There was no action on any of the OKPromise bills this week but two are scheduled to be heard in the Senate Education Committee this coming Monday, Feb. 27.
· SB 516 (Senator Gary Stanislawski and Representative Jadine Nollan) would authorize the State Auditor to conduct a performance audit on Oklahoma’s Promise.
· Senate Bill 529 (Senator Jason Smalley) would make several significant changes to Oklahoma’s Promise. A new version of the bill, called a Committee Substitute, is proposed to be heard on Monday. The text of the committee substitute version can be found at http://webserver1.lsb.state.ok.us/cf_pdf/2017-18%20COMMITTEE%20AMENDMENTS/Senate/SB529%20PCS.PDF. The changes proposed in the bill include:
o Increasing the application income limit to $55,000 in 2017-18 (and changing the definition of income from “taxable and nontaxable” to “federal adjusted gross income” which is already the same definition of income used for the second income check at $100,000); the income limit would be further increased to $60,000 in 2019-20.
o The second income check at $100,000 would be applied to every OKPromise college student every year in college rather than only the student’s freshmen year, beginning in 2018-19.
o The State Regents would be required to establish a maximum limit on the number of college courses for which Oklahoma’s Promise would pay.
o The statutory college GPA requirement for OKPromise students (2.0 through sophomore year; 2.5 for only those courses taken as a junior and above) would be changed to “the requirements for retention and degree completion as established by the institution in which the student is enrolled.”
o Would allow the OKPromise award to be used for any programs at state career technology centers that meet the requirements for federal student aid (currently the award is restricted to only career tech programs offered through a cooperative agreement with a state system college or university).
