Subject: [Oasfaa] PLUS borrowers in default

I know we don't want to talk about or think about checking PLUS borrowers for past Stafford loan default but it's a regulation and we have to check before we can disburse a PLUS loan. (I know, the DOE should check this when they apply for the PLUS, but as FSA, they said that they don't and that we have to.)


So, we are in the process of checking parent borrowers for loan default and we have two already. They have loans in default from the 80s and 90s, so now we get to make the awkward calls to tell them they cannot get the PLUS loan that they were approved for on the studentloans.gov site.


Does anyone have a script or letter that they send? We will call them because classes start soon and they need to figure out what they can do to resolve the issue or find another option to pay, but I'd like to send a letter for documentation purposes as well.

Apparently there was a webinar recently in which some viewers understood that schools do not have to check for PLUS defaults. I know mixed messages and conflicting answers never happen, but it's possible it did in this case. [?]


So, I looked it up on askregs to see what it said and this is what I found. (Don't shoot the messenger.)


Is the Self-Certification on StudentLoans.gov Sufficient for Verifying a Parent PLUS Borrower's Default Status?

No. Self-certification is not acceptable, even if done via studentloans.gov<https://studentloans.gov/myDirectLoan/index.action>. The school must still check NSLDS to ensure the parent borrower is not in default on any Title IV loans before you may originate a parent PLUS.

The SWASFAA Conference and Boot Camp are just around the corner.  These events are full of valuable training and networking opportunities, so don't forget to register at http://www.swasfaa.org/docs/conferences/site/index.html. 

Every year SWASFAA awards a limited number of Logan Ware Professional Development Scholarships to its members to help defray the cost of professional development for individuals who would otherwise not be able to attend the SWASFAA Annual Conference or Boot Camp due to institutional budgetary constraints.

I have attached the scholarship application to this email. The deadline for the application is September 8, 2016.  You can email the complete application to me at ahammontree at francistuttle.edu or fax it to my attention at (405) 717-4392.  The Awards Committee will review applications considering budgetary constraints, individual desire for professional growth, job responsibilities, and attendance at previous SWASFAA conferences/trainings.  All applicants must be from SWASFAA voting member institutions.  Preference will be given to one recipient from each state.  The amount of the scholarship may include the cost of registration fees or up to two nights of lodging expenses.

GENERAL SUMMARY:  Provides leadership for Student Financial Services Office, and oversees the administration of all student financial aid programs. Minimum Qualifications:

?         Bachelor's Degree in a related discipline from an accredited college or university required.

?         Three years of progressively responsible administrative or managerial experience in a higher education financial aid office.

?         Three years of experience utilizing federal financial aid application and student loan delivery systems including National Student Loan Data System (NSLDS), Free Application for Federal Student Aid (FAFSA) SAR and ISIR files, Student Aid Internet Gateway (SAIG), EDconnect, Common Origination and Disbursement (COD) systems.

?         Demonstrated in-depth knowledge of financial aid regulations and related laws, and ability to made independent judgments and decisions.

OCAP is pleased to offer a NASFAA Authorized Event credential session on Professional Judgment. The training will take place on Tuesday, September 13, 2016 at the OCAP offices in Oklahoma City. This training will begin at 8:30 a.m. and conclude at 1 p.m. Registration will be limited to 28 individuals.

Ah, Boot Camp.  For those of you who have had the privilege of attending sometime in your career, is there really any better intense training that you can get as an FAA?

For those of you who are planning on attending in November, I look forward to several great days with you!  Hope you all are surviving August!

Hello SWASFAA, my name is Jan and I think I might need help.? Don?t tell anybody, but I?m a repeat Boot Camper.? I like the help I get from seasoned financial aid professionals.? What is it about Boot Camp that makes it so irresistible?

Maybe it?s the focused learning environment or the amount of info that?s covered in a short period of time or? could it be something else?

I know - maybe it?s the great themes they come up with each year. Survivor was the theme the first year I went. I was so new to financial aid, I had no idea how prophetic that would turn out to be! Boot camp definitely provided the glue that helped me fit all those pieces of regulations and policies together. While I may not have Outwitted or even Outplayed, maybe I can say I?ve at least Outlasted.

Is this Your First Rodeo was my next experience. I got a real kick out of that one. Let?s just say it was far beyond any ?firsts? for me. But that particular year, it did kind of feel like there was a new sheriff in town and maybe I wasn?t too seasoned to at least hear about the new rules. Wow, what a surprise -there were some areas where my prior knowledge had slipped a little bit. How did that happen?

This year?s theme seems really great, Building Financial Aid Knowledge One Brick at a Time. Whether you need those bricks to begin building your knowledge, or like me, you could benefit from some foundation stabilizing; boot camp is the place for you November 7th 8th and 9th at the historic Skirvin Hotel in Oklahoma City.
