There was no action on any of the OKPromise bills this week but two are scheduled to be heard in the Senate Education Committee this coming Monday, Feb. 27.

·       SB 516 (Senator Gary Stanislawski and Representative Jadine Nollan) would authorize the State Auditor to conduct a performance audit on Oklahoma’s Promise.



·       Senate Bill 529 (Senator Jason Smalley) would make several significant changes to Oklahoma’s Promise.  A new version of the bill, called a Committee Substitute, is proposed to be heard on Monday.  The text of the committee substitute version can be found at http://webserver1.lsb.state.ok.us/cf_pdf/2017-18%20COMMITTEE%20AMENDMENTS/Senate/SB529%20PCS.PDF.  The changes proposed in the bill include:



o   Increasing the application income limit to $55,000 in 2017-18 (and changing the definition of income from “taxable and nontaxable” to “federal adjusted gross income” which is already the same definition of income used for the second income check at $100,000);  the income limit would be further increased to $60,000 in 2019-20.

o   The second income check at $100,000 would be applied to every OKPromise college student every year in college rather than only the student’s freshmen year, beginning in 2018-19.

o   The State Regents would be required to establish a maximum limit on the number of college courses for which Oklahoma’s Promise would pay.

o   The statutory college GPA requirement for OKPromise students (2.0 through sophomore year; 2.5 for only those courses taken as a junior and above) would be changed to “the requirements for retention and degree completion as established by the institution in which the student is enrolled.”

o   Would allow the OKPromise award to be used for any programs at state career technology centers that meet the requirements for federal student aid (currently the award is restricted to only career tech programs offered through a cooperative agreement with a state system college or university).

Senate Bill 105 (Senator Roger Thompson) This measure requires the State CIO approve the purchase of any IT products or contracts over $25,000 instead of all purchases.

Senate Bill 458 (Senator Roger Thompson) This measure modifies agencies under the Information Technology Consolidation and Coordination Act and requires an independent audit.

Update: This bill passed out of the Senate Appropriations General Government and Transportation Subcommittee on Wednesday, February 15, 2017 and was referred to the Senate Appropriations Committee.

Senate Bill 528 (Senator Anastasia Pittman) This measure creates the Connect Oklahoma Broadband Development Program.

Update: This bill was referred to the Senate Energy Committee.

House Bill 1216 (Representative Forrest Bennett) This measure allows state entities to enter into "Wi-Fi hotspot" agreements with providers close to a state-owned structure.

House Bill 2021 (Representative Charles McCall) This measure creates the OneNet Act of 2017.  This is a shell bill.

House Bill 2319 (Representative Jeff Coody) This measure creates the Telecommunications Act of 2017.  This is a shell bill.

Telemedicine
Senate Bill 716 (Senator Ervin Yen) This measure requires that reimbursement of healthcare services by telemedicine should be the same as person to person contact.

Update: This bill was referred to the Senate Retirement and Insurance Committee.

Senate Bill 726 (Senator AJ Griffin) This measure provides standards for the practice of telemedicine.

Update: This bill passed out of the Senate Health and Human Services Committee on Monday, February 20, 2017.

House Bill 2239 (Representative Glen Mulready) This measure updates telemedicine to include consultation provided by telephone or fax.

Update: This bill was referred to the House Rules Committee.

House Bill 2243 (Representative Glen Mulready) This measure updates telemedicine language.

Update: This bill was referred to the House Public Health Committee.
