Oklahoma is well represented on the Board this year. Our very own Andrew Hammontree is serving as SWASFAA President, Lori Boyd serves on the Board as OASFAA's President, Audra Main is serving as the annual Conference Chair, Scott DeBoard is serving as Training Chair, and I am privileged to be the Oklahoma Delegate-At-Large and Leadership Development Chair. Additionally we have several Oklahoma colleagues serving on various committees. It is early in the year, but the SWASFAA Board has quite a few things in store for its membership. Some are brand new initiatives that SWASFAA is launching, so be prepared for announcements soon with quite a few more details. Below are some of the high points of the meeting. Membership: * Your institution's primary contact can log in at www.swasfaa.org at any time and renew 2014 membership dues. Once the membership status is renewed, the website will generate an invoice to be given to the school's business office to request payment. Training: * Details will be announced soon about a "Best Practices" webinar with SWASFAA colleagues serving as panelists. The recipients will be announced at the Spring 2014 conference. * Philo Brasher Emerging Leadership Award: This award was established by SWASFAA in honor of Philo Brasher who served many years in the association. OASFAA will pay the registration fee to the SWASFAA annual conference on behalf of the Oklahoma award winner. NASFAA CORE materials are designed for teaching financial aid fundamentals to financial aid professionals. The first session, Cost of Attendance, introduces the concept of cost of attendance, describes each cost component used to develop student budgets, and presents how financial aid administrators develop the cost of attendance for their institutions. The second session will cover Federal Methodology. It provides an overview of need analysis and an explanation of the Federal Methodology (FM) models, formulas, and Automatic Zero EFC alternative for determining the expected family contribution (EFC). Examples are used to demonstrate the computation of an expected family contribution under the Federal Methodology. These sessions will be offered on March 6th at the OCAP office in Oklahoma City. The morning session, Cost of Attendance, will begin at 10:00 am and conclude at 12:00 pm. The afternoon session, Federal Methodology, will begin at 1:30 pm and conclude by 3:30 pm. Individuals who complete either of these training sessions will be eligible to take the corresponding NASFAA credentialing exams at no charge. This is a savings of $100 (per test) off the normal exam fee charged by NASFAA. There is no charge for this training and registration is limited to 24 participants per session. This bill initially proposed requiring OKPromise college students to enroll in 15 hours per semester; in committee, it was changed to require OKPromise students to enroll in 30 hours per year. Several tuition waiver bills also passed in committee this week. A number of other bills are on committee or subcommittee agendas for next week. One bill we monitoring closely, HB 2902, would require OKPromise college students to repay their awards for any courses from which they withdraw after the add/drop period. It's an update for the program through the 2012-13 year. It provides participation statistics, some demographic information, and performance measures of students in the program. As you will see, a major new trend in the program is that participation in the program is now declining, both in the number of students enrolling in high school and the number of award recipients in college. We expect that this trend will continue if there are no legislative changes to adjust eligibility for the program. A primary cause for the decline in enrollments is that the $50,000 family income limit for enrollment in the 8th-10th grades has not been adjusted for 14 years, since 2000. Over that time, the percentage of Oklahoma families with incomes of $50,000 or less has dropped from 61% to 45%. Other factors that impact participation are the second income check and new college GPA/SAP requirements. Students in the program continue to perform well academically, outperforming their peers in most measures such as high school GPA, college-going rates, remediation rates, full-time college enrollment, college freshmen GPA, college persistence and degree completion rates, and the rate at which OKPromise college graduates remain in the state after college graduation. Teacher Prep HB 2655// Representative Sally Kern// The legislation requires teacher candidates to study English Language acquisition and teaching methods and strategies for the instruction of an English Language Learner. HB 2885// Representative Ann Coody// The legislation directs the Oklahoma Commission for Teacher Preparation to work with the Oklahoma State Regents for Higher Education and the various institutions of higher education to establish a paid teacher internship program at each institution for prospective teachers. The purpose of each program shall be to provide mentorship and support for prospective teachers. Students enrolled in a teacher education program and students enrolled in an alternative placement program shall be eligible to participate in the program. It allows higher education institutions to keep confidential 1) business plans, feasibility studies, financing proposals, marketing plans, financial statements or trade secrets submitted by a person or entity seeking economic advice, business development or customized training from such Departments or school districts, and 2) proprietary information of the business submitted to the Department or school districts for the purpose of business development or customized training, and related confidentiality agreements detailing the information or records designated as confidential, and 3) information compiled by such Departments or school districts in response to those submissions. Veterans/Military SB 1830// Senator Corey Brooks// The legislation allows men and women who are enrolled at a higher education institution and are in the active uniformed military services to take a leave of absence if called into active duty. If an institution within The Oklahoma State System of Higher Education fails to comply with the provisions of this act, the student may bring an action in district court for actual and compensatory damages for noncompliance and may be granted such relief as is just and proper under the circumstances. Other HB 3435// Representative Mike Shelton// The legislation directs the State Regents to make financial literacy courses available for students at different times during the academic year for no tuition or fee costs. HB 2537// Representative Jason Murphey// The legislation prohibits a state agency from hiring an individual who has filed as lobbyist with the Oklahoma Ethics Commission for any time within the two year period preceding the date of hiring and paying the individual. SB 1505// Senator David Holt// The legislation authorizes state agencies, at their discretion, to offer their employees an option to voluntarily elect to be paid, one time annually, for a certain number of hours of unused accrued annual leave. This policy will be optional for all eligible employees, and the employee may choose the monthly pay period in which he or she elects to receive such payment. SB 1966// Senator Anthony Sykes and Representative Jon Echols// The legislation requires Commissioners of the Land Office to employ only the Office of the Attorney General of Oklahoma in all matters. The legislation states that unless a state agency has internal expertise to conduct the risk assessment and can submit certification of such expertise along with the annual information security risk assessment, the risk assessment shall be conducted by a third party. The Information Services Division of the Office of Management and Enterprise Services shall approve not less than two third-party firms which state agencies may choose from to conduct the information security risk assessment. A state agency with an information technology system that is not consolidated under the Information Technology Consolidation and Coordination Act or that is otherwise retained by the agency shall submit a final report of information security risk assessment to the Information Services Division by the first day of December of each year. OASFAA will pay the registration fee to the SWASFAA annual conference on behalf of the Oklahoma award winner. OASFAA will also match the $250 that SWASFAA donates to the general scholarship fund of the recipients' school. * Honorary Membership Award: Honorary Membership in OASFAA is the highest honor that the Association can bestow on a person who is neither a member nor affiliated with a member organization. Since this is the highest award that OASFAA can give, the individual receiving it must have made truly outstanding contributions to the Association and to the profession over a sustained period of time. It is not expected that honorary membership will be granted in recognition of a single accomplishment, but for continued efforts over a period of time. Honorary membership will be conferred only with the approval of the majority of the Board of Directors. Honorary members are extended the same membership privileges as Associate members. * Distinguished Service Award: This award is intended to recognize a practicing student financial aid professional at an institution. He/she should have contributed unique and long lasting efforts to the association, the profession, or the cause of financial aid in Oklahoma. In general, presentation of the awards will occur at the spring conference of the association. * Partner Award The Partner Award may be made by the Association to another individual, not a practicing aid administrator, whose efforts are important to advancing the profession or the needs of students in Oklahoma. The Legislature shall by concurrent resolution either approve or disapprove the proposed tuition rate increase. The application process shall be outlined by a subcommittee of an existing STEM education or workforce committee or board, to be identified by the Governor. The creation, sustainment and execution of the subcommittee shall be the responsibility of the Coalition for the Advancement of Science and Mathematics Education in Oklahoma (CASMEO). The application process shall be based on criteria established by the subcommittee. The criteria for designation as a STEM Community or STEM Region shall include a requirement that educators, administrators, business leaders, students, parents, government officials and business and industry groups within a community or region create awareness, promote partnerships with education and industry, develop and execute action plans for improving STEM education and training, identify and acquire the needed resources to improve STEM education and training and identify and accumulate STEM data within the community or region, including but not limited to kindergarten through twelfth grade test results, the number of STEM-related degree holders in the local workforce, the number of STEM-related degrees conferred and the number of STEM-related certifications or credentials obtained. The region or community shall also develop a plan to recognize and promote successes in both student and teacher accomplishments in the STEM area within the community or region. The Information Services Division of the Office of Management and Enterprise Services shall approve not less than two third-party firms which state agencies may choose from to conduct the information security risk assessment.
