The latest version of the bill, as passed by the Senate Appropriations Committee, [see the latest version of the bill at http://webserver1.lsb.state.ok.us/cf_pdf/2017-18%20COMMITTEE%20SUBS/SCS/SB529%20CS.PDF] contains the following provisions: o Beginning with the 2018-19 academic year, the OKPromise award would not be allowed to pay for remedial courses (this provision is new to the bill). o Also beginning in the 2018-19 academic year, the second income check at $100,000 would be applied to every OKPromise college student every year in college rather than only the student’s freshmen year. o The State Regents would be required to establish a maximum limit on the number of college courses for which Oklahoma’s Promise would pay. o In 2017-18, the family income limit at the time of application in the 8th-10th grade would be increased to $55,000 AGI (in addition to raising the income limit by $5,000, the definition of income would change from “taxable and nontaxable” income to “federal adjusted gross income”. Federal AGI is already the definition of income used for the second income check at $100,000); the income limit would be further increased to $60,000 AGI in 2021-22 (the earlier version of the bill had this second increase in the limit effective in 2019-20). o The statutory college GPA requirement for OKPromise students (2.0 through sophomore year; 2.5 for only those courses taken as a junior and above) would be changed to “the requirements for retention and degree completion as established by the institution in which the student is enrolled.” o The OKPromise award would be allowed to be used for any programs at state career technology centers that meet the requirements for federal student aid (currently the award is restricted to only career tech programs offered through a cooperative agreement with a state system college or university). Philo Brasher Emerging Leadership Award: This award was established by SWASFAA in honor of Philo Brasher who served many years in the association. The OASFAA Board of Directors selects a member, which is announced at the spring conference. The recipient should be an individual that has served OASFAA and made a contribution to the Association. OASFAA will pay the registration fee to the SWASFAA annual conference on behalf of the Oklahoma award winner. OASFAA will also match the $250 that SWASFAA donates to the general scholarship fund of the recipients’ school. Honorary Membership Award:Honorary Membership in OASFAA is the highest honor that the Association can bestow on a person who is neither a member nor affiliated with a member organization. While these are just requests, only affect discretionary funding and does not touch on mandatory spending, and would have a long way to go before anything is signed into law, the potential negative impact on the funding of federal aid programs is worrisome. Our programs have been whittled away at with painful budgetary measures the last several years, and our students continue to feel the effects. If the true intent of the administration is to "focus on streamlining and simplifying funding for college," I am all for it. But, as aid administrators who see the impact on our students every single day, let's make a collective effort to remind our federal legislators that any streamlining and simplifying needs to be done in the process of reauthorizing the Higher Education Act. Our aid programs need to be examined in a wholesale manner during reauthorization, not whittled and whacked at during some attempt to improve the bottom line for the purposes of a press release. Senate Bill 181 (Senator Michael Bergstrom and Representative Jason Murphey) This measure requires the State Regents to make actions taken in regard to schedule of tuition and fees approved for the State System, data on the impact of tuition or fee increases, budget requests and the funding formula posted on the website in a text searchable format. This would include salaries and benefits of all persons in a faculty or teaching position and the courses taught and number of students who complete the course. He has given us conflicting information about what type (if any) of degree he earned from the foreign institution. FAFSA indicates no bachelor degree earned but he has verbally told us the opposite. We have requested the transcript but the student is telling us the school is now closed and no records are available.
