The bill was then further amended yesterday in the Senate Appropriations Committee. You can find this newest version of the bill at http://webserver1.lsb.state.ok.us/cf_pdf/2015-16%20FLR/SFLR/HB2180%20SFLR.PDF. In this most current version of the bill there are several significant changes from the version as passed by the House earlier. This Senate changes include: * The requirement to complete 30 credit hours per academic year was changed to require the completion of 24 credit hours per academic year. * An exception to the requirement was added for students working at least 15 hours per week. * A one-year probation period was added for students that do not qualify for an exception and do not complete 24 credit hours. Students would permanently lose the scholarship if they did not qualify for an exception and failed to complete 24 credit hours for two years in a row. * Students enrolled at two-year colleges are not exempted from the requirement. We will discuss this bill and other OKPromise bills during our State Regents update tomorrow at the OASFAA conference. During the current academic year, about 18,300 students are expected to receive the scholarship in college. About 17,550 students are projected to receive the scholarship in 2015-16. To be eligible for the scholarship at graduation, students must achieve a minimum 2.50 GPA in 17 core courses that prepare them for college and an overall GPA of 2.50 or better for all courses in grades nine through 12. While a minimum 2.50 GPA is required, on average, Oklahoma's Promise graduates achieve a 3.41 high school GPA. By Kathryn McNutt The Oklahoman 4/18/2015 A program that pays the tuition at any Oklahoma public college or university for qualifying students took center stage at the state Capitol this week when supporters gathered to thank legislators and urge them to preserve the program's dedicated funding source. Rep. Justin Wood, R-Shawnee, didn't need convincing. He is among more than 65,000 recipients who have benefited from the program since its inception in 1992. Oklahoma's Promise is a "life-changing intervention in a young person's life," Wood said after speaking to the crowd. "It says, 'The state of Oklahoma believes in you. We believe in your ability to succeed.'" That belief in a student - coupled with the knowledge that tuition will be paid - can be the motivation needed to push forward, he said. The fear of burdensome debt at graduation and a lack of belief in themselves keep a lot of people from going to college, Wood said. "The fact that any young person in the state that qualifies has that opportunity to go to school - not free, but tuition-free - is a big deal." Paying the tuition for every qualifying student cost the state $61 million last year. "It's a large commitment by the state. That's a lot of money off the top every year," Wood said. Oklahoma's Promise is among the programs - like road and bridge construction - that are funded directly "off the top" rather than from the dollars available for the Legislature and governor to appropriate. The investment is worth it, supporters say, because students who complete the program perform higher than their peers in terms of grade point average, ACT score, degree completion and subsequent employment in Oklahoma. In short, they become productive adults and taxpayers. "That's why Oklahoma's Promise is so important to the state of Oklahoma and its future," Gov. Mary Fallin told the 300 students, faculty and other supporters who gathered at the Capitol. The benefits of the program are obvious for the students who receive the scholarship and earn a degree, Fallin said. "But I want to talk a little about why this program should be important to all of us." Educational attainment is the key to long-term prosperity in Oklahoma, Fallin said. "If we can increase our educational attainment as a state, we will benefit from everything from higher earnings to less crime, less teen pregnancy, and less reliance on government aid." Three bills regarding Oklahoma's Promise are pending in the Legislature, including one that would require students to complete at least 24 credit hours per academic year and would extend the deadline to apply for the program by one year. Another two bills have been signed by the governor. One establishes an appeals process for students who have been denied the scholarship [Note - this bill, SB 137, doesn't actually set up an appeals process, but rather directs the State Regents to review the applications of students whose families receive certain types of untaxed income - Bryce Fair]. The other ensures all foster parents are given information about the program. Higher education Chancellor Glen Johnson keeps a close eye on bills that address Oklahoma's Promise, which he touts as "one of America's best college access programs, a model that combines emphases on academic preparation and financial support for college." "This is a program that's working well. We do want to preserve what we think is a very good scholarship program," Johnson said. "We don't want anything that restricts the access." The number of recipients has been declining since a peak of 20,084 four years ago. During the current academic year, about 18,300 students are expected to receive the scholarship, and that number is expected to drop to about 17,550 students in 2015-16. One reason for the decline is the income level, which hasn't been adjusted in 15 years, Johnson said. A family's annual income can be no more than $50,000 when the student enrolls. That limit - set in 2000 - means only 44 percent of Oklahoma families are eligible for the program today, he said. Adjusted for inflation, $50,000 in 2000 would equal $64,000 today, Johnson said. Sen. Jim Halligan, R-Stillwater, a former university president, is sponsoring a bill that would raise the income limit to $55,000. "It starts the conversation," Johnson said. "After 15 years, an adjustment of the limit is important to keep the program vibrant." Good grades, behavior Oklahoma's Promise covers tuition, but not the cost of mandatory fees, books and other expenses. It helps families afford college, but it isn't a free ride. Students have to earn the scholarship through academic achievement and good citizenship, Rep. Wood said. "You have to qualify, you have to keep your grades up, you have to be good, you can't get in trouble," he said. "You can lose that scholarship by getting in trouble with the law. You can lose that scholarship by not making good grades." That can make students think twice about studying for a test instead of goofing off with friends, he said. Students who keep their promise are rewarded with the state's financial support and encouragement as they enter college. "We believe in the children of Oklahoma, and we're going to get you that first step," Wood said. Oh, the angst! The humiliation! The ramen noodles, and the tiny apartment, and the student loan debt! Stephen King could write my biography, except my life was too boring to document. The thirties have been much kinder to me. I?m financially stable now; and although some of my friends might disagree, I think I?m more emotionally stable, too. Most of the time. Whenever I think about Gainful Employment and SULA, my mental state begins to tremble and my blood pressure skyrockets. But overall, I?m content with my lot in life. Is it perfect? No. Would I change things if I could? Absolutely. Yet I?m grateful for the mistakes and imperfections. They keep me humble. And if I didn?t have problems to overcome, I would probably be bored. I need a few challenges to keep my mind occupied and my adrenaline flowing. But sometimes I set challenges for myself that seem a little overwhelming. For example, last November I proposed to the SWASFAA board that we bring back Mid-Level Training. I wanted to capitalize on NASFAA?s offer to provide our registrants with the opportunity to take free NASFAA credential exams. We didn?t know if this offer would extend past June 30, so we had to act fast. Too fast. We scheduled the training for the last week of April, immediately after the board meeting. And that is why I wasn?t looking forward to this week. I was worried that after all the work the committee had put into making Mid-Level Training a success, no one would register to attend. I was so full of guilt! I thought I had done a poor job as president and our budget would suffer the damage. I?m very happy to report that I no longer dread the upcoming week. I?m very excited about it, because people have registered for Mid-Level Training.? In fact, we exceeded our goal and had to negotiate with the hotel to increase the number of registrants we could accommodate. After the increase, we still have two spots left as of today. But even if no one else registers, we will end up with eight more registrants than we originally anticipated. For a while there, I allowed the nagging self-doubts to creep into my mind. What if I?d missed the fine print in the contract and we had to pay the hotel thousands of dollars for food and AV that we couldn?t afford? What if the training committee didn?t have enough time to study for the NASFAA credential exams? What if April was the worst possible time for people to be out of the office? What if Mendy Schmerer never spoke to me again because I had asked her to chair yet another committee that didn?t have guaranteed success? So imagine how happy I was when I found out that we will break even on the event. Imagine my elation when I learned that all the committee members had passed their NASFAA credential exams and that we could offer all our registrants the opportunity to take up to seven free NASFAA credential exams. Imagine my relief when Mendy didn?t punch me in the stomach at the OASFAA Conference a couple of weeks ago. I never should have worried. Mendy and her committee?which includes Erika Cox, Brent Small, Jan Terry-Sanchez, Katraya Williams, and Lisa Hopper?are all hard workers with creative minds. I didn?t doubt their abilities, but for a while I doubted my own decisions. The lesson I learned is that it?s important to take risks sometimes. This is hard for me, because I don?t like uncertainty. I experienced another round of uncertainty a few weeks ago when I took my first NASFAA credential exam. I?ve been avoiding these exams for years because I was scared I would fail. Last fall, Justin Draeger challenged all the NASFAA board members to get credentialed, and I felt obligated to follow through on this. And you know what? This was some of the most rewarding training I?ve had in years. I passed the exam, but not without studying first. Before I started to study, I thought I already knew a lot about student eligibility, but after I began to review the study guide, I realized just how much I didn?t know. While I was studying, someone on my staff asked me a complicated question about secondary confirmation for a non-citizen. If I hadn?t been studying for this exam, I wouldn?t have known how to answer her question. Several times since then, I?ve encountered unusual situations that I knew how to handle because I had studied for this credential. This saved me lots of time on research. So when people ask me if these credentials have any value, I have to say, ?Yes, yes, yes!? I don?t care what level you?re at in your career?there is always room for growth. And it?s important that we push ourselves constantly. Don?t be satisfied with the status quo. Set goals for yourself, and set them high. Otherwise you won?t know what you?re capable of achieving. Another important lesson: Surround yourself with people who make you stronger. The reason Mid-Level Training will succeed is because there was a strong committee working behind the scenes. All I did was sign a hotel contract for the event, but they were the ones who put in hours of work to make this training a success. I?m excited for the Mid-Level registrants to get to know the committee, because I think there?s great potential for them to develop professional relationships that will pay off in dividends. I know next year?s SWASFAA President, Janell Valdez, is already thinking about possibilities for next year. Following is some information on the latest activity. * HB 2180 (related to minimum college credit hours to retain the award; expanding application period to the 11th grade in high school). The House author of the bill, House Speaker Jeffrey Hickman, moved to reject the Senate amendments to the bill. As you may recall, as earlier passed by the House, the bill would require all OKPromise students at four-year universities to complete 30 credit hours per year, with 8 specified exceptions (not including an exception for students working significant hours). In the Senate, the bill was amended to require all OKPromise college students, not just those at four-year universities, to complete 24 credit hours per year. It also added an exception for students working at least 15 hours per week and added a one-year probationary period before the student would lose eligibility for the award. Yesterday, Speaker Hickman moved to reject the Senate amendments and request a conference committee (a committee made up of both House and Senate members) to work on a possible final version of the bill that would have to be voted upon again by the full House and Senate. (Note: one Representative indicates that OKPromise had $35 million in "carryover" funds last year. As of June 30, 2014, the OKPromise trust fund had a balance of $12.4 million. A portion of that balance is being spent in 2014-15 and by June 30, 2015, the fund is projected to have a balance of about $6 million. An additional amount of the trust fund balance is budgeted to expended in 2015-16 leaving a projected balance of about $3 million by June 30, 2016.) * SB 177 (Changing the OKPromise family income limit at the time of application to federal AGI of $55,000). The House author of the bill, Rep. Lee Denney, amended the bill on the House floor to leave the income limit amount at current level of $50,000 but still change the definition of "income" from "taxable and nontaxable income" to "federal adjusted gross income". The primary effect of this change would be to exclude nontaxable income from being counted toward the $50,000 eligibility limit. (The most common sources of nontaxable income we find are child support and social security benefits for children because of the death or disability of a parent. Both of these sources of income usually terminate when the child turns 18.) The State Regents are supportive of this change in the definition of income. In the floor discussion of the bill, there was some confusion over whether this change would allow more students or fewer students to enroll in the program. We project that there would be a modest increase in the number of students eligible to enroll in OKPromise in the 8th-10th grades. Since the first students to be eligible to apply under this provision would be next year's 10th-graders (high school graduates of 2018), there would be no fiscal impact on the program until 2018-19 (about 1% increase in awardees; cost of about $500,000 in that first year). The bill eventually passed by a vote of 89-0. This bill too, will likely go to a conference committee. Currently, we take the annual loan amount and divide it by the terms in which a student is enrolled for standard packaging. Our issue is with our adult programs. We awarded the full annual amount up to budget this year but had a lot of students using their loan money early in the year and then being short when they added classes for the 3rd term. We would like to create a loan request form that a student could submit if he/she would like more than 1/3 of the loan in a given trimester. Our initial package for every student would be 1/3 the annual amount but they could request more if he/she wanted. It would include language of over-borrowing and also the risk of using your annual limit too soon in the award year. Does anyone have that form or wish to offer us advice? Thank you!
