The Oklahoma’s Promise bill, SB 529, is scheduled to be heard in the House Appropriations and Budget Committee at 3:00 p.m. on Monday, April 17.  The membership of the committee can be found at https://www.okhouse.gov/Committees/CommitteeMembers.aspx?CommID=310&SubCommID=0.  It could be a long meeting.  SB 529 is scheduled as agenda item #21 out of 42 total bills to be heard in the committee.  You can listen to the committee meeting at https://www.okhouse.gov/Video/Default.aspx.

Oklahoma’s Promise Day at the State Capitol is Tuesday, April 18.  Several state officials are scheduled to speak at the rally at 12:30 p.m., including Lt. Governor Todd Lamb, Attorney General Mike Hunter, former Attorney General Scott Pruitt (now federal EPA Administrator) who in 2014 declared unconstitutional a law that would have taken nearly $8 million from the OKPromise Trust Fund, Senate President Pro Tempore Mike Schulz, and House Speaker Charles McCall (invited). Sen. Jason Smalley and Rep. Katie Henke, the legislative authors of SB 529 are also scheduled to speak. Senate Bill 258 (Senator Mark Allen and Representative Jason Murphey) This measure requires agencies to provide specific documents to Senate President Pro Tempore and Speaker of the House when the lowest bidder was not used.

Senate Bill 320 (Senator Marty Quinn and Representative Avery Frix) This measure modifies language in the Public Competitive Act.

Senate Bill 326 (Senator Jason Smalley and Representative John Pfeiffer) This measure creates limits to the use of certain contracting programs for roofing repairs on behalf of a state agency.

House Bill 1574 (Representative Tim Downing and Senator Nathan Dahm) This measure requires state agencies to go through the Attorney General for approval before contracting with private legal counsel.

Senate Bill 36 (Senator Michael Bergstrom and Representative Bobby Cleveland) This measure updates the definition of pistols and handguns.

Senate Bill 275 (Senator Nathan Dahm and Representative John Paul Jordan) This measure adds knives to the definition of a weapon and defines reasonable expenses and person adversely affected.

House Bill 2323 (Representative Jeff Coody and Senator Ralph Shortey) This measure allows a person who isn’t a felon to transport a rifle or shotgun in their vehicle.

Senate Bill 529 (Senator Jason Smalley and Representative Katie Henke) This measure raises the income requirement from $50,000 to $55,000 in 2017-18 school year and $60,000 in 2019-2020 school year and provides other modifications to Oklahoma’s Promise.

House Bill 1423 (Representative Mark Lepak and Senator Jack Fry) This measure reauthorizes the Folds of Honor Scholarship Program tax donation.

Update: This bill passed off the House floor on February 28, 2017 by a vote of 92-1. This bill passed the Senate Appropriations Committee on April 5, 2017; title stricken.



House Bill 1583 (Representative Chad Caldwell and Senator Kyle Loveless) This measure moves the State Bonds payroll and other services to the State Treasurer.

Update: This bill passed the House floor on March 7, 2017 by a vote of 84-0. This bill passed the Senate Appropriations Committee on April 12, 2017.



House Bill 1856 (Representative Leslie Osborn and Senator Stephanie Bice) This measure creates a task force to study the Tax Code.

Update: This bill passed off the House floor on February 20, 2017 by a vote of 91-4; emergency clause. This bill has been referred to the Senate Appropriations Committee.



House Bill 1898 (Representative Chuck Strohm and Senator Joe Newhouse) This measure creates the Oklahoma Equal Opportunity Scholarship Act.  This measure modifies the cap on annual tax credits for monies given to certain scholarships.

Update: This bill passed the House floor on March 22, 2017 by a vote of 54-34. This bill has been referred to the Senate Appropriations Committee.



House Bill 2245 (Representative David Brumbaugh and Senator Marty Quinn) This measure creates the Appropriation Stabilization Act, which requires the Tax Commission to compute the 5 year average for use in revenue estimation.

Update: This bill passed the House floor on March 7, 2017 by a vote of 88-0; emergency clause. This bill has been referred to the Senate Appropriations Committee.





Telecommunications/OneNet

Senate Bill 105 (Senator Roger Thompson and Representative Leslie Osborn) This measure requires the State CIO approve the purchase of any IT products or contracts over $25,000 instead of all purchases.

Update: This bill passed the Senate floor on March 14, 2017 by a vote of 41-0. This bill passed the House Appropriations and Budget Committee on April 11, 2017; emergency clause added.



House Bill 1216 (Representative Forrest Bennett and Senator Key Floyd) This measure allows state entities to enter into "Wi-Fi hotspot" agreements with providers close to a state-owned structure.

Update: This bill passed the House floor on March 21, 2017 by a vote of 88-5. This bill has been referred to the Senate General Government Committee.





Telemedicine

Senate Bill 726 (Senator AJ Griffin and Representative Glen Mulready) This measure provides standards for the practice of telemedicine.

Update: This bill passed the Senate floor on March 23, 2017 by a vote of 39-0. This bill passed the House Health Services and Long-Term Care Committee on April 5, 2017.
