played an imaginary guitar as Hank Williams Jr.  BUT the best part was when the hypnotist convinced him that his buttocks had been removed.  He was then directed to sit in a chair on stage, which he kept trying to do just to swoop up as he realized he had nothing to sit on. Don kept asking him why he wouldn't sit down...all Larry would say was "I can't."  (Never did the words butt, hiney, or even posterior pass his lips.)  Finally he was told a woman in the audience had his behind & he just needed to sit in her lap & twist to lock it back on so he did....and was awakened while still in her lap.   Mary Mowdy & I were crying laughing & desperate for it to be over because we were about to wet our pants.

They say you won't do anything under hypnosis that conflicts with your values or personality & I know that's true.  I actually went to see Don White to get hypnotized to lose weight.  I'm still fat and Larry was & still is a gentleman!

If you have ever seen a hypnotist perform, when you know the people involved it makes the show a gazillion times more funny. He had people doing things completely out of their character. But he was a gentleman, nothing morally inappropriate of course. We were laughing ourselves to tears; it was hilarious! Too bad we didn?t have cell phones back then!

We had Don come back once in subsequent years, however that story is for another day.

I?m sure you have some interesting personalities in the association today, but back in the 80?s there were some real corkers! ?Hall of Famers? is what we called them.  Someday when I have more time, I?ll have to tell you the story of a presentation by Henry Pace whose topic was ?Meeting Unmet Need?. Yes, as they say, those were the days?

I was there as well.  Of course I was also just a baby then.  Great times
and wonderful memories.  I agree with Myrna that it would be great to visit

I also remember that Larry?s boots somehow ended up on his wrong feet and he imagined a chicken was hatching in the lap of the person next to him.  I also remember laughing so hard I had sore muscles the next day.  Aren?t you glad you opened up this can or worms Larry?  I?m glad.  It?s good to visit some really good times in our past.

Boy, does that bring back great memories, well some were great.  To all you old Pharts I am still around and my mind is still sharp.  As you all noticed I did not bring up one thing.  For a small fee of $25.00 a month from each, I will keep my memories to myself. No one will hear about King Casey, The paddle boat captain, the OASFAA football games, po Sam the bar tender, being kicked off Southwest airlines for protesting the no goober policy (right R. D.).  How we lived through it I will never know.

Hi All,

I was sorry to see that one of OASFAA's funniest entertainers recently passed away. You old timers may remember Don White who was a hypnotist. The first time I saw Don was at an OASFAA conference almost 30 years ago. It was the fall of 1986 at the Hilton Inn in OKC. Heck, some of you young whippersnappers were just a gleam in your parents eyes back then.

Anyway, I had been in OASFAA for about six years and was just getting to know some of the OASFAA personalities  - Ed Queeny, Warren Wilson, Rhonda Freeman, Mary Coffey, David Horn, Chuck Pappan, Richard Dean, Dave Barrett, Elton Davis, Archie Gwartney, Don Matthews, Carole Pence and even Pam McConahay just to name a few.

Well, Don was the banquet entertainment, and it was one of the funniest things I have ever seen! If you have ever seen a hypnotist perform, when you know the people involved it makes the show a gazillion times more funny. He had people doing things completely out of their character. But he was a gentleman, nothing morally inappropriate of course. We were laughing ourselves to tears; it was hilarious! Too bad we didn't have cell phones back then!

We had Don come back once in subsequent years, however that story is for another day.

I'm sure you have some interesting personalities in the association today, but back in the 80's there were some real corkers! "Hall of Famers" is what we called them.  Someday when I have more time, I'll have to tell you the story of a presentation by Henry Pace whose topic was "Meeting Unmet Need". Yes, as they say, those were the days...

I do remember your performance Larry, playing the air guitar and also remember being in the same shape of Pam and Mary were that Pam mentioned in her email. You know, the new generation of OASFAA members reading all this are probably thinking ?who are these people who are hijacking our listserv?? All I can say is, we?re lurking, keeping our eye on you. Your predecessors in financial aid formed wonderful friendships and had some great times together! We urge you to do the same. Don?t be shy. Take some chances. Step out and have some fun. Expand your comfort zone. Get to know each other. Some of you quiet ones be the volunteers for center stage. Sounds like your chance is coming at the spring OASFAA conference, so be bold and make some new memories. You?ll never regret it. Well, actually you might regret it at first, but you?ll get over it. Ha! Best wishes to you all.

I also remember that Larry?s boots somehow ended up on his wrong feet and he imagined a chicken was hatching in the lap of the person next to him.  I also remember laughing so hard I had sore muscles the next day.  Aren?t you glad you opened up this can or worms Larry?  I?m glad.  It?s good to visit some really good times in our past.

Conference Registration Reminder:

Register at http://oasfaaok.org/ for the OASFAA 2014 Spring Conference "The Spirit of Oklahoma". Credit card payments will be accepted at conference.

            Registration for members: $150

            Registration for non-members: $200

            Wednesday only registration for members and non-members: $25

            Thursday only registration for members and non-members: $100

            Friday only registration for members and non-members: $25

Anyone who wishes to attend the conference for more than one day must pay the full registration fee of $150 ($200 for non-member)

The last day to register is April 9th. A $25 late fee will be assessed to the cost of registration after April 9th.

After completing registration you will receive a confirmation email, please use this email as your invoice.

The service project for our OASFAA spring conference, "The Spirit of Oklahoma", will be helping with needs of Briarwood Elementary and Plaza Towers Elementary.  Both school were greatly affected by the May tornadoes that ravaged our state this past year.  We will have a variety of 20 gift baskets that you will have the opportunity to win.  For every dollar donation that you give, you will receive a ticket to be put into the basket of your choice.  We will be taking donations Wednesday and Thursday until 4:30.  Your donations can be made by either cash or check.  The drawings for the baskets will be during the dinner Thursday night.  You must be present to win or you may leave your ticket with a trusted friend who will be present, if you are not able to stay.  We have put together 3 teams for a little friendly competition.  Our gracious team captains will be Ron Hancock, Penny Gandy and Wayne Sparks! I wonder who will Kiss a Pig. We look forward to see each of you at the conference this year!

Entertainment will be provided by Mike Breeze comedy Hypnotist. Watch as the volunteers become the stars of the show as Mike alters their personalities, changes their environments and invites us to tag along to experience the excitement.

Conference Registration Reminder:

Register at http://oasfaaok.org/ for the OASFAA 2014 Spring Conference "The Spirit of Oklahoma". Credit card payments will be accepted at conference.

            Registration for members: $150

            Registration for non-members: $200

            Wednesday only registration for members and non-members: $25

            Thursday only registration for members and non-members: $100

            Friday only registration for members and non-members: $25

Anyone who wishes to attend the conference for more than one day must pay the full registration fee of $150 ($200 for non-member)

The last day to register is April 9th. A $25 late fee will be assessed to the cost of registration after April 9th.

After completing registration you will receive a confirmation email, please use this email as your invoice.

The service project for our OASFAA spring conference, "The Spirit of Oklahoma", will be helping with needs of Briarwood Elementary and Plaza Towers Elementary.  Both school were greatly affected by the May tornadoes that ravaged our state this past year.  We will have a variety of 20 gift baskets that you will have the opportunity to win.  For every dollar donation that you give, you will receive a ticket to be put into the basket of your choice.  We will be taking donations Wednesday and Thursday until 4:30.  Your donations can be made by either cash or check.  The drawings for the baskets will be during the dinner Thursday night.  You must be present to win or you may leave your ticket with a trusted friend who will be present, if you are not able to stay.  We have put together 3 teams for a little friendly competition.  Our gracious team captains will be Ron Hancock, Penny Gandy and Wayne Sparks! I wonder who will Kiss a Pig. We look forward to see each of you at the conference this year!

Entertainment will be provided by Mike Breeze comedy Hypnotist. Watch as the volunteers become the stars of the show as Mike alters their personalities, changes their environments and invites us to tag along to experience the excitement.

Below is the state legislative update for last week.  This Thursday, April 10 is the deadline for bills to be passed out of committee in the opposite house.  Those bills passed out of committee will then be subject to an April 24 deadline for action on the floor of the opposite house (Senate bills in the House and vice-versa).

OKPromise

HB 3211// Representative Jeff Hickman and Senator Jim Halligan// The legislation requires an OKPromise student to enroll in a minimum of thirty (30) credit hours each academic year. Each institution of higher education may establish a policy to approve exceptions to this requirement for hardship circumstances as determined by the institution. The institution shall provide a copy of the policy to the Oklahoma State Regents for Higher Education. After the end of each academic year, each institution shall submit a report to the Oklahoma State Regents for Higher Education providing the total number of exceptions approved and a summary of the exceptions by type of hardship;
UPDATE:  The legislation passed out of the Senate Education Committee on March 24, 2014 and passed out of the Senate Appropriations Committee on March 26, 2014.  The title and enacting clause are off the legislation.

SB 1829// Senator Corey Brooks and Representative Lisa Billy// The legislation allows a student to be eligible for resident tuition if the student presents to the institution valid documentation of participation in the Air Force Reserve Officers' Training Corps, Army Reserve Officers' Training Corps or the Navy/Marines Reserve Officers' Training Corps.
UPDATE:  The legislation passed out of the House Appropriations Subcommittee on Higher Education on April 3, 2014.

SB 1223// Senator Frank Simpson// The legislation creates the 9/11 G.I. Bill.  The bill allows a one-hundred-percent-disabled veteran of any branch of the United States Armed Forces, including the United States Army, the United States Navy, the United States Marine Corps, the United States Air Force, the United States Coast Guard or the Oklahoma National Guard, whose injuries were sustained while on active duty and in the performance of his or her duties and his or her spouse and children, to be entitled to attend any state-supported technology center school operating under the State Board of Career and Technology Education or any institution within The Oklahoma State System of Higher Education without payment of tuition or fees.

HJR 1026// Representative Dan Fisher and Senator Greg Treat// The joint resolution affirms that it is the fundamental right of each individual citizen to keep and to bear arms.  It restricts the state from imposing laws on licensure, registration or special taxation on the acquisition, ownership or possession of arms, ammunition, or the components of arms or ammunition.
UPDATE:  The legislation passed out of the Senate Rules Committee on April 2, 2014.  The title is off the legislation.

HB 2887// Representative John Enns and Senator AJ Griffin// The legislation allows a college or university to establish a policy for the general public in lieu of written permission to each individual licensee.  A college or university that provides written consent for an individual or provides a policy that allows a concealed or unconcealed weapon on property is immune from liability arising from that decision.
UPDATE:  The legislation has been assigned to the Senate Public Safety Committee.


Administrative Procedures Act

SB 1694// Senator Eddie Fields and Representative Harold Wright// The legislation eliminates language regarding the expulsion of a student.
UPDATE:  The legislation has passed out of the House on April 3, 2014 with a vote of 82-2.

Teacher Prep

HB 2885// Representative Ann Coody//  The legislation directs the Oklahoma Commission for Teacher Preparation to work with the Oklahoma State Regents for Higher Education and the various institutions of higher education to establish a paid teacher internship program at each institution for prospective teachers. The purpose of each program shall be to provide mentorship and support for prospective teachers. Students enrolled in a teacher education program and students enrolled in an alternative placement program shall be eligible to participate in the program.
UPDATE:  The legislation passed out of the Senate Education Committee on March 24, 2014 and passed out of the Senate Appropriations Committee on March 26, 2014.  The title and enacting clause are off the legislation.

HB 2611// Representative Randy McDaniel// The legislation amends the definition section of ?regular annual compensation? to exclude clinical related activity performed in Oklahoma State University Center for Health Sciences (OSU-CHS) Professional Practice Plan.

Open Records

SB 1577// Senator Sean Burrage//  The legislation creates an exemption to the Open Records Act.  It allows higher education institutions to keep confidential  1) business plans, feasibility studies, financing proposals, marketing plans, financial statements or trade secrets submitted by a person or entity seeking economic advice, business development or customized training from such Departments or school districts, and 2) proprietary information of the business submitted to the Department or school districts for the purpose of business development or customized training, and related confidentiality agreements detailing the information or records designated as confidential, and 3) information compiled by such Departments or school districts in response to those submissions.
UPDATE:  The legislation passed out of the House Higher Education Committee on April 1, 2014.


Task Forces/ Advisory Committees

SB1181 // Senator Ron Sharp and Representative Justin Wood//  The legislation establishes criteria for designation as a STEM Community or STEM Region.   The application process shall be outlined by a subcommittee of an existing STEM education or workforce committee or board, to be identified by the Governor.  The creation, sustainment and execution of the subcommittee shall be the responsibility of the Coalition for the Advancement of Science and Mathematics Education in Oklahoma (CASMEO).  The application process shall be based on criteria established by the subcommittee. The criteria for designation as a STEM Community or STEM
Region shall include a requirement that educators, administrators, business leaders, students, parents, government officials and business and industry groups within a community or region create awareness, promote partnerships with education and industry, develop and execute action plans for improving STEM education and training, identify and acquire the needed resources to improve STEM education and training and identify and accumulate STEM data within the community or region, including but not limited to kindergarten through twelfth grade test results, the number of STEM-related degree holders in the local workforce, the number of STEM-related
degrees conferred and the number of STEM-related certifications or credentials obtained.  The region or community shall also develop a plan to recognize and promote successes in both student and teacher accomplishments in the STEM area within the community or region.
UPDATE:  The legislation has been assigned to the House Common Education Committee.

Veterans/Military

SB 1830// Senator Corey Brooks and Representative Gary Banz// The legislation allows men and women who are enrolled at a higher education institution and are in the active uniformed military services to take a leave of absence if called into active duty.  If an institution within The Oklahoma State System of Higher Education fails to comply with the provisions of this act, the student may bring an action in district court for actual and compensatory damages for noncompliance and may be granted such relief as is just and proper under the circumstances.
UPDATE:  The legislation passed out of the House on April 1, 2014 with a vote of 93-0.


Other

SB 1505// Senator David Holt and Representative Leslie Osborn// The legislation authorizes state agencies, at their discretion, to offer their employees an option to voluntarily elect to be paid, one time annually, for a certain number of hours of unused accrued annual leave. This policy will be optional for all eligible employees, and the employee may choose the monthly pay period in which he or she elects to receive such payment.
UPDATE:  The legislation has been assigned to the House Appropriations and Budget Committee.

SB 1966// Senator Anthony Sykes and Representative Jon Echols// The legislation requires Commissioners of the Land Office to employ only the Office of the Attorney General of Oklahoma in all matters.  It also provides that funds that are not paid prior to certain time limits be calculated at a different rate of interest.
UPDATE: The legislation has been assigned to the House Appropriations and Budget Committee.

HB 2669// Representative David Derby// The legislation creates the Information Technology Act of 2014.  The legislation state that unless a state agency has internal expertise to conduct the risk assessment and can submit certification of such expertise along with the annual information security risk assessment, the risk assessment shall be conducted by a third party. The Information Services Division of the Office of Management and Enterprise Services shall approve not less than two third-party firms which state agencies may choose from to conduct the information security risk assessment. A state agency with an information technology system that is not consolidated under the Information Technology Consolidation and Coordination Act or that is otherwise retained by the agency shall submit a final report of information security risk assessment to the Information Services Division by the first day of December of each year.

HB 2873// Representative Tom Newell and Senator Greg Treat// The legislation requires institutions of higher education not to take action or enforce a policy that would deny a religious student association any benefit available to any other student association.  In addition, no higher education institution may substantially burden a student?s exercise of religion.
UPDATE:  The legislation passed out of the Senate Education Committee on March 31, 2014.  The title is off the legislation.

SB 2080// Senator Nathan Dahm and Representative Ken Walker// The legislation creates the ?Memorandum of Understanding Act.  The act requires agencies to post on a website and provide copies to appropriate legislative committee chairs any memorandum of understanding agreement entered into by the agencies.
UPDATE:  The legislation has been assigned to the House Government Modernization Committee.

SB 1639// Senator Brian Bingman and Representative Elise Hall// The legislation creates the Quality Workforce Act.  This act allows businesses that receive approval from the Oklahoma Department of Commerce to receive tax rebates if they pay for an employee to receive their associate degree, an industrial or vocational license or to complete a certification program.
UPDATE:  The legislation has been assigned to the House Appropriations and Budget Committee.

The service project for our OASFAA spring conference, "The Spirit of Oklahoma", will be helping with needs of Briarwood Elementary and Plaza Towers Elementary.  Both school were greatly affected by the May tornadoes that ravaged our state this past year.  We will have a variety of 20 gift baskets that you will have the opportunity to win.  For every dollar donation that you give, you will receive a ticket to be put into the basket of your choice.  We will be taking donations Wednesday and Thursday until 4:30.  Your donations can be made by either cash or check.  The drawings for the baskets will be during the dinner Thursday night.  You must be present to win or you may leave your ticket with a trusted friend who will be present, if you are not able to stay.  We have put together 3 teams for a little friendly competition.  Our gracious team captains will be Ron Hancock, Penny Gandy and Wayne Sparks! I wonder who will Kiss a Pig. We look forward to see each of you at the conference this year!

Entertainment will be provided by Mike Breeze comedy Hypnotist. Watch as the volunteers become the stars of the show as Mike alters their personalities, changes their environments and invites us to tag along to experience the excitement.

OKPromise

HB 3211// Representative Jeff Hickman and Senator Jim Halligan// The legislation requires an OKPromise student to enroll in a minimum of thirty (30) credit hours each academic year. Each institution of higher education may establish a policy to approve exceptions to this requirement for hardship circumstances as determined by the institution. The institution shall provide a copy of the policy to the Oklahoma State Regents for Higher Education. After the end of each academic year, each institution shall submit a report to the Oklahoma State Regents for Higher Education providing the total number of exceptions approved and a summary of the exceptions by type of hardship;
UPDATE:  The legislation passed out of the Senate Education Committee on March 24, 2014 and passed out of the Senate Appropriations Committee on March 26, 2014.  The title and enacting clause are off the legislation.

UPDATE:  The legislation passed out of the House Appropriations Subcommittee on Higher Education on April 3, 2014.

SB 1223// Senator Frank Simpson// The legislation creates the 9/11 G.I. Bill.  The bill allows a one-hundred-percent-disabled veteran of any branch of the United States Armed Forces, including the United States Army, the United States Navy, the United States Marine Corps, the United States Air Force, the United States Coast Guard or the Oklahoma National Guard, whose injuries were sustained while on active duty and in the performance of his or her duties and his or her spouse and children, to be entitled to attend any state-supported technology center school operating under the State Board of Career and Technology Education or any institution within The Oklahoma State System of Higher Education without payment of tuition or fees.

SB 1694// Senator Eddie Fields and Representative Harold Wright// The legislation eliminates language regarding the expulsion of a student.

Teacher Prep

HB 2885// Representative Ann Coody//  The legislation directs the Oklahoma Commission for Teacher Preparation to work with the Oklahoma State Regents for Higher Education and the various institutions of higher education to establish a paid teacher internship program at each institution for prospective teachers. The purpose of each program shall be to provide mentorship and support for prospective teachers. Students enrolled in a teacher education program and students enrolled in an alternative placement program shall be eligible to participate in the program.
UPDATE:  The legislation passed out of the Senate Education Committee on March 24, 2014 and passed out of the Senate Appropriations Committee on March 26, 2014.  The title and enacting clause are off the legislation.

HB 2611// Representative Randy McDaniel// The legislation amends the definition section of ?regular annual compensation? to exclude clinical related activity performed in Oklahoma State University Center for Health Sciences (OSU-CHS) Professional Practice Plan.

Open Records

SB 1577// Senator Sean Burrage//  The legislation creates an exemption to the Open Records Act.  It allows higher education institutions to keep confidential  1) business plans, feasibility studies, financing proposals, marketing plans, financial statements or trade secrets submitted by a person or entity seeking economic advice, business development or customized training from such Departments or school districts, and 2) proprietary information of the business submitted to the Department or school districts for the purpose of business development or customized training, and related confidentiality agreements detailing the information or records designated as confidential, and 3) information compiled by such Departments or school districts in response to those submissions.
UPDATE:  The legislation passed out of the House on April 10, 2014 with a vote of 75-5.


Task Forces/ Advisory Committees

SB1181 // Senator Ron Sharp and Representative Justin Wood//  The legislation establishes criteria for designation as a STEM Community or STEM Region.   The application process shall be outlined by a subcommittee of an existing STEM education or workforce committee or board, to be identified by the Governor.  The creation, sustainment and execution of the subcommittee shall be the responsibility of the Coalition for the Advancement of Science and Mathematics Education in Oklahoma (CASMEO).  The application process shall be based on criteria established by the subcommittee. The criteria for designation as a STEM Community or STEM
Region shall include a requirement that educators, administrators, business leaders, students, parents, government officials and business and industry groups within a community or region create awareness, promote partnerships with education and industry, develop and execute action plans for improving STEM education and training, identify and acquire the needed resources to improve STEM education and training and identify and accumulate STEM data within the community or region, including but not limited to kindergarten through twelfth grade test results, the number of STEM-related degree holders in the local workforce, the number of STEM-related
degrees conferred and the number of STEM-related certifications or credentials obtained.  The region or community shall also develop a plan to recognize and promote successes in both student and teacher accomplishments in the STEM area within the community or region.
UPDATE:  The legislation passed out of the House Common Education Committee on April 8, 2014.

Veterans/Military

SB 1830// Senator Corey Brooks and Representative Gary Banz// The legislation allows men and women who are enrolled at a higher education institution and are in the active uniformed military services to take a leave of absence if called into active duty.  If an institution within The Oklahoma State System of Higher Education fails to comply with the provisions of this act, the student may bring an action in district court for actual and compensatory damages for noncompliance and may be granted such relief as is just and proper under the circumstances.
UPDATE: Governor Fallin signed the measure on April 7, 2014.


Other

SB 1505// Senator David Holt and Representative Leslie Osborn// The legislation authorizes state agencies, at their discretion, to offer their employees an option to voluntarily elect to be paid, one time annually, for a certain number of hours of unused accrued annual leave. This policy will be optional for all eligible employees, and the employee may choose the monthly pay period in which he or she elects to receive such payment.
UPDATE:  The legislation passed out of the House Appropriations and Budget Committee on April 7, 2014.

SB 1966// Senator Anthony Sykes and Representative Jon Echols// The legislation requires Commissioners of the Land Office to employ only the Office of the Attorney General of Oklahoma in all matters.  It also provides that funds that are not paid prior to certain time limits be calculated at a different rate of interest.
UPDATE: The legislation passed out of the House Appropriations and Budget Committee on April 9, 2014.

HB 2669// Representative David Derby// The legislation creates the Information Technology Act of 2014.  The legislation state that unless a state agency has internal expertise to conduct the risk assessment and can submit certification of such expertise along with the annual information security risk assessment, the risk assessment shall be conducted by a third party. The Information Services Division of the Office of Management and Enterprise Services shall approve not less than two third-party firms which state agencies may choose from to conduct the information security risk assessment. A state agency with an information technology system that is not consolidated under the Information Technology Consolidation and Coordination Act or that is otherwise retained by the agency shall submit a final report of information security risk assessment to the Information Services Division by the first day of December of each year.

HB 2873// Representative Tom Newell and Senator Greg Treat// The legislation requires institutions of higher education not to take action or enforce a policy that would deny a religious student association any benefit available to any other student association.  In addition, no higher education institution may substantially burden a student?s exercise of religion.
UPDATE:  The legislation passed out of the Senate Education Committee on March 31, 2014.  The title is off the legislation.

SB 2080// Senator Nathan Dahm and Representative Ken Walker// The legislation creates the ?Memorandum of Understanding Act.  The act requires agencies to post on a website and provide copies to appropriate legislative committee chairs any memorandum of understanding agreement entered into by the agencies.
UPDATE:  The legislation has been assigned to the House Government Modernization Committee.

SB 1639// Senator Brian Bingman and Representative Elise Hall// The legislation creates the Quality Workforce Act.  This act allows businesses that receive approval from the Oklahoma Department of Commerce to receive tax rebates if they pay for an employee to receive their associate degree, an industrial or vocational license or to complete a certification program.
UPDATE:  The legislation passed out of the House Appropriations and Budget Committee on April 7, 2014.

It is definitely ok to tell your board?or anyone else your draft rate.
It is institutional information that you are free to share. The flip side is that you want to make sure they understand what a ?draft ? rate is so they do not misconstrue it as official.

I think if you are happy/excited about the number it wouldn?t be a bad thing to do. The official number very rarely if ever is higher than the draft so it?s not like you will come to them later in the year with some really bad news.

I think you are safe to tell them.  The only reason it will change is if you are going to contest some of the students and in that case it would only go down.

Subject: [Oasfaa] OASFAA Service Project

The service project for our OASFAA spring conference, "The Spirit of Oklahoma", will be helping with needs of Briarwood Elementary and Plaza Towers Elementary.  Both schools were greatly affected by the May tornadoes that ravaged our state this past year.  We will have a variety of 20 gift baskets that you will have the opportunity to win.  For every dollar donation that you give, you will receive a ticket to be put into the basket of your choice.  We will be taking donations Wednesday and Thursday until 4:30.  Your donations can be made by cash or check. Please make checks payable to Moore Public Schools Tornado Relief.   The drawings for the baskets will be during dinner Thursday night.  You must be present to win or you may leave your ticket with a trusted friend who will be present, if you are not able to stay.  We have put together 3 teams for a little friendly competition.  Our gracious team captains will be Ron Hancock, Penny Gandy and Wayne Sparks! I wonder who will Kiss a Pig.

Summary of Responsibilities:  The Director of Student Financial Assistance works under the general direction of the Dean of Student Services.  The Director is responsible for managing the student financial aid program including federal, state and local funds.  The Director is responsible for interpreting and applying federal laws and regulations, college policies and procedures and state regulations applicable to the delivery of student financial aid.   This position is responsible for training, assigning, supervising and evaluating applicable staff.
 
 
 
Qualifications:  Bachelor?s degree in student personnel, business or a related area required. Master?s degree highly desirable. Three years of progressively responsible experience in financial aid, preferably at a community college tier.  An equivalent combination of education and experience may be considered.   Supervisory experience is strongly preferred.  
 
 
 
Salary and Benefits:  Salary is commensurate with education and experience. Benefits provided by the college include Oklahoma Teachers? Retirement, group health and dental insurance, life insurance equivalent to two times the annual contract salary, and long term disability.  A tax-sheltered annuity wherein the college contributes 3.5% of any employee?s annual salary is available after one year of employment. The filling of this position is contingent on the budget.

HB 3211// Representative Jeff Hickman and Senator Jim Halligan// The legislation requires an OKPromise student to enroll in a minimum of thirty (30) credit hours each academic year. Each institution of higher education may establish a policy to approve exceptions to this requirement for hardship circumstances as determined by the institution. The institution shall provide a copy of the policy to the Oklahoma State Regents for Higher Education. After the end of each academic year, each institution shall submit a report to the Oklahoma State Regents for Higher Education providing the total number of exceptions approved and a summary of the exceptions by type of hardship;
UPDATE:  The legislation passed out of the Senate on April 15, 2014 with a vote of 42-0. The title and enacting clause are off the legislation.

Students enrolled in a teacher education program and students enrolled in an alternative placement program shall be eligible to participate in the program.

It allows higher education institutions to keep confidential  1) business plans, feasibility studies, financing proposals, marketing plans, financial statements or trade secrets submitted by a person or entity seeking economic advice, business development or customized training from such Departments or school districts, and 2) proprietary information of the business submitted to the Department or school districts for the purpose of business development or customized training, and related confidentiality agreements detailing the information or records designated as confidential, and 3) information compiled by such Departments or school districts in response to those submissions.
UPDATE:  Governor Fallin vetoed the legislation.


Task Forces/ Advisory Committees

SB1181 // Senator Ron Sharp and Representative Justin Wood//  The legislation establishes criteria for designation as a STEM Community or STEM Region.   The application process shall be outlined by a subcommittee of an existing STEM education or workforce committee or board, to be identified by the Governor.  The creation, sustainment and execution of the subcommittee shall be the responsibility of the Coalition for the Advancement of Science and Mathematics Education in Oklahoma (CASMEO).  The application process shall be based on criteria established by the subcommittee. The criteria for designation as a STEM Community or STEM
Region shall include a requirement that educators, administrators, business leaders, students, parents, government officials and business and industry groups within a community or region create awareness, promote partnerships with education and industry, develop and execute action plans for improving STEM education and training, identify and acquire the needed resources to improve STEM education and training and identify and accumulate STEM data within the community or region, including but not limited to kindergarten through twelfth grade test results, the number of STEM-related degree holders in the local workforce, the number of STEM-related
degrees conferred and the number of STEM-related certifications or credentials obtained.  The region or community shall also develop a plan to recognize and promote successes in both student and teacher accomplishments in the STEM area within the community or region.

SB 1830// Senator Corey Brooks and Representative Gary Banz// The legislation allows men and women who are enrolled at a higher education institution and are in the active uniformed military services to take a leave of absence if called into active duty.  If an institution within The Oklahoma State System of Higher Education fails to comply with the provisions of this act, the student may bring an action in district court for actual and compensatory damages for noncompliance and may be granted such relief as is just and proper under the circumstances.

SB 1505// Senator David Holt and Representative Leslie Osborn// The legislation authorizes state agencies, at their discretion, to offer their employees an option to voluntarily elect to be paid, one time annually, for a certain number of hours of unused accrued annual leave. This policy will be optional for all eligible employees, and the employee may choose the monthly pay period in which he or she elects to receive such payment.

SB 1966// Senator Anthony Sykes and Representative Jon Echols// The legislation requires Commissioners of the Land Office to employ only the Office of the Attorney General of Oklahoma in all matters.  It also provides that funds that are not paid prior to certain time limits be calculated at a different rate of interest.

HB 2669// Representative David Derby// The legislation creates the Information Technology Act of 2014.  The legislation state that unless a state agency has internal expertise to conduct the risk assessment and can submit certification of such expertise along with the annual information security risk assessment, the risk assessment shall be conducted by a third party. The Information Services Division of the Office of Management and Enterprise Services shall approve not less than two third-party firms which state agencies may choose from to conduct the information security risk assessment. A state agency with an information technology system that is not consolidated under the Information Technology Consolidation and Coordination Act or that is otherwise retained by the agency shall submit a final report of information security risk assessment to the Information Services Division by the first day of December of each year.

HB 2873// Representative Tom Newell and Senator Greg Treat// The legislation requires institutions of higher education not to take action or enforce a policy that would deny a religious student association any benefit available to any other student association.  In addition, no higher education institution may substantially burden a student?s exercise of religion.

SB 1639// Senator Brian Bingman and Representative Elise Hall// The legislation creates the Quality Workforce Act.  This act allows businesses that receive approval from the Oklahoma Department of Commerce to receive tax rebates if they pay for an employee to receive their associate degree, an industrial or vocational license or to complete a certification program.
UPDATE:  The legislation fail to pass out of the House on April 7, 2014.

I?ve received a couple of questions about the meaning of the phrase, ?The title and enacting clause are off the legislation? used below, especially in regard to HB 3211 (the bill that would require OKPromise students to enroll in at least 30 college credit hours per year).  Following is some explanation of this terminology.

Each bill is required to have a ?title? and an ?enacting clause? to be in proper form to be passed by the Legislature and sent to the Governor.  When the information about a bill in the legislative update indicates that the title and/or enacting clause have been stricken or removed (or is ?off the legislation?), it means the bill in its current form cannot be sent to the Governor for consideration.  This process of removing the title or enacting clause by the House or Senate simply keeps the bill alive for now but also requires that there will have to be further action/amendments in the future to restore the title/enacting clause before the bill could potentially be sent to the governor.  It gets a little confusing but this process indicates that the legislature is keeping the bill alive at this point, but there is not yet final agreement on the language in the bill or whether or not the bill should ultimately be passed.  It allows the legislature more time to keep discussing the bill until there is consensus on the language of the bill and on whether or not to pass it.  HB 3211 is still very much alive. Tuition

No pending legislation.


OKPromise

HB 3211// Representative Jeff Hickman and Senator Jim Halligan// The legislation requires an OKPromise student to enroll in a minimum of thirty (30) credit hours each academic year. Each institution of higher education may establish a policy to approve exceptions to this requirement for hardship circumstances as determined by the institution. The institution shall provide a copy of the policy to the Oklahoma State Regents for Higher Education. After the end of each academic year, each institution shall submit a report to the Oklahoma State Regents for Higher Education providing the total number of exceptions approved and a summary of the exceptions by type of hardship;
UPDATE:  The legislation passed out of the Senate on April 15, 2014 with a vote of 42-0. The title and enacting clause are off the legislation.  [This bill is still alive.]

SB 1829// Senator Corey Brooks and Representative Lisa Billy// The legislation allows a student to be eligible for resident tuition if the student presents to the institution valid documentation of participation in the Air Force Reserve Officers' Training Corps, Army Reserve Officers' Training Corps or the Navy/Marines Reserve Officers' Training Corps.
UPDATE:  The legislation passed out of the House on April 16, 2014 with a vote of 85-0.  The legislation has been sent to the Governor for her consideration.

HJR 1026// Representative Dan Fisher and Senator Greg Treat// The joint resolution affirms that it is the fundamental right of each individual citizen to keep and to bear arms.  It restricts the state from imposing laws on licensure, registration or special taxation on the acquisition, ownership or possession of arms, ammunition, or the components of arms or ammunition.
UPDATE:  The legislation passed out of the Senate on April 23, 2014 with a vote of 37-6.  The title is off the legislation.


Administrative Procedures Act

SB 1694// Senator Eddie Fields and Representative Harold Wright// The legislation eliminates language regarding the expulsion of a student.
UPDATE: Governor Fallin signed the measure on April 9, 2014.

Teacher Prep

HB 2885// Representative Ann Coody//  The legislation directs the Oklahoma Commission for Teacher Preparation to work with the Oklahoma State Regents for Higher Education and the various institutions of higher education to establish a paid teacher internship program at each institution for prospective teachers. The purpose of each program shall be to provide mentorship and support for prospective teachers. Students enrolled in a teacher education program and students enrolled in an alternative placement program shall be eligible to participate in the program.
UPDATE: Governor Fallin signed the measure on April 22, 2014.


Pension/ Retirement

HB 2611// Representative Randy McDaniel// The legislation amends the definition section of ?regular annual compensation? to exclude clinical related activity performed in Oklahoma State University Center for Health Sciences (OSU-CHS) Professional Practice Plan.

Open Records

SB 1577// Senator Sean Burrage//  The legislation creates an exemption to the Open Records Act.  It allows higher education institutions to keep confidential  1) business plans, feasibility studies, financing proposals, marketing plans, financial statements or trade secrets submitted by a person or entity seeking economic advice, business development or customized training from such Departments or school districts, and 2) proprietary information of the business submitted to the Department or school districts for the purpose of business development or customized training, and related confidentiality agreements detailing the information or records designated as confidential, and 3) information compiled by such Departments or school districts in response to those submissions.
UPDATE:  Governor Fallin vetoed the legislation.


Task Forces/ Advisory Committees

SB1181 // Senator Ron Sharp and Representative Justin Wood//  The legislation establishes criteria for designation as a STEM Community or STEM Region.   The application process shall be outlined by a subcommittee of an existing STEM education or workforce committee or board, to be identified by the Governor.  The creation, sustainment and execution of the subcommittee shall be the responsibility of the Coalition for the Advancement of Science and Mathematics Education in Oklahoma (CASMEO).  The application process shall be based on criteria established by the subcommittee. The criteria for designation as a STEM Community or STEM
Region shall include a requirement that educators, administrators, business leaders, students, parents, government officials and business and industry groups within a community or region create awareness, promote partnerships with education and industry, develop and execute action plans for improving STEM education and training, identify and acquire the needed resources to improve STEM education and training and identify and accumulate STEM data within the community or region, including but not limited to kindergarten through twelfth grade test results, the number of STEM-related degree holders in the local workforce, the number of STEM-related
degrees conferred and the number of STEM-related certifications or credentials obtained.  The region or community shall also develop a plan to recognize and promote successes in both student and teacher accomplishments in the STEM area within the community or region.
UPDATE:  The legislation passed out of the House on April 23, 2014 with a vote of 70-16.  The legislation has been sent to the Governor for her consideration.


Athletics

Veterans/Military

SB 1830// Senator Corey Brooks and Representative Gary Banz// The legislation allows men and women who are enrolled at a higher education institution and are in the active uniformed military services to take a leave of absence if called into active duty.  If an institution within The Oklahoma State System of Higher Education fails to comply with the provisions of this act, the student may bring an action in district court for actual and compensatory damages for noncompliance and may be granted such relief as is just and proper under the circumstances.
UPDATE: Governor Fallin signed the measure on April 7, 2014.


Other

SB 1505// Senator David Holt and Representative Leslie Osborn// The legislation authorizes state agencies, at their discretion, to offer their employees an option to voluntarily elect to be paid, one time annually, for a certain number of hours of unused accrued annual leave. This policy will be optional for all eligible employees, and the employee may choose the monthly pay period in which he or she elects to receive such payment.
UPDATE:  The legislation passed out of the House on April 15, 2014 with a vote of 91-0.  The House restored the title on the legislation.

SB 1966// Senator Anthony Sykes and Representative Jon Echols// The legislation requires Commissioners of the Land Office to employ only the Office of the Attorney General of Oklahoma in all matters.  It also provides that funds that are not paid prior to certain time limits be calculated at a different rate of interest.
UPDATE: The legislation passed out of the House on April 22, 2014 with a vote of 63-20.

HB 2669// Representative David Derby// The legislation creates the Information Technology Act of 2014.  The legislation state that unless a state agency has internal expertise to conduct the risk assessment and can submit certification of such expertise along with the annual information security risk assessment, the risk assessment shall be conducted by a third party. The Information Services Division of the Office of Management and Enterprise Services shall approve not less than two third-party firms which state agencies may choose from to conduct the information security risk assessment. A state agency with an information technology system that is not consolidated under the Information Technology Consolidation and Coordination Act or that is otherwise retained by the agency shall submit a final report of information security risk assessment to the Information Services Division by the first day of December of each year.
UPDATE:  The legislation passed out of the Senate on April 15, 2014 with a vote of 43-0.

HB 2873// Representative Tom Newell and Senator Greg Treat// The legislation requires institutions of higher education not to take action or enforce a policy that would deny a religious student association any benefit available to any other student association.  In addition, no higher education institution may substantially burden a student?s exercise of religion.
UPDATE:  The legislation passed out of the Senate on April 15, 2014 with a vote of 46-0.  The title is off the legislation.

SB 1639// Senator Brian Bingman and Representative Elise Hall// The legislation creates the Quality Workforce Act.  This act allows businesses that receive approval from the Oklahoma Department of Commerce to receive tax rebates if they pay for an employee to receive their associate degree, an industrial or vocational license or to complete a certification program.
UPDATE:  The legislation passed out of the House on April 24, 2014 with a vote of 53-44.
SB 2080// Senator Nathan Dahm and Representative Ken Walker// The legislation creates the ?Memorandum of Understanding Act.  The act requires agencies to post on a website and provide copies to appropriate legislative committee chairs any memorandum of understanding agreement entered into by the agencies.
UPDATE:  The legislation passed out of the House on April 24, 2014 with a vote of 56-13.  Representative Walker amended the legislation to exempt Higher Education, CareerTech and Common Education.

I need help!  My VP for Academics asked me yesterday the minimum number of
hours required in a certificate program for it to be eligible for federal
aid.  16 hours popped into my mind but someone in her office thought it was
18.  I know we looked all of that up one year when we had to change the
only certificate program we have (child development) to be elig for aid.  I
have looked through chapter two of the handbook but I can't find what I'm
looking for.

Do any of you know where that is?  I appreciate any help.  Thanks!

Hi Myrna,

In the handbook, Vol. 2, Ch. 2, 2-16, it provides the requirements.  My understanding is that unless you are an eligible post-secondary vocational or proprietary institution, a program that leads to a certificate must be 1 academic year in length and must prepare the student for gainful employment.  Post- secondary vocational institutions can be less than one year and the specifics are further discussed in the handbook.

I have just been scheduled for a meeting to discuss the requirements for Certificate programs and Gainful Employment at our school too.  Had some preliminary phone discussion about this a couple of months ago with Academic Affairs.  Here we go.

Susan,
I read that in the handbook also.  On the actual Program Participation
agreement under #26 g. it does say 16 hours.  Let me know what you find
out.  We're looking at one of our Associate Degrees and trying to decide
whether we should also offer a certificate in that area.  I reminded them
about GE requirements.

Subject: [Oasfaa] Community Service FWS Question

I should know this, after all these years, but can't seem to get my head around it.
Does a rural electrical cooperative qualify as a community service agency?  Our local agency wants to hire a student via community service FWS and I'm not sure whether they qualify.

The OASFAA 2014 Spring Conference "The Spirit of Oklahoma" was a great triumph. The service project for Moore Public Schools Tornado Relief was a tremendous success; we were able to raise almost $4,400.00 with the basket donations and the competition was a lot of fun. Thank you to the team captains Ron, Wayne and Penny.

If you did not get a chance to complete the Evaluation form and/or the Volunteer form please take a minute to send us your comments. it takes a host of volunteers to pull each conference together; OASFAA has enriched my life over the years and I thank you all. Your suggestions and/or comments would be greatly appreciated. I have attached a copy of the Evaluation form and a Volunteer form for your convenience.
