I apologize for the late response – I am traveling on Clearinghouse business. Regarding the summer notification from FSA last week, there should be no change to reporting to the Clearinghouse on your part. The Clearinghouse, as part of our process that has been in place since inception, will only report out the ‘last known status’ of the student as we have in our system. If a student is not enrolled in summer, you would not report summer data to us. Therefore, we’d be reporting their spring status even during a summer SSCR as that would be the last status we have on record for the student. Additionally, if a student was enrolled in Spring at Fulltime/Halftime status and then was only enrolled in Less Than Halftime status for summer, the Clearinghouse currently suppresses the status and will include the Spring deferrable status for the student. If you have additional questions, please let me know. Have a great day! They are telling us that if we think they will return in the Fall that we should report them as Full Time in the Summer no matter what, even if they are not enrolled. I’m struggling with the ethics and logistics of this. Seems like it would be a massively manual process. It would not distinguish between those actually enrolled and those not as both could be marked as Full Time for Summer. Then come fall you would have to adjust those that did not attend to an end date of end of Winter term. I feel that NSLDS would do better to ignore the Summer reports rather than having incorrect data. Reporting students as anything but the status that they actually are is against what I studied in Registrar School. Thanks, Daniel T. She had a COPD episode at their home over the weekend. Mike called for an ambulance and when the EMT's arrived they could not find a pulse. They resuscitated her and took her to St. Johns. Mike also shared today that one of the tests they conducted soon after she was admitted was an EEG. It showed serious seizures going on within the brain but very little other measurable brain activity. They did the another EEG yesterday and still another this afternoon with the same results. He, along with their daughter and son, made the decision to take Jeannie will be taken off of life support. Tomorrow morning around 10 a.m. their decision will be honored and the rest will be in the Lord's hands. Mike did share more information today. Jeannie was diagnosed with COPD several years ago. She had taken a serious downturn in the last several months and was on oxygen 24/7. She never wanted this shared with friends and even kept it from their kids until it could not be hidden any longer. Please keep them all in your thoughts and prayers. As you can imagine, it is a very trying time for the family. I will share any information I receive about funeral arrangements as I receive it. Please share this with anyone you have contact with who worked with, or was OASFAA friends of, Jeannie and is no longer on the listserv. After careful review, the Clearinghouse believes that additional clarity is needed related to the guidance in order to confirm institutional compliance. As a result, we have asked FSA to clarify how the following should be handled by schools: 1. Correctly determining the certification dates on spring semester data and when that data should be reported, instead of reporting the "Less Than Half Time" statuses during optional summer terms 2. Accurately capturing a student’s withdrawn status during a summer term with respect to the "Date of Determination" logic 3. Accurately capturing the correct dates for a student who was "Less Than Half Time" during optional summer terms and who does not return in the fall Our objective in asking for the above clarifications is to ensure the highest standards of data quality and integrity are reflected in the information being reported. The Clearinghouse is also working to determine if any changes are needed within our process to ensure our summer reporting aligns with the needs of both loan servicers and NSLDS. We do not anticipate that your school will need to make any changes in your reporting to the Clearinghouse. Please stay tuned as we await further clarification from FSA, which we will share with you. If you have any audit or compliance related questions, please contact our Audit Resource Center at auditresource at studentclearinghouse.org. You can also find the article online at: http://okpolicy.org/bill-expand-eligibility-oklahomas-promise-scholarships-win-oklahomans/ . Bill to expand eligibility for Oklahoma's Promise scholarships would be a win for all Oklahomans by Courtney Cullison | May 8th, 2017 | Posted in Education, Financial Security, Poverty & Opportunity | Comments (0) The Oklahoma Legislature is close to passing a bill (SB 529) to make Oklahoma's Promise scholarships available to more students. Available since 1996, these scholarships cover the cost of tuition for in-state students at an Oklahoma public college or university if students complete a series of college-readiness requirements before high school graduation and maintain a passing GPA once in college. Oklahoma's Promise scholarships have become a critical part of college planning for low and moderate income Oklahoma families as they are guaranteed to students who meet the income guidelines and complete the requirements. Expanding access to the program is necessary if Oklahoma wants to compete in the new economy where most high-paying jobs require advanced education. Currently, students are eligible for the scholarship if their family's income is below $50,000 at the time they apply. SB 529 would raise the income limit to $55,000 in 2017-2018 and then to $60,000 in 2021-2022. SB 529 has passed both the House and Senate, but the Senate still needs to approve House amendments or work out the language in conference committee. The bill is close to the finish line, which is good news for college-bound students and for the whole state. Why the income limit needs to be raised The current income limit of $50,000 was set in 2000. At that time, 61 percent of Oklahoma families had income below the limit. But in 2015, only 42 percent of Oklahoma families had income of less than $50,000. As time goes on, fewer Oklahoma students will be eligible for the Oklahoma's Promise scholarship unless the income limit is raised. And we do see fewer students benefiting from these scholarships. Use of the scholarships peaked in 2012, when 10,635 students enrolled in the program. Since that year, there has been a consistent decline in the number of students enrolling. [https://i1.wp.com/okpolicy.org/wp-content/uploads/ohlap-enrollment-2008-2017.png?zoom=2.25&resize=426%2C225] Our policy in this area simply hasn't kept pace with inflation. According to the Consumer Price Index, a family making $50,000 in 2000 would need to make $71, 930 in 2017 to maintain the same purchasing power. Because Oklahoma hasn't increased our income limit for the Oklahoma's Promise scholarship, we've been denying eligibility to students that we intended to benefit from the program. Oklahoma's Promise recipients are a good investment Oklahoma students who receive the Oklahoma's Promise scholarship are more likely than students who didn't to... * go to college (87 percent compared to 44 percent) * return for their sophomore year (81 percent compared to 74 percent) * be full-time students (94 percent compared to 88 percent) * complete a college degree (57 percent compared to 46 percent) Oklahoma's Promise students are more likely to complete college with the added support offered by the scholarship, and that's important. As of 2013, less than one-fourth of Oklahoma students at 4-year public universities were completing college in four years, and less than half were completing their degree in six years. By reducing the financial burdens of college Oklahoma's Promise helps students to focus on studying and finishing their degree, making sure that our investments in these students are not wasted. And this is an investment that will not add to this year's budget shortfall - the students who qualify for the program under the expanded $55,00 income cap won't begin attending college until the fall of 2020, and those who qualify under the $60,000 cap won't be starting college until the fall of 2024. Increased access to college education benefits us all Of course, the benefits of a college education to the individual are easy to spot. Individuals who went to college earn more than those who didn't, they are more likely to have jobs that offer benefits (like health insurance and retirement plans), and they have better job security. But degrees are not just good for the individuals who get them. Increasing the number of college graduates benefits whole communities. College grads are less likely to be unemployed, and their income is generally higher than their non-college educated counterparts, so they contribute more in taxes. College educated people are generally healthier - they are less likely to smoke, less likely to be overweight, and more likely to get regular exercise. They are also more civically engaged - they are more likely to volunteer and to vote. Perhaps because these trends create "spillover effects" of wealth in a community, research has even found that an increase of the supply of college graduates also raises wages for high school drop-outs and those with only a high school degree. Unfortunately, Oklahoma is missing out on those benefits compared to most other states. In Oklahoma, only 24 percent of adults age 25 and older have a bachelor's degree or higher - 41 states have a higher percentage of college grads than we do. We can do better. Allowing more students to receive Oklahoma's Promise will pay off for all of us. Bryce Fair Associate Vice Chancellor for Scholarships & Grants Oklahoma State Regents for Higher Education P.O. The bill will likely be forwarded to the Governor's office by tomorrow, May 10. The Governor will then have 5 days (excluding Sundays) to act on the bill. Following are the potential outcomes: * The Governor can sign the bill and the bill would become law. * If the Governor does not take any action on the bill during the 5-day period, the bill would become law without the Governor's signature. * The Governor can veto the bill and send it back to the Legislature with her message on the reasons for the veto. If vetoed, the Legislature could consider the possibility of a veto override. Normally, a veto override would require a 2/3's vote by both the Senate and House. However, bills with an emergency clause (which SB 529 has) require a veto override vote of 3/4's. A veto override on SB 529 would require yes votes by 36 out of 48 Senators and 76 out of 101 House members. For enrollment periods beginning after July 1, 2017, this change allows the OKPromise scholarship to be used for any certificate program at a career technology center that qualifies for federal financial aid. This change is consistent with other state and federal financial aid policy. * Aligning scholarship retention requirements with college degree-completion standards: To maximize college degree-completion, the scholarship retention requirements will be aligned with the college or university's degree-completion standards. This change becomes effective July 1, 2017. The bill also contains several important reforms to help ensure that the scholarship expenditures are effective and efficient. * Beginning in 2018-19, the OKPromise scholarship will no longer pay for zero-credit college remedial courses: Many colleges are in the process of reforming remediation to provide supplemental academic support within credit-earning courses. In addition, many high school seniors will soon have access to College Career Math Ready courses that are designed to address math remediation needs during the student's senior year of high school. * Beginning in 2018-19, the second family income check at $100,000 will be applied every year in college: Currently, the second income check at $100,000 is conducted only one time when the student starts college. Under the change, a student will not be eligible for the scholarship in any year that their family income exceeds $100,000. * Cap the number of credit hours paid by the scholarship in college: The bill requires the Oklahoma State Regents for Higher Education to establish a maximum limit on the number of credit hours for which the scholarship will pay during the student's five years of scholarship eligibility. This limit has not been set yet, but will likely become effective for students entering college in fall 2018. Gov. Mary Fallin signed Senate Bill 529 this week. "It's very good news for families. It's very good news for students, and it's outstanding news for the state of Oklahoma," said Natalie Shirley, secretary of education and workforce development. "This is all part of the governor's effort to increase postsecondary degrees and credentials," Shirley said. The scholarship pays the tuition for Oklahoma students who attend a public college or university in state if they meet income and academic requirements and stay out of trouble. Since 2000, a family's annual income could be no more than $50,000 when the student enrolls in the program. The new limit will be $55,000 beginning in 2017-18 and $60,000 beginning in 2019-20 2021-22 [correction by Bryce Fair]. It could mean 1,000 more students will earn college degrees, said Sen. Jason Smalley, R-Stroud, who authored the bill with Rep. Katie Henke, R-Tulsa. Higher education Chancellor Glen Johnson thanked the governor for signing the bill and thanked Smalley and Henke for advocating for the program. "Recognized by many as one of the best college access programs in the nation, Oklahoma's Promise has helped more than 75,000 Oklahomans achieve the dream of a college education," Johnson said. "College graduates who received the Oklahoma's Promise scholarship secure jobs and stay in Oklahoma after college at a higher rate than their peers. This honors the state's investment in Oklahoma's Promise as we produce the educated workforce our state needs to compete in today's global economy," he said. The governor's latest workforce initiative — Launch Oklahoma — calls for producing nearly 600,000 more workers with a college degree or credential in eight years to address the growing gap between the skills workers have and the skills they need to fill jobs. The goal is for 70 percent of Oklahomans ages 25-64 to have postsecondary education and training by 2025, up from 40 percent now. Expanding the reach of Oklahoma's Promise will help, Shirley said. The revised program not only increases the family income limit, but lets students use the scholarship for any CareerTech program that qualifies for federal financial aid, she said. Previously only programs that were in a cooperative alliance with a college qualified. "We cannot meet the needs of Oklahoma businesses if we don't make pathways for Oklahomans to get a postsecondary degree or credential," Shirley said. (HSC) Subject: [SWASFAA Team Chatter] Nominations & Election SWASFAA Team Chatter has posted a new item, 'Nominations & Election' A few years ago my phone rang and on the other end of the line was Lisa Hopper, who at the time was SWASFAA's past-president.   To my surprise she asked if I was interested in throwing my hat in the ring to run for SWASFAA's president-elect.  Surely, I did not hear her correctly.  "Oh, boy, how could I be qualified?"    Way out of my comfort zone, like way out-in-left-field.   I took a huge leap of faith and said, "yes" Looking back, I'm glad that I took the leap.  Having the opportunity to meet our SWASFAA members was definitely the highlight of 2016.  There is a reason why SWASFAA is a great organization, our members.  As president, I received tremendous support from past presidents, prior board members, and of course current board members.  Everyone "had my back". Taking that leap of faith in spring of 2014 provided me not only tremendous professional growth, but a lifetime of wonderful memories. If you've thought about becoming involved with the SWASFAA board,  please consider throwing your hat in the ring for one of the following positions: President-Elect (Three year commitment) Secretary (Two year commitment) Oklahoma Delegate-At-Large (Two year commitment) Texas Delegate-At-Large (Two year commitment) The on-line Officer Nomination Form is available at the SWASFAA's home page. If you know a member who is interested in serving, but is shy about nominating herself/himself, please nominate her/him.  Of course, it would be a good idea to confirm with the member of her/his willingness to be nominated :) If you have any questions about the commitment requirements for the open positions, please do not hesitate to contact me or any prior board member.   I have no doubt that current and prior board members will gladly share their experience. Deadline for submission of nominations is June 30, 2017.         You may view the latest post at https://urldefense.proofpoint.com/v2/url?u=http-3A__swasfaa.org_b_general_noms17_&d=DwIBaQ&c=qRnFByZajCb3ogDwk-HidsbrxD-31vTsTBEIa6TCCEk&r=-Lnq0C7sCiFyP0whbJJ3dxf5JnVjhYZXejVPgZDRGLk&m=OIdh9vcYZsdqCLIMj0V7NbYBfvLJO3IGEeebBS8g6yU&s=y_5oWMR5yLg4whJ-qlP6xqi-pPDspIY5UgoUq-7Gerw&e= You received this e-mail because you asked to be notified when new updates are posted.
