We reached out to NSC and I have pasted NSC’s response below on this topic. For those of us using NSC, we’re good to go.

Eileen,

Good morning! I apologize for the late response – I am traveling on Clearinghouse business.

Regarding the summer notification from FSA last week, there should be no change to reporting to the Clearinghouse on your part.

The Clearinghouse, as part of our process that has been in place since inception, will only report out the ‘last known status’ of the student as we have in our system. If a student is not enrolled in summer, you would not report summer data to us. Therefore, we’d be reporting their spring status even during a summer SSCR as that would be the last status we have on record for the student.

Additionally, if a student was enrolled in Spring at Fulltime/Halftime status and then was only enrolled in Less Than Halftime status for summer, the Clearinghouse currently suppresses the status and will include the Spring deferrable status for the student.

If you have additional questions, please let me know. Have a great day!

Sandra

My Financial Aid person just shared this with me, and I reacted as you all have. My practice is pretty much like Scott's, since we don't offer summer session classes.
It doesn't feel right.
Looking forward to hearing what kind of responses you get in your inquiries, Scott!

Does anyone have a way of reporting Summer Enrollment the way that the Dept of Ed recommends here<https://ifap.ed.gov/eannouncements/042017SummerTermEnrollmentReportingtotheNSLDS.html>? They are telling us that if we think they will return in the Fall that we should report them as Full Time in the Summer no matter what, even if they are not enrolled. I’m struggling with the ethics and logistics of this. Seems like it would be a massively manual process.

It would not distinguish between those actually enrolled and those not as both could be marked as Full Time for Summer. Then come fall you would have to adjust those that did not attend to an end date of end of Winter term. I feel that NSLDS would do better to ignore the Summer reports rather than having incorrect data. Reporting students as anything but the status that they actually are is against what I studied in Registrar School.
